Meeting Minutes
Monday, July 14, 2008
The Jeffersonville Parks Authority met in regulaz session in the Mayor's
Conference Room in City Hall, Jeffersonville, Indiana, on Monday, July 14, 2008 at 7:00
P.M. Pazks Authority President Ron Grooms called the meeting to order at 7:00 P.M.
Councilpersons Mike Smith, Ed Zas[awny, Keith Fetz, Bazbaza Wilson, Nathan Samue]
and Ron Grooms were present Councilperson Connie Sellers was absent. Also present
were: Council Attorney Lazry Wilder, Event Coordinator Bev Knight, Communications
Director Larry Thomas, Executive Assistant Dana Young, Commission Advisory Board
Member Ted Throckmorton, and Deputy Clerk Treasurer Bazbaza Hollis.
The claim list was presented for consideration. It was requested more detail be
provided. It is requested a staff member attend each meeting to discuss claims.
Councilperson Samuel made the motion to approve the claim list in the amount of
$25,172.65, second by Councilperson Smith, passing on a vote of 6-0.
Authority President Grooms reviewed the Parks budgets, noting pazk space and
Riverstage. He asks [he Counci] to review the AquaCic Budget and the Pazk Special
Budge[, noting the need to study and research.
Councilperson Fetz said the Jeffersonville Youth Football League is about where
he thought it would be. Gary Fridley is [he President. Other previous members have
been brought in. All seem happy. It looks like al] are on the right path.
Executive Assistant Young has talked with Josh Hillman regarding the plans for
the Shirley Hall Park Restrooms/Concession building. There has been talk of scaling the
old plans down. Communications Director Thomas reviewed the history. Councilperson
Fetz noted the need for a clear idea.
Executive AssistanC Young reported the docks aze in at Duffy's Landing.
Commission Member Throckmorton reported three members; Bob Taylor, Dave
Smith and R.L. Motley have missed three meetings. He recommends Sandy Knott
replace one of the above. Councilperson Smith noted Becca Christianson would like to
be a member. Executive Assistant Young suggests Bob Taylor be contacted by Beverly
Knight. Dave Smith and D.L. Motley are the Mayor's appointments. Councilperson
Wilson would like to have Lisa Gill be considered. Commission Member Throckmorton
said the Parks look good. The appointment of Bob Manor was a good choice.
Councilperson Samuel has a concern for attendance at all levels of meetings. Copies of
the committee minutes will be requested. All groups will be reviewed. This will be
looked at during budget time. Councilperson Samuel would like to request that Parks
Superintendent Manor get a list of attendances
Even[ Coordinator Knight recommends Alena Water be replaced with Vicky
Conlin on the Special Events Riverstage Boazd. Councilperson Smith made the motion
to appoint Vicky Conlin to the Special Events Riverstage Boazd, second by
Councilperson Zastaway, passing on a vote of 5-1. Councilperson Samuel voted in
opposition.
President Grooms said Bill Mattingly would be getting budgets from the
Department Heads for the 2009 budgets. Councilperson Fetz would like input from all
the boards for budget prepazation.
Council Attorney Wilder informed the Council the "Sex Offender" hearing is
scheduled for August 23, 2008.
President Grooms noted the Park flyer is very good. Councilperson Fetz would
like to do a mailing of the flyer. This was discussed. The web site jeffparks.org is very
good.
President Grooms noted $20.00 per meeting has been approved. He noted that
during a Saturday event the trash from Friday night was still present.
Commission Member Throckmor[en said the street and sidewalk cleaning has
been coordinated. Exit 0 continues to be cleaned.
President Grooms asks if water could be run from the school for use during
football. He has also been asked by a cifizen to name a facility or have a monument for
Eric Hall. Commission Member Throckmorten has received a request for the Gaither
girl. Councilperson Smith suggested a sign in recognition. There is a need to develop a
policy or procedure for naming, Councilperson Wilson suggests a memorial wall.
Councilperson Fetz said there is a need for a process.
The meeting adjourned at 8:30 P.M.
