HomeMy WebLinkAbout06-16-2008COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA June 16, 2008 The Common Counci] of the City of Jeffersonville, Indiana met in regulaz session in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 7:30 P.M. on Monday June 16, 2008. Mayor Tom Galligan, with Deputy Clerk Treasurer Bazbara Hollis at the desk, called the meeting to order. Also present were City Attorney Darren Wilder, Council Attorney Larry Wilder, and Clerk Treasurer Administrative Assistant Tifffany Timberlake. Mayor Galligan welcomed all in attendance, asking al] those present to stand as Chaplain Conrad Moorer gave the invocation. Mayor Galligan then asked all those present to join him in the pledge of allegiance Yo [he flag. The roll was called and those present were; Councilpersons Mike Smith, Connie Sellers, Barbara Wilson, Nathan Samuel, and Ron Grooms. Absent: Councilpersons Ed Zastawny and Keith Fetz. Following discussion, Councilperson Sellers made the motion to approve the agenda with the addition of a discussion of the purchase of portable restrooms and table agenda item #13 until the next meeting, second by Councilperson Wilson, passing on a vote of 5-0. Mayor Galligan presented the minutes for consideration. Councilperson Wilson made the motion to approve the minutes of June 2, 2008 (7:30 P.M J as presented, second by Councilperson Grooms, passing on a vote of 5-0. Deputy Clerk Treasurer Hollis presented the claim list for consideration by the Council. Following discussion of several claims, Councilperson Grooms, made the motion to approve the claims as presented, second by Councilperson Samuel, passing on a vote of 5-0. PUBLIC COMMENT: Mr. Mike Moore appeared before the Council with a concern that Forest Park has not been deeded to the Ciry. He requests the City to continue mowing the pazk. He will June 16, 2008 2 ask the Commissioners to deed the park to the City. Mayor Galligan said the City would take care of the pazk. COUNCIL COMMENT: Councilperson Grooms inquired about the removal of the playground equipment in Wathen Park. Mayor Galligan will find out. DEPARTMENT HEAD REPORTS: There were no Department Head reports. AGENDA ITEMS: Communications Director Lany Thomas and Emergency Management Director Mindy Christian appeazed before the Council to request the purchase of 20 two-way radios to be used during emergencies. Councilperson Smith asked if the radios have been tested. Director Christian answered no, [hey have a good rating online. Councilperson Grooms feels this is a very good price, suggesting the use of gaming revenue funds. He feels it would be money well spent. Mayor Galligan would like to have a test run. Following all discussion, Councilperson Grooms made the motion to present a Resolution at [he next meeting, second by Councilperson Sellers, passing on a vote of 5-0. Councilperson Grooms said he does not have a real clear picture of what positions are being considered in Ordinance No. 2008-OR-31, An Ordinance Amending Basic Salaries Of Appointed Officials And Employees Of The City Of Jeffersonville. Councilperson Grooms then made the motion to pass Ordinance No. 2008-OR-31 on the second reading asking for clazification before approving on the third reading, second by Councilperson Wilson. Mayor Galligan said there aze no job descriptions, as he has not come up with an approach for the problems. He would like to hire a manager or director to do interviews and work out job descriptions. He will do his best to come up with these before [he next meeting. The motion to pass Ordinance No. 2008-OR-31 on [he second reading passed on a vote of 5-0. Councilperson Samuel reported the fmanoe committee met with Mayor Galligan regarding the acquisition of an additional portable restroom facility at the cos[ of $35,585. Councilperson Samuel made the motion to approve the purchase from Cumulative Capital Development funds [o be replaced with EDIT funds, second by Councilperson Sellers, passing on a vote of 5-0. Mayor Galligan has received a positive June ]6, 2008 3 response on the portable restrooms. He intends to use a sewer track to empty the facility. He commends the Council fox the nice amenity. Councilperson Samuel introduced and explained Ordinance No. 2008-OR-34, An Ordinance Establishing Fees And Costs Associated Wi[h The Closure Of The Clark Memorial Bridge. Following discussion, Councilperson Samuel made the motion to pass Ordinance No. 2008-OR-34 on the first reading, second by Councilperson Grooms, passing on a vote of 5-0. Councilperson Samuel introduced and explained Ordinance No. 2008-OR-35, An Ordinance Establishing Fees For Copies Of Photographs Taken By The Jeff Police Department At Accident Scenes. Major Grimes spoke in support of the Ordinance. Councilperson Samuel then made the motion to pass Ordinance No. 2008-OR-35 on the first reading, second by Councilperson Sellers, passing on a vote of 5-0. CLERK TREASURER COMMENTS: There were no Clerk Treasurer Comments. COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS: Councilperson Samuel commented on the riverfront mowing and code enforcement mowing. Councilperson Samue] thanked Mayox Galligan and the Department Heads for helping to keep fuel use down. He then noted the need to rescind the Building Authority Ordinance. He intends to get with Mayor Galligan and Council Attorney Wilder to discuss the best way. Councilperson Grooms recommends a joint meeting to bring all up [o date on the emergency plan. The finance committee met last week and recommends adopting a plan for EDIT spending to include $250,000 a year for five years for the purchase of Police softwaze, laptop computers, cameras, etc., $50,000 for Shirley Hall Pazk restrooms, and $36,000 for portable restrooms. Councilperson Grooms made the motion to accept the recommendation of the finance committee, second by Councilperson Samuel. Councilperson Grooms noted the need to amend the executive order fox the use of EDIT funds. Councilperson Samuel noted it has been a long time coming to provide the Police with new software. The motion passed on a vote of 5-0. Councilperson Grooms next reported the finance committee also recommends funding in the annexation budget for an annexation coordinator $27,000, planning and zoning assistant $23,000, five police June 16, 2008 q $150,000 four firemen $120,000, and Garbage truck $128,000. Councilperson Samuel made the motion to accept the finance committee recommendation regarding the annexation fund with these funds [o be included in the excess levy appeal, second by Councilperson Sellers, passing on a vote of 5-0. Councilperson Grooms next asked Council Attomey Wilder about the situation with regazd to advertising benches. Attorney Wilder answered the Mayor can direct litigation. The Council can adopt an Ordinance. He recommends going forward with ]itigat3on. Mayor Galligan recommends going ahead with litigation. Councilperson Grooms thanks Officers Grimes, and Wilkerson, Reverend Moorer, and Marcus Sperze] for their attendance. Councilperson Wilson noted the last concert in the pazk was rained out. They will be back on this Friday. Councilperson Wilson next reported on the huge crowd at Jeff Fest. The Garden Tour will be Saturday from 10:00 A.M. to 4:00 P.M. Councilperson Smith asked Councilperson Grooms [o obtain a tax abatement report for the next finance committee meeting. Councilperson Sellers recommends Director Christian and Director Robinson be scheduled for the July 7, 2008 workshop. She then asked if [he travel Ordinance has been signed. Mayor Galligan replied it had. Mayor Galligan informed the Council [he Local Roads and Streets fund has a negative balance. There will be no paving for now, patching only will be done. He wants to get everything back under control. Mayor Galligan noted Jeff Fest was a very good even[. As there was no further business to come before the Council, the meeting was adjourned 8:45 P.M.
