OF THE CITY OP 1FFFF.I2SONVILLE, INDIANA May 5, 2008 'The Common Council oCthe City of Jeffersonville, Indiana met in regular session in Room 101, Ciry Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 730 P.M. on Monday May 5, 2008. Mayor Tom Galligan, with Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order. Also present were City Attorney Darren Wilder, City Council Attorney Iarry Wilder, and Clerk Treasurer Administrative Assistant Tiffany 'Timberlake. Mayor Galligan welcomed all in attendance, asking all those present to stand as Councilperson Grooms gave the invocation. Mayor Galligan then asked all those present tojoin him in the pledge of allegiance to the Flag. The roll was called and those present were; Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, 6arbara Wilsoq Nathan Samuel, and Ron Grooms. Absent: None. Councilperson Sellers made the motion to approve the agenda, second by Councilperson Grooms, passing on a vote of 7-0. Mayor Galligan presented the minutes for consideration Councilperson Wilson made the motion to approve the minutes of April 21, 2008 (730 P.MJ as presented, second by Councilperson Samuel, passing on a vote of 7-0. Deputy Clerk Treasurer Hollis presented the claim list for consideration by the Council. Deputy Hollis explained the claim to City of Jeffersonville in the Clerk Treasurer's Department is to reimburse City Court for payments made for the Clerk Treasurer's copy machine. Deputy Hollis also noted two claims to be paid from [he Annexation Pund. The Ordinance to provide money for this Fhnd is on the agenda tonight. Following discussion Councilperson Samuel made the motion to approve the claims as presented pending approval of the Annexation Fund Ordinance, second by Council President Zastawny, passing on a vote of 7-0. PUBLIC COMMENT: Mc Charlie Glotzbach, 2513 Coopers Lanc said his concerns have been answered. May 5, 2008 2 COUNCIL COMMENT: There was no Council comment. DEPARTMF.N'I' HEAD REPORTS: Mayor Galligan and Fire Chief Tony Harrod called forward the members of Jeffersonville Firefighters, Company B. Mayor Galligan noted these Firefighters went above and beyond the call of duty to save a girl's live at Wellstone Hospital. Mayor Galligan commends this unit saying what they did is admirable and they risked their lives. Firefighter [.ovan explained the incident saying it was a calculated risk that spanned about three hours. The 25 years of repelling training paid off. A plaque commending the unit was presented. Planning and Zoning Director Jim Urban addressed the Council regarding agenda item #20. Director Urban explained the changes, asking the Council to [able the Ordinance at this lima The amenities section was discussed. AGENDA ITEMS: Councilperson Smith explained several changes to Ordinance No. 2008-OR-21, An Ordinance Of The City Of Jeffersonville Authorizing The Use Of City Credit Cards, Hstablishing Credit Limit And Number Of Cards In Each Department Following discussion, Councilperson Samuel made the motion to pass Ordinance No. 2008-OR-21 on the third reading, second by Councilperson Fetz, passing on a vote of 7-0. Councilperson Wilson presented Ordinance No. 2008-OR-22, An Ordinance Establishing A Purchase Order System For The General Fund Of The City Of Jeffersonville And Rescinding Ordinance No. 2007-OR-008, Ordinance 2006-OR-005, Ordinance 2006-OR-037 And Ordinance 1998-OR-040, for the third reading. Councilperson Grooms voiced concern that the Ordinance reads General Fund only. Deputy ftollis suggested using the term of Civil City Funds. Councilperson Grooms made the motion to amend Ordinance No. 2008-OR-22 by replacing General Fund with All Civil City Funds, throughout the Ordinance, second by Councilperson Sellers, passing on a vote of 7-0. Councilperson Wilson then made the motion to pass Ordinance No. 2008-OR-22, as amended on the third reading, second by Councilperson Sellers, passing on a vote of 7-0. May 5, 2008 3 Councilperson Grooms explained the need for passage of Ordinance No. 2008- OR-23, An Ordinance Transferring Funds Within Same Department (Police Department- Clothing Allowance). Councilperson Grooms made the motion to pass Ordinance No. 2008-OR-23 on the second and third readings, second by Councilperson Fetz, passing on a vote of 7-0. Councilperson Grooms explained the need for passage of Ordinance No. 2008- OR-24, An Ordinance Transferring Funds Within Same DeparOnent (Fire Department- Clothing Allowance). Councilperson Grooms made the motion to pass Ordinance No. 2008-OR-24 on the second and third readings, second by Councilperson Wilson, passing on a vote of 7-0. Councilperson Grooms explained the need for passage of Ordinance No. 2008- OR-25, An Ordinance of Appropriation Reduction. Councilperson Grooms made the motion to pass Ordinance No. 2008-OR-25 on the second and third readings, second by Councilperson Sellers, passing on a vote of 7-0. Council President Zastawny thanked all involved, the Finance Committee (Councilpersons Grooms, Samuel, and Smith), Mayor Galligan, and the Departrnent Heads for their help. Councilperson Grooms explained Ordinance No. 2008-OR-26, An Ordinance Amending 2007-OR-87, An Ordinance Amending Ordinance 2007-OR-63 That Established The Jeffersonville Common Counci] Special Non-Reverting Fund For Annexation Costs Incurred During 2008, making the motion to add, And 2009, second by Councilperson Samuel, passing on a vote of 7-0. Councilperson Grooms made the motion to pass Ordinance No. 2008-OR-26, as amended, on the second and third readings, second by Councilperson Wilson, passing on a vote of 7-0. Mayor Galligan questioned the need for a Purchase Order or Resolution. Councilperson Sellers presented Ordinance No. 2008-OR-1 Q, An Ordinance Regulating Travel And Travel Expenses For City Employees And Elected Officials. Several versions of this Ordinance have been presented. Councilperson Smith made the motion to amend No. 2008-OR-1Q, the original version, [o exclude primary election, second by Councilperson Sellers, passing on the following roll cal] vote: Ayes: Councilpersons Smith, Fetz, Sellers, Wilson, and Grooms. Nays: Councilpersons Zastawny and Samuel. May 5, 2008 4 Councilperson Smith then made the motion to pass Ordinance No. 2008-OR-1Q, as amended, on the third reading, second by Councilperson Sellers, passing on the following roll call vote. Ayes: Councilpersons Smith, Petz, Sellers, Wilson, and Grooms. Nays: Councilpersons Zastawny and Samuel. Councilperson Smith presented Ordinance No. 2008-OR-27, An Ordinance of the City Of Jeffersonville, Indiana, Authorizing Elected Officials And Employees Use Of Cell Phones For Official Government Business And Regulating The Number Of Minutes Available'Fo Each Individual Authorized To Ilse A Cel] Phone, saying this is a work in process. Couucilperson Samuel feels the Department Head should determine the number of minutes. Council President 7,astawny questions personal calls. Councilperson Wilson made the motion to pass Ordinance No. 2008-OR27 on the first reading, second by Councilperson Sellers. Councilperson Fetz questioned the use of two way calling and one provider. Using Cricket was discussed. The motion to pass Ordinance No. 2008- 02-27 on the first reading passed on a vote of 7-0. Mayor Galligan explained the need for passage of Ordinance No. 2008-OR-28, An Ordinance Amending 2008OR-20, Which Amends 2008-OR-2, Which Amends 2007- OR-90, Which amends 2007-OR-87A, Which Amends 2007-OR-82, Which Amends Ordinance 2007-OR-48, An Ordinance Fixing basic Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville, Indiana For The Year 2008. Following discussion, Councilperson Fetz made the motion to pass Ordinance No.2008-OR-28 on the first and second reading, second by Councilperson Sellers, passing on a vote of 7-0. CLERK TRLiASURER COMMENTS: There were no Clerk Treasurer Comments. COMMi"f'fEF REPORTS, COUNCIL ANU MAYOR COMMENTS: Councilperson Samuel noted his request for Jeff High School traffic control has been taken care of. Councilperson Samnel commended the Firefighter's B Crew, saying yon dolt hear of rescues that often "fhe preservation was nice. Councilperson Grooms noted the Finance Committee recommends the City complete the pledge to One Southern Indiana, suggesting the use of EDTT Funds. He will be presenting an invoice from Clark County Red Cross in the amount of $500, half of 5 May 5, 2008 what has been budgeted. Councilperson Crrooms will also be requesting $12.000 for the Grecnway Project on the next claim list. Councilperson Crcooms said he is working on a two-page report summarizing the reports received from the Clerk 'Geasurer s Office. Mayor Galligan suggested Councilperson Grooms work with Mr. Bill Mattingly. Councilperson Grooms requested a current fixed asset report. The Finance Committee is to meet monthly. Councilperson Grooms suggests the night of the Parks Board-Council meeting. The next Parks Board-Council meeting is scheduled for May 12, 2008 at 7:00 P.M. Ms. I Iona McBride will take the minutes. Away to pay for this service needs to be established. Councilperson Grooms has taken a hard look at gas expenditures, saying, "[t is scary". He will continue to monitor the situation. Councilperson Grooms noted the 50% reduction in the non-profit contributions. These contributions ace important to the Ciry. He asks input from the Council to the Finance Committoe. Councilperson Wilson noted there is an Animal Shelter meeting this week, asking all to remember the golf tournament scheduled for July 14, 2007. The Concerts In The Park start Friday night at 730 P.M. Councilperson Sellers noted the plans for the Mey 22, 2008 meeting with the people from L.A. regarding rentals is moving along. Councilperson Sellers has been talking with Neighborhood Associations regarding help with old fire collections. Councilperson Fetz called attention to an email he received from Communications Director harry Thomas about the Riverstage being nominated for an award. Councilperson Fetz reminds all to exorcise you right to vote tomorrow. Councilperson Smith feels with the firehouses relocating leaving Crestview Court Firehouse empty, public safety is jeopardized. He feels there is a need for a firehouse in that district. ~ralks are ongoing with Yellow Ambulance to use the building. Council President Iastawny inquired about the tree buffer on Dutch Lane. Mayor Galligan said he does have plans. Council Presidem Zastawny is keeping up with the Clerk 'Creasurer bond issue. He would like to see a mailing to residents regarding the website and new Ordinance and Resolutions, at least to the annexed area. Mayor Galligan reviewed a visit he and Executive Assistant Dana Young made to Washington D.C. regarding the remnant trust. it was amost-interesting discussion. Jeffersonville can become a showcase. Mayor Galligan is working on Riverside Drive May 5, 2008 streetlights with irrigated hanging baskets. I-]e noted the recent visits by Presidential candidates, Senator Hillary Clinton, and Senator Barak Obama. He commends the Pire Department, Street Department and all that came in touch with the events. A great job was done. As there was no adjourned 8:55 N.M.
