HomeMy WebLinkAbout04-21-2008COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JF,FFERSONVILLE, INDIANA April 21, 2008 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, City Hall, 500 Quartermaster Coun, Jeffersonville, Indiana, at 730 P.M. on Monday April 21, 2008. Mayor 'tom Galligan, with Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order. Also present were City Attorney Darren Wilder and Clerk 'Treasurer Administrative Assistant Tiffany Timberlake. Mayor Galligan welcomed all in attendance, asking all those present to stand as Chaplain Conrad Moorer gave the invocation Mayor Galligan then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Nathan Samuel, and Ron Grooms. Absent: None. Councilperson Grooms made the motion to approve the agenda as presented, second by Councilperson Sellers, passing on a vote of 7-0. Mayor Galligan presented the minutes for consideration. Councilperson Wilson made the motion to approve the minutes of April 7, 2008 (630 P.M.) as presented, second by Councilperson Sellers, passing on a vote of 7-0. Councilperson Wilson made the motion to approve the minutes of April 7, 2008 (730 P.MJ as presented, second by Councilperson Samuel, passing on a vote of 7-0. Deputy Clerk Treasurer Hollis presented the claim list for consideration by the Council. Following discussion Council President Zastawny made the motion to deny the claim for the golf outing listed in the Sanitation Department, second by Councilperson Grooms, passing on a vote of 7-0. Councilperson Grooms commented on his concerns for use of appropriations in the Fire Department and the Animal Shelter. A positive note is the claim to the City from Judge Pieccc in the amount of $12,000 for Court security. At the conclusion of all discussion, Council President Zastawny made the motion to April 21, 2008 2 approve the claims as amended, second by Councilperson Grooms, passing on a vote of 7-0. PUBLIC COMMENT: Mr. Charlie Milburn asked that, due to the need for budget reductions, the elected officials give back the raise received this yeas. COUNCIL COMMENT: There was no Council comment. D SPAR"fMEN"C HEAD REPORTS: there were no Department Head reports. AGENDA [TE:MS: Ms. Shannna Graf, Ohio River Greenway Development Commission, appeazed before the Council to review the report previously submitted and present the annual report summary. Ms. Graf announced the receipt of a Transportation Enhancement Grant. The local match is $200,000 with $40,000 pledged from Aegon. The City has contributed $10,000 for operating annually. Ms. Graf is hoping for $12,000 this year. Councilperson Grooms questioned the $387,500 amount. Mayor Galligan noted the financing is convoluted. Ms. Graf agreed the fLnding means is very complicated. Corps of Engineer's rues must be followed. Mr. Josh Hillman of Jacobi, Toombs & Lanz appeared before the Council to give a sidewalk project update. The Allison Lane project is in design, the previous cost estimate was $400,000, and is now down to $360,000. Drainage may pay $25,000. Mayor Galligan asked if the Charlestown Jeff Pike project allows for road expansion. Mc Hillman feels this has been allowed for. The Charlestown Pike project is 90% to 95% complete. Muyor Galligan noted the need to stop before Wilson School. The 8's Street project will begin this week. Mr. Kerry Stemler, and Ms. Kay Stewart, Ohio River Bridges Coalition appeared before the Counci] for an update on the Bridges Project. Mr. Stemler explained the make-up of the coalition and presented a power point program. Mr. Stemler stressed the need for champions for the cause. The coalition is committed to the project as it is written. Mayor Galligan said the bridges will help the entire area, adding the loss of economic benefits if travelers cannot get up and down I-65. April 2l, 2008 3 Councilperson Fetz presented Ordinance No. 2007-OR-2Q, An Ordinance Amcndiug 2008-OR-2, An Ordinance Amending 2007-OR-9Q, Which amends 2007-OR- 87A, Which Amends 2007-OR-82, Which Amends Ordinance 2007-OR-48, An Ordinance Fixing Basic Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville, Indiana for the Year 2008. Councilperson Fctz explained the requested changes in the Parks llepartment. Deputy Hollis explained the need to change the way clothing allowance is paid in the Police and Fire Departments. Mayor Galligan explained the CiTy Growth Coordinator position. Council President Zastawny asked about the Safety Director. Mayor Galligan explained that the City Growth Coordinator is performing those duties at this time. Following all discussion, Councilperson Grooms made the motion to pass Ordinance No. 2008-OR-20 on the third reading, second by Councilperson Samuel, passing on a vote of 7-0. Councilperson Smith explained changes to Ordinance No. 2008-OR-21, An Ordinance Of The City Of Jeffersonville, Lndiana Authorizing City Officials To Use Ciry Credit Cards For Official Government Purchases Establishing A Credit Limit And Regulating The Number Of Credit Cards Available To Each Department Of City Government, asking for passage on the second reading only. Councilperson Fetz made the motion to pass Ordinance No. 2008-OR-21 on the second reading second by Councilperson Sellers, passing on a vote of 7-0. Councilperson Wilson explained changes to Ordinance No. 2008-OR-22, An Ordinance Establishing A Purchase Order System Por The General Fund Of The City Of .IcfTersonville And Rescinding Ordinance No. 2007-OR-008, Ordinance 2006-OR-005, Ordinance 2006-OR-037 and Ordinance 2998-OR-040. Following discussion, Councilperson Wilson made the motion to pass Ordinance No. 2008-OR-22 on the second reading second by Councilperson Sellers, passing on a vote of 7-0. Councilperson Grooms presented and explained the need for passage of Ordinance No. 2008-OR-23, An Ordinance Transferring Certain Punds Within Same Departmem (Police). Councilperson Fetz made the motion to pass Ordinance No. 2008- OR-23 on the first reading. second by Councilperson Wilson, passing on a vote of 7-0. Councilperson Fetz made the motion to pass Ordinance No. 2008-OR- 24 on the first reading, second by Councilperson Sellers, passing on a vote of 7-0. Councilperson Grooms presented and explained Ordinance No. 2008-OR-25, An Ordinance Of Appropriation Reduction. Councilperson Grooms next presented Ordinance NO. 2008-OR-26, An Ordinance Amending Ordinance No. 2008-OR-87, An Ordinance Amending Ordinance 2007-OR-63 "that Established The Jeffersonville Common Council Special Non- Reverting Fund For Annexation Costs Incurred During 2008. Councilperson Smith asked that "purchases" be added to Section 0.. Following discussion, Councilperson Grooms made the motion to pass Ordinance No. 2008-OR-26 with [he addition of "purchases" in Section 4, on the first reading, second by Councilperson Fetz, passing on a vote of 7-0. CLERK T12EASURER COMMENTS: There were no Clerk Treasurer Comments. COMMiTTF.E REPORTS, COIINCIL AND MAYOR COMMENTS: Councilperson Samuel thanked Adminishative Assistant Timberlake for projecting the agenda to the screen. Councilperson Samuel attended a Neighborhood Watch program presented by Jeffersonville Police Officer Jason Jackson, noting the great job done by Officer Jackson. Councilperson Samuel would like to see consideration given to a traffic officer on l0ih Street at the entrance to the Greater Clark County School Administration Building from 7:10 to 7:25 A.M. and from 2:25 to 2:35 P.M. Officer Grimes will have a Traffic Officer al that location. Councilperson Samuel next noted the new benches in the hall on the first floor. He is happy Judge Pierce was receptive. Councilperson Samuel asked that when considering use of BDIT Funds all remember Police software. He asks that all communicate and prioritise. Councilperson Grooms thanked Jeff High Student Marcus Sperzcl, Reverend Conrad Moorer, and Officer Grimes. He would like [he Council to look at the trash collection Ordinance for revision. Councilperson Grooms called attention to HB1001, ^oting that some good things will come out. The Legislature "has our attention". The taxpayer will benefit. Municipalities will be challenged. April 21, 2008 5 Councilperson Wilson reported on the Animal Shelter meeting. The golf tournament is planned Cor July 14. The Animal Shelter staff and Board parked cars during Thunder raising over $3,500 for the Spay/Neuter Fund. Councilperson Sellers reported the program scheduled for May 22 would be held in the Bass Pro Shop Auditorium. The presenters will arrive May 21. Councilperson Sellers asked if the Council would like to plan a dinner All agreed. Councilperson Sellers is concerned about the many rites in yards and alleys. She will work on this. Councilperson Fetz voiced concerns regarding unlicensed vehicles on private property. He would like to look at the Ordinance for time restraints. Councilperson Sellers noted the previous administration was unwilling to take violations to Court. Councilperson Smith thanked Street Commissioner David Hosea for the City entrance clean up and for getting the boat out of the River. Councilperson Smith is concerned with late night vandalism and mischief. He warns that with warm weather there may me more. Council President Zastawny has been informed the bond for the Clerk Treasurer is in underwriting. He will stay on top of this. Council President Zastawny asked about the cost of garbage cans and the time frame for implementation. Mayor Galligan said the start date is September I, noting the need to watch all costs. Use of the new cans will save on insurance, are safer and more efficiont. Mayor Galligan is planning to have officials Prom TACT present a program to explain HB100I. He is planning to invite officials From Clark County, Charlestown, Clarksville, Sellcrsburg, etc. HB1001 is designed to help the taxpayer. There is a need to be more creative when generating revenue. Mayor Galligan commended the Police Department for the arrest of a man shortly afrer robbing a Jeffersonville bank.
