Monday, April 7, 2008 - 6:30 P.M.
City Hall Council Chambers, Roam 101
Council President Ed Zastawny called the meeting to order a[ 6:30 P.M., and on call of
the roll those members present were: Councilpersons Ed Zastawny, Ran Grooms,
Barbaza Wilson, Connie Sellers, Mike Smith, and Na[han Samuel. Councilperson Kei[h
Fetz was absent. Also present was Deputy Clerk Treasurer Barbara Hollis. The Plan
Commission was also present.
Councilperson Grooms made the motion ro approve [he agenda as presented second by
Councilperson Samuel, passing on a vote of 6-0.
New Zoning Ordinance-Multifamily Housing
Planning and Zoning Director Jim Urban introduced Mr. Brad Johnson of Ground Rules.
Director Urban explained the M1, M2, and M3 designations, giving a brief overview.
Councilperson Zastawny asked if enclosed parking will be required in the new M3
designation Mc Johnson explained.
Councilperson Fetz arrived at 6:50 P.M.
Councilperson Zastawny asked if berm changes would be reconsidered. Mr. Johnson
explained options. Councilperson Grooms asked how this compares with other
communities. Director Urban said that Jeffersonville is pretty progressive when
compared with communities of the same size. He is trying Yo find the "sweet spoY'. He
believes this will be the most progressive and stringent South of the Indianapolis area.
Councilperson Grooms asked about enforcement. Director Urban explained Linda Mills
would monitor this. Councilperson Zastawny asked if infrastmcture expenses have been
addressed. Director Urban does not feel this can be addressed in this Ordinance. It
should be dealt with in a specific Ordinance regarding fire protection, hydrants, roads,
traffic Clow, schools, etc. A pre-application conference may be considered.
Councilperson Samuel wants Jeffersonville to be on the cutting or front edge.
Councilperson Grooms strongly supports the work, saying, "Keep it going".
Councilperson Wilson feels the movement is in the right direction Councilperson
Sellers feels the same as the others. Councilperson Fetz feels this is a step in the right
direction. Great job. Councilperson Smith said berm regulations are a must. The water
supply issue is a concern. Council President Zastawny thanked Director Urban for his
hard work and leadership. He also appreciates the hard work of the Plan Commission.

Plan Commission Member Pat Thompson is concerned with the history of conditions
promised, with no follow [hru. Plan Commission Member Ted Throckmorton said this is
a unique meeting complimenting Director Urban's leadership. He is proud to be a
Commission member. Member'fhrockmorton says thank you for the opportunity. Board
Member Mike McCutcheon said the City is at a pivotal point. There is a need for support
from developers bearing responsibility for streets, Sre protection and so forth. He also
says it is a privilege to serve on the Board. It is a challenge. Board Member Gus
Lessner would like to reinforce what Board Member Brown said. He Peels enforcement
is lacking. Director Urban said comments made during this meeting would not get lost.
This is a review and approval process. The EPA will be asking for enforcement of run
off. Some problems have been inherited. Board Member Austin Allen is concerned with
the cost of policing and manpower.
Council President Zastawny relates this to pride in our community. This has been a
unique meeting.
Councilperson Grooms made the motion to adjourn at 7:30 P.M., second by
Councilperson Samuel passing on a vote of 7-0.
