HomeMy WebLinkAbout04-23-2008MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA APRIL 23, 2008 In Mayor Galligan's absence Planning and Zoning Director Urban called the meeting to order at 9:30 a.m. and on call of the roll those members present were: Engineer Miller and Councilperson Wilson. Also present were: Deputy Fire Chief Lee, EMC Plant Manager Meyer, Purohase Order Clerk Smith, Asst. Police Chief Paveg Vehicle Maintenance Director Dmry, Building Commissioner Segraves, Street Commissioner Hosea, Animal Shelter Director Wilder, Attomey Wilder, Personnel Director Calabro, IT Director Hardy, Parks Director Manor, Receptionist Timberlake, Planning and Zoning Director Urban, Emergency Planner Chrisfian, Sewer Office Manager Mattingly, Redevelopment Director Robinson, Asst. Fire Chief Grant, and Deputy Clerk Mayfield. Councilperson Wilson made the motion to approve the minutes of April 16, 2008, seconded by Engineer . Miller and carried unanimously. Engineer Miller made the motion to approve the payroll, seconded by Councilperson Wilson and carried unanimously. OLD BUSINESS DERBY GALA Planning and Zoning Director Urban said the Derby Gala has been postponed. FRANKLIN COMMONS Attorney Darren Wilder said Chief of Staff Young has followed up with Duke Energy regarding the contract on the pole attachments for Franklin Commons and has clarified the terms that were in question. Attorney Wilder said he finds no problem with the contract. Engineer Miller made the motion to approve the contract with Duke Energy in the amount of $2,003.10, seconded by Councilperson Wilson and carried unanimously. • • NEW BUSINESS BLANCHEL TERRACE Pam Butsch who resides in Blanche] Terrace spoke to the Board about a tree that she fears may have been damaged due to sewer and drainage work. She is concerned about the tree dying and falling or having to be removed and the costs involved. She inquired as to whether the city would bear any responsibility if this happens. Attorney Darren Wilder said he doesn't think the city would be liable for this because the tree is on private property. Engineer Miller said he doesn't believe the tree will be affected due to the type of tree it is. Attorney Wilder said he would look into this further. Councilperson Wilson made the motion to [able this for one week to further investigate, seconded by Engineer Miller and carried unanimously. SENIOR GAMES Julie Wilson with LifeSpan Resources appeared before the Board in regard to holding the Senior Games Walk on Thursday, May 29, 2008. Engineer Miller made the mo6oa to approve the walk, seconded by Councilperson Wilson and carried unanimously. . RIGHT OF WAY REQUEST Attorney Allen Applegate appeared on behalf of Mac Constmction. He said Mac Construction is proposing to purchase approximately 28 acres of property behind Vissing's Paving off of Hamburg Pike that connects to Applegate Lane. He said there is ao true dedication of Applegate Lane from Hamburg Pike back to the property. This dedication would allow Mac Construction to have legally insurable access to and from the property. Mac Construction would do the initial upgrading and improvements to Applegate Lane. He presented a deed of dedication of easement from Walnut Ridge. Mac Construction would like to have a secondary access to the property so there is a second request for dedication. Mac Construction would like the city to do the final Layer of asphalt to Applegate Lane. Engineer Miller made the motion to approve the Dedication of Easement for use as a Public Right of Way pending approval from Mayor Ga]]igan on the finish coat of asphalt to Applegate Lane, seconded by Councilperson Wilson and carried unanimously. SIGNAGE ON ELLIOTT AVENUE Virginia Fox requested "Children at Play" signage on Elliott Avenue. After some discussion Councilperson Wilson made the motion to approve the signage after the police department checks [he location, seconded by Engineer Miller and carried unanimously. • • JULY 4ru PARADE Pat Elder and Sharon Rudd asked approval to hold the amual July 4`h parade to begin at the Over Look and end at Warder Park. They requested police and fire assistance. Engineer Miller made the motion to approve the request, seconded by Councilperson Wilson and carried unanimously. ROAD CLOSURES Engineer Miller made the motion to approve road closures for April 26, 2008 from 7 am to 3 pm for the Kentucky Derby Festival's annual marathon, seconded by Councilpexson Wilson and carried unanimously. Engineer Miller made the motion to approve a road closure for April 23, 2008 at the 400 block of Spring Street for a special event, seconded by Councilperson Wilson and carried unanimously. GATE RESCINDED-WALL STREET ALLEY Rick Lovan has spoken to [he owner about removing the gate but cannot give an exact date when it will be removed. The owner says he owns all but 2 'h feet of the alley. There will be • more discussion on this at a later date.
