City Hall 3~tl Floor Conference Room Council President Ed Zastawny called the meeting to order at 6:30 P.M, and on call of the roll those members present were: Councilpersons Ed Zastawny, Ron Grooms, Barbara Wilson, Connie Sellers, Mike Smith, Keith Fetz, and Nathan Samuel. Also present was Clerk Treasurer Office Administrative Assistant Tiffany Timberlake. Councilperson Sellers made the motion to approve the agenda as presented second by Councilperson Grooms passing on a vote of 7-0. Veterans Parkway Mr. Jorge Ian ~ Engineer with Jacobi, Toombs and Lanz, was asked to bring the Council up [o speed on the current Veteran's Parkway and Town Center Road Projects. Engineer Lanz presented maps and explained the area. There is a need to install the right turn lanes, a traffic signal, and install lighting. Pre-project cost estimates were presented and explained. Providing funding is available, it is [he intention to go oui for bids in April and stare wnstmetion mid-summer. The time estimate is four months. Potential developer costs. were discussed. Council President Zastawny reported Redevelopment is supportive of the lights, deceleration lanes, and the stoplight. Councilperson Sellers feels the developer should be responsible for part of the road. Engineer Lanz does not feel it is a condition, however the developer has asked that [he road be put in. Council President Zastawny feels this may be a "kick stare' for the project. Phasing will be considered. Engineer Lanz was thanked for his report. Budget Issues Councilperson Grooms presented and explained two packets of information pertaining [o the budget. The Council was asked if they want to address the budget deficit. Councilperson Grooms proposes to amend the 2008 budget to reflect the budget cuts. The Department Heads have been extremely helpful in suggesting cuts. Funding sources other than property taxes were reviewed. Councilperson Grooms said it was suggested each department reduce the 100 serious by 3% and the 300 series by ] 0%. Councilperson Zastawny asked about using EDIT Funds for General Pund purposes. Take-home car policies were discussed. Following all discussion, Councilperson Fetz made the motion to send letters requesting budget cuts from those departments that have not responded, second by Councilperson Sellers, passing on a vote of 7-0.
