Monday, February 25, 2008 - 6:00 P. M.

Council President Ed Zastawny called the meeting to order at 6:00 P.M., and on call of
the roll those members present were: Councilpersons Ed Zastawny, Ron Grooms,
Barbara Wilson, Connie Sellers, Mike Smith, and Nathan Samuel Councilperson Keith
Fetz was absent. Also present were Mayor Tom Galligan, Clerk Treasurer Peggy Wilder,
DepuTy Clerk Treasurer Barbara Hollis, and Mayor's Executive Assistant Dana Young.
Councilperson Sellers made [he motion to approve the agenda as presented second by
Councilperson Grooms passing on a vote of 6-0.
Narcotic Investigation Fund Presentation
Detective Dan Lawhorn presented and explained a packet of information outlining a
proposal for the operation of a Nazcotic Investigation Fund. The Southern Indiana Drug
"task Force has closed. The proposal is to have a Je[fersonville fund for investigations.
Councilperson Samuel will be presenting an Ordinance for anon/reverting fund next
week. Councilperson Samuel will be meeting with Judge Steve Fleece with a proposal
for seed money. Detective Lawborn explained drug problems cannot be fought without
paid informants. Council President Zastawny thanked Detective Lawhom and
Councilperson Samuel.
Animal Shelter
Councilperson Grooms explained the need for an additional animal control oFficer and a
new or used truck for the annexed area. The job description needs to be rewritten. The
funding of the Animal Shelter was discussed. There is a need for a new intedocal
agreement Councilperson Wilson will follow up.
Rental Management
Councilperson Sellers reported on a workshop she attended in New Orleans during the
National League of Cities Conference on a Las Angeles Rental Management Program.
Councilperson Sellers would like to bring three people from Las Angeles here to explain
the program. The travel expenses would have to be paid by the City. She world like to
invite other communities to participate and help shaze the cost. Councilperson Samuels
feels like this is another tax. Councilperson Sellers said it would be a user fee.
Councilperson Smith made the motion to have Councilperson Sellers contact the group
and make arrangements, second by Councilperson Sellers, passing on a vote of 6-0.

Elected Ofrcials Salary Ordinance
Couneilperson Samuel presented and explained the need for passage of Ordinance No.
2008-OR-8, An Ordinance Amending Ordinance 07-OR-69, An Ordinance Fixing Basic
Salaries OF Elected Officials Of The City Of Jeffersonville, Indiana For The Yeaz 2008.
He has talked with Chris Sedam of the Slate Board of Accounts on this matter. A review
of the Probation User Fund and General Fund expenses was given. Councilperson
Samuel made the motion to pass Ordinance No. 2008-OR-8 on the first reading second
by Councilperson Sellers, passing on a vote of 6-0. Councilperson Samuel has met with
Judge Pearce and he is open to paying for City Court space. He has offered to buy
benches for the first floor if he will be staying in the building. Councilperson Grooms
said Judge Pearce has offered [o pay some of the audiovisual expenses. The meeting with
Judge Pearce was very good. Mayor Galligan said it is his goal to move City Court this
year.
Other Business
Mayor Galligan reviewed the need for an additional $15,765.52 in the Police Budget for
the Assistant Chiefs salaries. He also noted the need to hire an additional dispatcher.
Police Officer Morlan presented information on in-car cameras and Lasers. Mayor
Galligan said there is a need to have each officer on the street have a camera. There will
be a New World System Software demonstration and a tour of the 911 facilities on
Tuesday, March 18, 2008 at 9:00 A.M. Mayor Galligan said he is looking at a
centralized dispatch. Mayor Galligan said an additional $20,000 is needed for the Fire
Department Assistant Chiefs.
