HomeMy WebLinkAbout01-23-2008MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA JANUARY 23, 2008 Mayor Galligan called the meeting to order at 9:30 a.m. and on cal] of the roll those members present were: Engineer Miller and CouncIlperson Wilson. Also present were: Fire Chief Harrod, Chief of Staff Young, Deputy Firc Chief Lee, EMC Plant Manager Meyer, Purchase Order Clerk Smith, Asst. Police Chief Pavey, Vehicle Maintenance Director Drury, Building Commissioner Segraves, Street Commissioner Hosea, Animal Shelter Director Wilder, Attorney Wilder, Personnel Director Calabro, IT Director Hardy, Parks Director Manor, Receptionist Timberlake, Communications Director Thomas, Safety Director Trembly, Planning and Zoning Director Urban, Emergency Planner Christian, Asst. Fire Chief Decker, Major Grimes, Clerk Treasurer Wilder, Redevelopment Director Robinson, Asst. Police Chief Marble, and Deputy Clerk May&eld. REQUEST FOR REMOVAL OF RIGHT OF WAY AT 301 E. RIVERSIDE DRIVE Engineer Miller made the motion to approve removing two trees in the right of way at 301 E. Riverside Drive, seconded by Councilperson Wilson and carried unanimously. Wayne Estopinal intends to build a new residence on the property and needs this done. FIRE STATIONS Heather Graninger said she is in the }process of doing a punch list of minor items to finish up the project. She said the utilities need to be transferred over into the city's name. Asst. Fire Chief Lee said the utilities have been notified. Ms. Graninger said there had been some thefts of installed materials and asked if a loss check from the insurance had been received. Clerk Treasurer Wilde~~ said she did not oversee this project and is not sure of the status but is more than happy to go over the available hrfonnaNon to play a role in whatever is needed to complete this project. STOP LIGHT REQUEST AT TENTH ST. AND CHILDPLACE David Blankenbeker appeared for Michael Carpenter and john Maser who have an option to purchase the Bottorff property on Tenth Street for mixed use development. The frontage would be commercial. In order for the commercial to be viable it would require a stop light. They have agreed to fund the entire cost of the stop light and acceleration and deceleration lanes as well. They also agree to line the entrance up with Child Place across the street which would be a benefit to the community for buses that go in and out picking up children. They have also agreed to extend a new road from 62 aLL the way back to Thompson Lane. The only condition Yhey have is that they are able to complete their acquisition of the property and all necessary approvals through Planning and Zoning and Drainage Boards. Planning and Zoning Director Urban voiced concern about how a light there would affect traffic flow on Tenth Street. After some discussion Engineer Miller made the motion to approve the stop light, seconded by Councilperson Wilson and carried unanimously. TRUTH TABERNACLE STREET MEETING Elder Moury of Truth Tabernacle Church asked permission to hold Saturday evening street meetings including testimony and song on sidewalks. After some discussion Bnginccr Miller made the motion to approve two trial meetings, seconded by Councilperson Wilson and carried unanimously. QUARRY BLASTS-1307 BASSWOOD COURT Linda Alleu of 1307 Basswood Court appeared before the Board in regard to the quarry blasting that she fears has caused considerable damage to the foundation and basement of her home, water problems, and soot. She said her back yard is sinking as well. She contacted the foreman at the quarry and he said he would take a meter to her borne to measure for damage from the blasting. Mayor Galligan told her she needs to have a qualified person took at her house and determine if there is pressure underground from springs causing the cracks and mold as a result of the water. He said she needs to find out if the quarry or the construction of the house is causing the problems. Mayor Galligan advised her to get a meeting set up with Mr. Hamm, the quarry plaza manager on this. HANDICAPPED PARKING AT 421 EULTON STREET Paul McDowell requested a handicapped parking sign in front of his residence. Engineer Miller made the motimr to approve movhrg a handicapped sign from across the street to the front of his residence at 421 Fulton Street, seconded by Councilperson Wilson and ea~Tied unanimously. GREENWAY DERBY GALA Charlie Martin reappeared to the Board to get permission to hold a Derby Gala on Riverside Drive by Jimmy's On the River with proceeds going to Greenway. He got approval at a previous meeting to hold a Thunder party. The Board said they have no problem with this. He would like to use the Overlook on Derby Eve. Mayor Galligan said he needs approval from the Parks Dept. for that. ATTORNEY HOURS Attorney Darren Wilder said in the Mayor's attempt to keep a handle on attorney fees and legal costs the attorneys are required once they have reached their allotted number of hours for the month to come before the Board for approval of additional hours. Attorney Wilder asked for approval of 15 additional hours for now. Attorney Wilder said he will present a time sheet each month of his hours. Engineer Miller made the motion to approve 15 additional hours for Anorney Darren Wilder, seconded by Councilperson Wilson and carried unanimously. Planning and Zoning Director Urban said the Planning and Zoning Attorney will need some extra hours as well. Mayor Galligan told him to bring the request to the next meeting. INTERSECTION STUDY Engineer Miller said he was approached by a Councilperson in regard to congestion at Holman s Lane and Charlestown Pike. He is going to look at it and see what can be done.
