I `~ MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA OCTOBER 17, 2007 Mayor Waiz called the meeting to order at 9:30 a.m. and on call of the roll those members present were: City Engineer Miller and Councilperson Perkins. 'Also present were: Fire Chief Miles, Animal Shelter Director Wilder, Planning and Zoning Director '.Hicks, Vehicle Maintenance Director Drury, Personnel Director Calabro, City Attorney Merkley, Redevelopment Director Cahill, Councilperson Wilson, Officer Grimes, and Deputy Clerk Mayfield. ,Engineer Miller made the motion to approve the payroll, seconded by Councilperson Perkins ;and carried unanimously. 'Councilperson Perkins made the motion to approve the minutes of 10-10-07 as presented, seconded by Engineer Miller and carried unanimously. ''FIRE STATION UPDATE Heather Graninger gave an update on progress at the Fire Stations and City Services 'Complex. She said she is in the process of getting quotes on a security system and ac for the 'computer room by next week. 'BRACKETS FOR BANNERS ~',Becka Christensen appeared before the Board regarding purchasing brackets for banners in Franklin Commons. She said they will cost $119.00 per set. Mayor Waiz .said she could !contact Engineer Miller about getting them installed. ',AMERICAN RED CROSS Dee Collins with the American Red Cross asked permission to park a bus outside the building for a blood drive for approximately six hours in November. Councilperson Perkins made the 'motion to approve the request, seconded by Engineer Miller and carried unanimously. '~ ~ i CLOSING HOLMAN'S LANE Tom Galligan appeared before the Board to get approval to close Holman's Lane for approximately one day to tap a 16 in. main. Councilperson Perkins made the motion to approve the closure, seconded by Engineer Miller and carried unanimously. Galligan said it ', would be closed on a day and time when there isn't as much traffic. CHANGE ALLEY TO ONE WAY '; Councilperson Grooms on behalf of Saundra Duffee asked that the alley between Chestnut St. and Market St. be made one way. After some discussion; Councilperson Perkins made the '~ motion to take this under advisement, seconded by Engineer Miller and carried unanimously. Engineer Miller, Street Commissioner Ellis, and the Police Dept. will look into this request. There being no further discussion to come before the Board, Councilperson Perkins made the motion to adjourn the meeting at 10:25 a.m., seconded by Engineer Miller and carried unanimously. '': ES . Designate the alley roadway that runs parallel to the 500 block of East Market as a one-way street. One-way would run from Watt Street east to Meigs Avenue. 2. Install "Children at Piay" signs at all entrances to alley (Watt, Chestnut, Meigs) 3. Install speed limit signs (S MPH) at all entrances to alley (Watt, Chestnut, Meigs) 4. Install appropriate one-way signs at entrances to alley at Watt and at "T" in roadway. 5. Install "no entrance, one-way" sign at Meigs Avenue at alley entrance. REASONS Safety concerns for children who live adjacent to alley and play/ride bicycles/vehicies in the alley. Cross-traffic is unable to see azound a blind corner No speed limits are posted and vehicles are not using goad judgment. FACTS This alley forms a "T" running from Watt to Meigs with a roadway midway that. is perpendicular and runs north to Chestnut Street. There is a blind corner created by a wooden fence at the `T" of the alley. ^ Children playing or riding in the alley cannot be seen by on-coming traffic. • Drivers coming from Meigs Avenue cannot see around the corner for approaching vehicles. Many drivers do not use reasonable judgment about speed in the alley. OTHER CONSIDERATIONS This should not create any problems for trash or waste pick up. City drivers already enter off of Watt Street and move to Meigs or down the "T" in the roadway to Chestnut Respectfully submitted, Saundra Duffee Attachment (Map of Area)
