Rated: _.. _ __, 2007 .r~rf~r5anvi~le City ay: / is~~ Attested. b ~' ,Clerk-Treasurer -~- Fiscal Plan for the Annexation of 1.8 acres from the Town of Clarksville into the City of Jeffersonville for the purpose of unification of the campus of Serenity House into one jurisdiction. This fiscal plan is to show the lack of impact on the City of Jeffersonville or the owners of the 1.8 acre tract by this annexation. The Indiana not for Profit corporation, Serenity Inc. owns and operates ahalf--way house for adult men with dependency issues and is a long standing service provider. The Serenity House does not receive a tax levy and provides these services by donations, grants and in kind assistance. The development of a new expanded campus incorporates a tract of land between I-65, Stansifer Avenue, the Sodrel Trucking complex, and residential areas of Jeffersonville. The municipal boundaries of Clarksville and Jeffersonville split the campus area with the largest half being within the City of Jeffersonville. Serenity Inc owns the entire tract. In an effort to simplify the issues of permitting, and first responder issues, it was the consensus of the board of directors of Serenity Inc and the planners of Clarksville and Jeffersonville that since both municipalities were providing services that confusion would be eliminated by the entire campus being located in one jurisdiction. Jeffersonville had the larger of the two halves of the campus and was providing services to the majority of the site, therefore it was designated as the appropriate venue. 1. The fiscal plan shows that Serenity Inc is a not for profit and does not pay taxes to either municipality. 2. Jeffersonville currently provides police and fire services to the larger half of the campus. 3. Jeffersonville currently provides Street and Road maintenance to the larger half of the campus. 4. There is no need for additional staffing or expense from the City of Jeffersonville since all services necessary for the additional 1.8 acre addition is currently being provided. 5. Sewer services to the site are provided by both Jeffersonville and Clarksville and no new sewers will be necessary. 6. That it is in the best interests of the owners as well as Clarksville and Jeffersonville to know which municipality is the primary responder to any emergency situation. 7. The City of Jeffersonville will incur no additional expense and will not need to fund any extension of city services. 8.
