Proiect Description: Consultation services relative to assisting the Environmental Management Corporation facilities in the implementation of an electrical arc flash safety program which will satisfy the requirements found in NFPA 70E -Standard for Electrical Safety in the Workplace (as enforced under OSHA 29cfr1910.335 and 1910.132). Peyton Technical Services proposes to conduct the required electrical hazard assessment and training elements as outlined below. Scope of Hazard Assessment/Engineering Studies ^ Conduct a comprehensive plant survey to collect electrical data. Study to be conducted to the load disconnecting means, typically a local disconnect, MCC disconnect or Panelboard circuit breaker. Single phase panels will be included, but to the panelboard main fed from a three phase breaker or fuse only. ^ Compile data & develop electrical one-line riser diagrams. as needed and update any existing one-fines provided by the customer. These drawings will be applicable to both the arc flash study and future maintenance & engineering uses. The scope of the one-lines is limited to points surveyed. PTS will provide AutoCAD drawings of any new or updated one-line riser diagrams. ^ Conduct an engineering analysis using the SKM PowerTools software to determine hazard levels, shock and flash boundaries for various points in the electrical distribution system. ^ Labels will be provided and installed plantwide on all applicable electrical components indicating shock/flash boundaries and PPE level as required by NFPA 70E. Our team will not label panels, busswork or other.:electrical components which are not accessible from the floor. A labeling list will be compiled for any device that we do not label ^ Assign Personal Protective Equipment (PPE) Requirements for Each Electrical Task based on Hazard Category results determined by the engineering study. o Return to the site to meet with key decision makers and to review the engineering study results with recommendations for remediation and system improvements which can result in the reduction of incident energy or improve overall operations. a Scope of Arc Flash Electrical Training (Qualified Level) ^ Classroom Portion (2 hours) - Identifying Electrical Hazards f~ - Common Electrical Injuries/Fatalities in Local Industries ~~ - [njury & Fatality Case Studies - OSHA's Electrical Standards -Compliance Issues EMC Jeffersonville Engineering Proposal Page 1 of 3 Revision #t -August 8, 2006 - Temporary Wiring (Flexible Cord Sets) - ..Personal Protective Equipment w/ NFPA 70E Amendments - Signs, Barricades & Attendants - Required Marking and Identification of Circuits/Panels/Disconnects - Voltage-Rated Tool Usage - NFPA 70E Requirements ' A. This proposal includes two (2) training sessions for up to fifteen (15) qualified-level employees. This training will also serve as your required annual electrical safety training. , B. All trainees will receive a detailed training manual for use during the training session and for future reference. L C. This proposal also includes one (1) awareness-level training session for non-qualified employees. (approximately 30-45 minutes). II. Dates & Locations: The project and training dates to be determined. III. Comaensation: The fee for this project will be: $9,975 IV. Terms of En~a~ement All indemnification and other terms of engagement will be negotiated, with the Environmental .Management Corporation and if possible, a Master Services Agreement will be signed. Standard Terms for Projects It is our policy that we will schedule a project commencement as soon as practical for both PTS and the client. However, the client is expected to return a signed copy of the Acceptance of the Project and at a minimum, a purchase order number. If those items are not received within ten (10) working days of the tentative project start, PTS reserves the right to postpone the project. Fayment is expected in 30 days. 1f a payment is not received in 30 days (exceptions are made for the U.S. Postal Service delays), PTS will suspend all activities on a project including engineering studies, drafting, or other off-site services. In addition, PTS will postpone any planned meetings, reviews or training which have been scheduled with or in behalf of the customer. This may cause substantial delays in the project completion as all projects are completed on a first come, first served bases. Any project which requires information or data from the client and is delayed by the customer for more than 90 days will result in the invoicing of the balance of the project purchase order amount. The client will also forfeit his place in the project queue and all remaining work will be completed- at the consultant's convenience. This offer expires on October 2, 2006. V.
