HomeMy WebLinkAbout1996-R-20RESOLUTION NO. 96-R~ A RESOLUTION DESIGNATING A CERTAIN AREA OF THE CITY OF JEFFERSONVILLE, INDIANA, AS "ECONOMIC REVITALIZATION AREAS" WHEREAS, it has been requested that a certain area within the City of Jeffersonville, Indiana, be designated as an economic revitalization area pursuant to I.C. 6-1.1-12.1 through I.C. 6-1.1- 12.1-12 and, WHEREAS, the Common Council of the City of Jeffersonville, Indiana recognizes the need to stimulate growth and to maintain a sound economy within the city of Jeffersonville, and, WHEREAS, this area is located within the corporate limits of the City of Jeffersonville in an older section of the city commonly known as "Claysburg." Said area has, for a number of years, been undesirable for normal development and occupancy because of the lack of development, cessation of growth, deterioration of improvements and substandard buildings. The specific land area for which the economic revitalization area designation is being requested currently is partially vacant and partially low income residential housing which has been unusable for normal development over the past 20-30 years as a result of the character of the land, age of the housing, location and restricted development area, along with other factors which have impaired values or prevented a normal development or use of the property, and, WHEREAS, the Common Council of the City of Jeffersonville recognizes that providing incentives to local development in under- utilized or distressed areas would be in the City's best interest, and, WHEREAS, the Common Council of the City of Jeffersonville further recognizes that it would be beneficial to designate a certain qualified area within the city as an economic revitalization area for the purpose of considering deductions against the assessed value of property for real property tax purposes, and, WHEREAS, the Common Council of the City is vested with the authority to designate certain areas of the City to be economic revitalization areas; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Jeffersonville, Indiana, that: The following area in the city of Jeffersonville, Clark County, State of Indiana be declared and designated as an economic revitalization area: That area bounded by 14th Street, Duncan Avenue, 15th Street and the existing Spring Hill Commons area as is shown on Exhibit A and the attached map. Pursuant to the provisions of Indiana law, this area is hereby designated by the Common Council of the City of Jeffersonville as an Economic Revitalization Area. BE IT FURTHER RESOLVED that this resolution and description of the affected area shall be filed with the county assessor. Court Avenue Jeffersonville, IN 47130 Re: Resolution Requesting Designation of Certain Area of Jeffersonville as an Economic Revitalization Area Dear Mayor Galligan and Members of the Common Council: It is my honor to present a resolution to you requesting the designation of a certain area of Jeffersonville as an Economic Revitalization Area. Spring Hill Commons Partnership is considering a location in the Claysburg area for the development of a medical eye care facility and other offices adjacent to where the existing Spring Hill Commons development is located. Eye Associates of Indiana, a full service ophthalmologic facility, which includes Dr. Curtis Jordan and Dr. Bradley Black, may become a tenant in the development. The proposed development location is bounded by 14th Street, Duncan Avenue, 15th Street and the existing Spring Hill Commons area and will become a part of the Spring Hill Commons development. Persons currently associated with the Spring Hill Commons Partnership include Dr. Eo Ray Knight, Dr. Art Boerner, Dr. David Benson, Dr. George Rudwell, Dr. Jim Bailen, Dr. Greg Steinbock, Dr. William Schmied and Dr. Rita Fleming. The area where the current Spring Hill Commons development is located was an economic revitalization area until 1994. The Spring Hill Commons Partnership is requesting that the location for the new facility be designated as an economic revitalization area in order to allow the development to be considered for tax abatement. Mayor Thomas R. Galligan and Members of the Common Council April 11, 1996 Page 2 The Spring Hill Commons Partnership is requesting a ten (10) year tax abatement for this new development. The facility proposed to be developed will contain approximately 16,000 square feet. Of the total square footage planned, Eye Associates of Indiana's facility will be housed in approximately 12,000 square feet and the remaining 4,000 square feet of space will be available for lease. The estimated value of the proposed development is $1,000,000. There will be 25 to 30 persons employed by this new medical facility, plus two ophthalmologists and two optometrists. Additionally, this development should create 10 to 12 employment opportunities. I will be at the meeting on Monday evening to provide additional information regarding this exciting project.
