MTNUTE$ OF MEET'ZN6 - APRIL ! l, 2006
The meeting was called to order at 12:04 by President Kevin LaGronge. The roll was
called and those present were as follows: Kevin LoGrange, Ted Throckmorton, Sue
Pi:au, AAick Hennegon, and Vicki Conlin. Absent: ,Tohn Young.
Personnel and guest present were os follows= Superintendent Rob Poll, Assistant
Superintendent Beverly Couts, Outreach Director ~Tustin Campbell,
Aquatic/Recreation Director 5ara Kraft, City Council President Barbara Wilson, City
Council Parks liaison Connie Sellers, Chi Chi Cornett, Ken 5tout with Game Time Play
Systems, Tom Lindley and .Tack Waldrip with Carnegie Library Project, Evening News
Editor Larry Thomas. Any other guests present will be recognized as they address
the board.
Minutes:
The March 2006 minutes were approved as submitted on o motion made by Sue Pfau,
seconded by Ted Throckmorton, carried. Secretary Vicki Conlin abstained due to
absence last month.
Claims:
The March 2006 claims were in each member's pocket for review. It was noted that
these claims are for period March 14 through March 28, 2006, then explained claims
before March 14 were approved at this Board's March meeting. After discussion a
motion was made by Vicki Conlin to approve said claims, seconded by Sue Pi:au, carried
unanimously.
Public Comment:
Connie Sellers addressed the board!to introduce Chi Chi C°rnett and informed that
the City recently hired Chi Chi as a consultant for the Animal Shelter. Connie asked
Chi Chi to the meeting today becadse of her interest in getting youth involved as
volunteers, as well as, possibly getfing involved with some park's programs. After
some discussion Chi Chi was introduced to and advised to get with .Tustin Campbell
and Sara Kraft for involvement with upcoming programs.
RiverStage Report:
Vicki Conlin informed that majority Of programming is scheduled and stated that the
committee has been working very well together and getting things done. Ronnie
Breedlove and .Tanny Herfel have had auditions for Smokey .Toe's and Grease and
noted that they still need adults and high school age people for Grease. Still
struggling with fundraising but hopes once the RiverStage is put in place and after
Thunder that funds will start coming in. Rob Poff informed that contracts ore in for
sound ,and lighting and is working on lease agreement with Phoenix Lighting. He
explained with costs of lighting at $92,942, sound at $82,009 and an additional
$21,000 for wireless equipment and informed that the City Council has approved
funding this lease for the next seven years. Tt is scheduled to be docked next
AAonday, April I7th in time for Thunder weekend. Cox Radio will be set up with live
broadcast on four stations. We are providing box lunches, tables and chairs for the
day in hopes of drawing attention to the RiverStoge. Rob also stated that EMC has
expressed interest in being involved and talking about doing the restrooms, dressing
rooms, and office space. The P, iverStage committee is scheduled to meet again this
Thursday, April 13th at 3pm and will continue to keep this board updated.
Old Business:
Tom Lindley addressed the board regarding the Carnegie Library Project. He stated
that their attorneys Bill Smith and Anne Pfau recommend they get concrete approval
of lease agreement for the parcel of land in front of the library that will display the
Time Line Panels. ~Tack Waldrip addressed to inform that there has been little change
since his last time meeting with this board. He did inform that the Time Line Panels
would be put in the ground approximately :~8 inches and explained this is due to
blocking the view of Post Office and new library. He assured all would be done with
AbA regulations with a ramp on one end and steps on the opposite end. He feels they
are on target for completion mid to latter ~Tuly. He also noted that they would
maintain the landscaping in the leased parcel and the Parks deportment to maintain
the grass cutting. After some discbssion a motion was made Vicki Conlin to approve
said lease agreement based on City Attorney's review and approval, seconded by Ted
Throckmorton, carried unanimously. Rob assured he understands the importance of
this and would get with the City Attorney immediately for this opprowl ~nd get back
with Tom and ~ck as soon ~s possibl~.
.New Business:
Secretary Vicki Conlin opened bids for Bob Hedge Park Playground equipment. Three
bids were received. Rob Poff expla!ined each should have costs for equipment, costs
for pip (poured in place) surfacing With installation, as well as, rubber tile surfacing
with installation.

5andy White. Equipment costs at $cj4,775. Pip surfacing $83,140 with
installation at $43,375. And tile surfacing at $74,5g0 with installation at
$~.8,978.

Equipment costs at $97,772.70. Tile surfacing at $89,604.65.
There was a lot of discussion and explanations on each bid. ROb stated that he would
like to share and get input from the Bob Hedge Park Renovation committee also. He
informed that he would get copies of each to Board members for review, input from
the renovation committee, and bring recommendations for approval at this Board's
May 08th meeting.
Nachand Fieldhouse Monthly Report:
~Tustin Campbell distributed the March 2006 report for review. He spoke on the
spring break activities and fieldtrips. He stated that he is preparing for the 6-week
Summer Playground Program and will have those details at the next meeting. He also
informed that we are going to keep ithe Fieldhouse open this summer in the evenings
and available for rentals to see how it goes.
Correspondence:
Rob informed of two letters received (Oak Park Baptist Church & Colgate Baptist
Church youth groups) requesting donations and each were given 10 one-day passes to
the Aquatic Center.
Letter was read from Chester Hicks, birector of Planning and bevelopment. This is
informing that Highland Trace, LLC has filed a petition requesting that property
described as Highland Trace Subdivision to be rezoned from a M2: Multifamily
Residential to PD-M2: Planned DevelOpment Multifamily Residential. The request is to
allow more flexibility in the development. Rob explained we are being notified because
this area has our Highland Park and he will update this board accordingly should the
request be granted.
Letter was read from Les Mark}ay, City Attorney regarding Combined Sewer
Overflow (CSO) Public Notification Program. P, ob explained again that we are
receiving this notification because, we either own or lease property adjacent to
streams that may be affected by this untreated water. He stated he does not see
any problems with this and would update this board accordingly.
Superintendent's Report:
Rob informed and discussed on the following:
1) Work to begin next Wednesday on pool leaks.
2) ];nformed that we have filed a claim on the storm damage to Highland Park
shelter. It may be totaled and he will update accordingly.

3) Taste of ~Teffersonville has committed a donation to the Bob Hedge Park
Renovation Project.
4) Maintenance crew is building bins at the barn.
5) Supplies have been ordered and the shelter at the Aquatic Center should be
completed by pool opening.
6) 5ara has been working on:preparations for pool opening. Rob passed out a
sample to change the signage at the pool to a Marquette sign. He informed
the cost is $4,000 and feels it will have great advantages for parks
advertising.
7) We have had three Eagle Scouts contact us for projects and will be helpful
at Vissing Park.
8) Wathen 5halter has new bathroom fixtures and was paid for from
Znsurance claim when shelter was damaged by a storm last year.
9) The Steamboat Egg Hunt was a great success and they were grateful for
the Parks department helFing by providing volunteers for the event.
10)The Parks bepartment website is getting a facelift. He recommend anyone
to check it out at: jeffparks.org
1:~) The dance floor for Warder Park concerts has been scheduled and should
be complete in time for fiHst conCert.
Board Znput:
Kevin LaGrange informed that the speaker for the t-ball field at Mailer's Fields is
really bad. Rob stated that he thought theY fixed that and assured he would
investigate the situation and get it Corrected.
Ted Throckmorton requested Rob tb explain purchase of Billy Goat. Rob stated it is a
big vacuum that works great outdoors and City Pride has agreed to pay ½ the cost. Zt
will be an asset for the Parks Department, as well as, the City.
Announcements:
The next schedule meeting for this iboard will be on Monday, May 08, ?006.
Adjournment:
There being no further business the meeting was adjourned at l:40pm on a motion
