Members present: Kevin LeGronge, ~Tohn Young, Ted Throckmorton. Absent: ¥ickJ Conlin, Mick Hennegan, Sue Pfau. Personnel and guests present were as follows: Superintendent Rob Poll, Assistant Superintendent Beverly Couts, Aquatic/Recreation Director Sara Kraft, Outreach Director ,Tustin Campbell, Park Liaison Connie Sellers, Mayor Rob Waiz, City Attorney Les Merkley, Kyle Wilson and ~earge Morse Estopinal Graup, Tom Lindley and Bill Smith, Board of Directors of the Carnegie Library Foundation, ,Tack Waldrip Project Manager Carnegie Library Foundation, Larry Thomas Evening News, Barbara Wilson City Council President, Ronnie Breedlove. Any other guests present will be recognized as they address the Bo(md. Minutes: Tabled to the next Parks BooJ~I Meeting. Unable to apprave minutes due to lack of quorum. Claims: Tabled to the next Parks Board Meeting. Unable to approve claims due to lack of quorum. Public Comment: Tom Lindley and Bill Smith, representatives for the Carnegie Library Foundation, addressed the Board regarding the Timeline of Liberty in Warder Park. This wall consists of three panels. Each is 20 feet long, 7 feet tall and weighs approximately 4,400 lbs. each. The cost of the wall is approximately $750,000. Construction will start around the 1~ of March, weather permitting. The completion of the project is expected in September. iZn order to insure their complete responsibility and liability for the wall, the Foundation is requesting that the Board of Parks & Recreation enter into a 99-year lease. After general discussion, the Parks Board agreed to discuss and review such an agreement. RiverStage Report: Beverly Knight was unable to be at the meeting due to a previously scheduled doctor's appointment. Per Beverly's request, Rob handed each member of the Board a typed letter from Beverly outlining her current responsibilities and her wishes for a successful 2006 season. Rob and Kevin thanked Ronnie Breedlove for all his hard work last year and look forward to working with him again this year. Ronnie said they are offering two large productions this season, 'Smokey ,Toe's Cnf~~ and the season ending "Grease". Around the second week of `Tune a production, in conjunction with `Toff lest, will take stage outlining the history of `Teffersonville from the year 1906 to 2006. Tom Lindley, along with Carnegie Library Trust, will I~rticipote. Rob said as soon as we can arrange to get the boat to Marine Builders, contractors will be begin work on such projects as the electrical needs, lighting and restrooms. Old Business: Kyle Wilson, with the Estopinal Group, gave an update on the Ken Ellis Center. With input from various groups and individuals such as Rob Poff and the AARP, a facility has been designed to meet everyone's needs. The facility should start construction in ,Tune with 4-5 months of construction time. A completion dote of late September/early October is anticipated. A blueprint of the center was shown to the Board. The center will have 6,000 sq. ft. One-half will be a multi-purpose room that can seat comfortably, the other half will contain offices, public restrooms, kitchenette, exercise room, arts and crafts room, sitting room. A locked door blocks the office area from the multi-purpose room when it's rented to the public. Twenty parking spaces will be added. New Business: Tabled to the next Parks Board Meeting. Unable to vote on New Business due to lack of quorum. N-_¢hand Fieldhouse Monthly Report: Tabled to the next Parks Board Meeting. Correspondence: Rob gave a brief reading of the following requests from: Thomas ,Tefferson Elementary - donation to their Spring Fast March l0th, Maple Elementary - donation to their Spring Fling March 4th. A letter addressed to Kevin LaGronge was received at the Main Office expressing disappointment Jn the d-YBL Program. A response was mailed explaining the ~Teff Parks Deportment does not facilitate that program and offered a list of uTyBL's Board of Directors. A letter from the Bridge Project wes received notifying ,Taft Porks that they are conducting a survey on Colston Park. Tt is possible that we mm/lose up to 100 feet at the basketball courts and the area closest to the swing sets. The softball field will not be affected. Rob is hopeful they will compensate us so that we mm/make improvements to the I~rk. ~uporintendent's Reporf: Rob Poff discussed and informed on the following: 1. Old Ken Ellis Property. The decision needs to be made to sell it, or give it to another entity. We need to come up with a solution on what to do with it. Mm/or Waiz said he is talking to Phil Bates at Housing on possibly using the land to have 2 or 3 single family homes built. ~ohn Young suggested the Board would like to meet with Phil Bates and the Housing Authority to coordinate ideas. 2. Tragedy at i~chand Fieldhouse. A gentlemen passed awm/at the Fieldhoase while plm/ing basketball Sundm/, February ~2th, in the men's §0+ basketball league. 3. Poppy Park Public Meeting will be held Wednesdm/, February 22, ?006 at 6:00pm in the Social Room. 4. Water leak at the ~Teff Aquatic Center. The pool has continued to lose water. Constantly having to put water beck in. The leak appears to be structural and in the expansion joints which has been determined by process of elimination. The cost to fix the problem has been estimated at $43,000.00. The weather needs to be at least §§ degrees or warmer before proceeding with repairs.
