M];NUTE5 OF MEET~N~ - DECEMBER 12, 2005
The meeting was c~lled to order at 12:10 pm by President Kevin LaGn~nge.
Members present: Kevin LaGrange, Vicki Conlin, Mick Hennegan, ,Tohn Young,
Ted Throckmorton, Sue Pfau.
Personnel and guests present were as follows: Superintendent Rob Poll,
Assistant Superintendent Beverly Couts, Aquatic/Recreation Director 5ara
Kraft, Outreach Director ,Tustin Campbell, Park Liaison Borbnn~ Wilson. Any
other guests present will be recognized as they address the Board.
Minutes:
The November 2005 minutes were approved after discussion on a motion
made by ~Tohn Young, seconded by Ted Throckmorton, carried unanimously.
Public comment:
None
Old Business:
Ted Th~ockmo~ton requested that the Board discuss and vote on the naming
of the three football fields. Ted has spoken to Gain/Fridley and says he is
happy with the three suggested choices. 5ua Pfau asked what written
criteria, if any, was in place for naming city parks/facilities. Mick Hennegan
asked if the CCYFL had to give the final approval. Rob Poff stated there
isn't any formal written criteria and the Board of Parks and Recreation has
the authority to name the fields. ,Tohn Young indicated that he felt
additional discussion was needed and felt the (;lark County Youth Football
League Board and the Parks Board need to meet and collectively make the
decision. After further discussion, a motion was made by Ted Throckmorton
to name the three youth football fields after Tom Galligan, Dale Orem and
Bob Grant. The motion was seconded by Mick Hennegan. The fields were
voted on individually rather than collectively. The Tom Galligan Field passed
5-1, with Kevin LaGrange opposing, the Dale Orem Field passed 4-2, with
,Tohn Young and Kevin LaGrange opposing, the Bob Grant Field passed
5-1, with ~ohn Young opposing.
New Business:
Rob Poff presented the Parks Board with four sample slogans that were
developed as a public awareness campaign/marketing device to represent the
Parks Department. The Parks Department staff had voted on the tag line
"Fun All Around You" as their favorite choice. Sue Pfau suggested dropping
the word "You" in the slogan and shorten to "Fun All Around". This slogan
will appear on all Parks publications, brochures, street banners, t-shirts, etc.
A motion was made by Vicki Conlin to accept the slogan "Fun All Around",
seconded by Sue Pfau, carried unanimously.
Kevin LaGrange, Vicki Conlin and Rob Poff formed a committee in November
to discuss improvements to Poppy Park. The Parks Department held back
$30,000 to go toward new playground equipment. Rob will provide the Board
with a prioritized "needs list" of other projects A neighborhood survey,
similar to the one distributed to the Highland Park residences, will also be
created. Their feedback will help determine their wants and needs. An
approximate cost estimate is $30,000-$3{5,000. Ted Throckmorton asked
what can be done to eliminate the vandalism that will surely occur at the
park once the new equipment is purchased. ~Tohn Young asked if it was wise
to put a large sum of money into a park that is close to an area (Skateboard
Park and ,Taft Aquatic Center) that gets a lot of vandalism. Rob said the
extra cameras at the Aquatic Center may help deter some vandals, and the
Parks Department just needs to be vigilant in keeping a watchful eye on the
property. A motion was made by Vicki Conlin to vote for the renovation of
Poppy Park up to a maximum expenditure of $30,000. ,Tohn Young seconded,
unanimously passed.
Nachand Fieldhouse Report:
The claims for November 2005 were distributed for review. ~Tustin
Campbell reported that the K-:~-2 Basketball Program is going well as well as
two new treadmills have been purchased for the Fieldhouse.
5ara Kraft said the December 11th "Tea with Mrs. Claus" went well. A total
of 20 people, :~2 kids and 8 adults were in attendance. 5ara thanked Vicki
Conlin for being Mrs. Claus and Bud Apple for being Santa Claus.
Claims:
The claims for November 2005 were distributed for review and approval.
After discussion, a motion was made by .Tohn Young to approve claims as
distributed, seconded by Vicki Conlin, unanimously approved.
Correspondence:
Rob read a thank you note from 5andy and Larry Knott. The Knotts
expressed their heartfelt appreciation to the Parks Board for naming the
playground at Bob Hedge Pork after their late granddaughter, Lydia Ricci.
Rob also read a note from ,Till 5chimpff remarking how beautiful Warder
Park's Christmas decorations look this year and thank you for all our hard
work.
~uperintendent's Report:
He discussed and informed on the following:
1. As mentioned in the bi-monthly report, leak detection continues at the
Aquatic Center. Evidence points the leak to two possible areas: drain
boxes or expansion joints. Weather is a factor at this point, so we
will proceed when passible.
2. Koetter Construction has agreed to be project manager's for the Bob
Hedge renovation project..
3. Ordered park benches end sign for Vogt Park.
4. Light Up bowntown was a success. Thanks to all staff for their work
to make this event happen.
5. Pictures of gang graffiti at Highland Pork were shown to Board
members. Rob spoke to ,Toff Police and they are going to increase
patrols.
6. 5tarring at the Holidays, the C~rnegie Library project construction
crew will need to dig in Warder Park to fix sewage line.
7. Three new security cameras have been installed at the Aquatic Center
to help with graffiti and other problems.
8. Tea with Mrs. Claus went well.
9. Meeting this week with ~Tacobi, Toombo and Lenz regarding Bob Hedge
and bully's boat dock situations.
lO. Purchased two treadmills for the Fieldhouse. One to replace broken
treadmill, the other to replace step machine.
11. A city credit card has been approved for the Jeff Parks Department
at the December §th City Council meeting.
12. Thanks to staff and the Board for making 200§ a good, productive,
and successful year. Happy Holidays to all!
Baaed Tnput:
John Young expressed it was a pleasure to work with the Board and the
Parks Staff in 200§.
5ua Pfau concurred with John and remarked that she has enjoyed being on
the Board and working with everyone involved in the Parks Department.
Ted Throckmorton thanked staff for bi-monthly report. He finds it
informative and appreciates the effort. He also wanted to let everyone
know that the ,Teffersonville Library will be open to the general public on
May 1~.
Mick Hennegan complimented Rob and staff on a successful 'Christmas
Downtown".
The Board inquired about voluntarily donating their annual salary to various
Parks projects. Rob informed the Board that the checks will be mailed to
their homes within the next week and any donations can be made by
endorsing the check over to the Parks Dep~rtment.
AllllOUllCement:
The staff Christmas party will be held Friday, December ~[6th at Noon.
Everyone on the Board is welcome to attend.

There being no further business, the meeting was adjourned at 1:4§ pm on a
