MZNUTE$ OF MEET-J:NG- MARCH 14, ~00§
PreSident Kevin LO.range called the meeting t° order at 12:03pm. The rOll wo$ called
and with all members present they were as follows: AAick Hennegan, Ted Thr'ockmorton,
O'ohn Young, Sue Pfau, I(evin I..~a6~nge and Vicki Conlin.
Personnel and guest present were es follows: Assistant Superintendent Beverly Cout$,
Director of Outreach Services Tyrone Wilson, City Attorney Les Merkle¥, City Council
members Barbara Wilson and Keith Fetz, Evening News City Editor Larry Thomas, Cory
Norman, and Sam Vogt. Any other guests present will be recognized as they address
the board.
Minutes:
The February :2005 minutes were approved as submitted' on a motion ma,de by ,Tohn
Young, seconded by Ted Throckmorton, carried unanimously.

New Business:
Cory Norman addressed the bOard regarding ~ Spring Break BaSketball camp at the
Nachand Fieldhouse on Monday March :21 through Thursday March ~4, :2005 from
9:00am to l~-:OOpm. He reminded this is thrOUgh the Indiana Focus Foundation (I.F.F.) ~
mentoring program for children in the community. He stated this would be with the
some agreements we hod with the Christmas Bre~k camp. It will again be a collaborate
effort with the Parks Department and I.F.F. will Po}, $360.00 for use of the gym.
Tyrone Wilson, Outreach Services.Director spoke up to inform that he belie, vas this is a
plus for both parties and most importantly puts activity in the gym at a time that
generally would be very Iow attendance.
City Councilman Keith Fetz addressed the board regarding improvements to $. Harlan
Vogt Park (P~rk Place Islands). He spoke ~nd explained with this park in his district he
really feels it is under utilized green space ~nd has worked with interns ~t the Estopinal
Group to draw up plans (pro bono) for improvements. Each board member had copy of
said plans for review. Keith informed this pro~ect costs ore approximately c~t Iow end of
$295,000 ~nd high end of $328,000 ~nd ~dded those figures can be reduced by some of
the wo~'k being done "in-house''.

He then went into detail' of this prOPosal that includes lighting, perking, benches, picnic
tables, walking track and a dog park, as well as, a monument of sorts in dedic,ation to the
first Parks department Superintendent $. Harlan Vogt that the Vogt family will fund.
There w~s a lot of discussion regarding insurance, the neighboring homes, AbA issues,
possible removal of trees, and funding. Keith answered the insurance would be cove~ed
as any other properties with a "at-risk" $ignage posted regarding the dog park and
added that certain aggressive breeds of dogs would not be allowed, he plans to do a
moiling to homes in o 1-mile radius plus offer o public forum for input, ADA issues would
be consider'ed and inco~po~'ated ~$ ~'equi~ed, this p~'ticul~ p~oposal would ~'emove 3
trees that he is told are dead anyway, and informed that in discussions with Rick
Ashab~nne~, Chief of Police ~nd p~eviously with the canine unit h~s some contacts ~t
Purina and feels it's worth pursuing scholarships from them towards o dog park, os well
as, still finding some corporate sponsorships for the project over all. Afte~ more
discussion the board was accepting to the improvements but unsure about the dog pork
in this proposal ~nd suggested that Keith check out some of the other larger parks,
follow through with the mailings to neighbors of Vogt Park and a public forum and keep
this board info,'med. The board concluded by th~nking Keith fo~' his time tod~y ~nd on
this project and wi. Il look forward to hearing back from him.
Board member Mick Hennegon addressed the board to table discussion on the parking
lot ~at I',lachand Fieldhouse. He info~med that he h~$ not ~eceived info~'rn~tion f~om
Blonkenboke~ ~s expected and will h~ve it at the April meeting.
The 2004 Annual Reports were distributed for review. Each member requested more
time to review the report. With little discussion this motte~ was tabled for discussion
and appr'oval next month.
Nachand Fieldhouse .Mon~h!y~ Report:
The February 2005 report was distributed for review. Board members complimented
the ~'epo~'t fo~ being thorough ~nd self-expl~nator'y.
Claims:
The February 2005 claims were distributed for review. After some discus.,~ion ~ motion
was made by ,Tohn Young to approve the February ~00§ claims as submitted, seconded
by Sue Pfau, carried unanimously.
Correspondence:
Three letters requesting donations were reod and noted thor each were given 10 one-
day passes ,o ,he Aqu~*ic Cen*e~. They were as follows: Thomas ~effe~son
Elementary, Mople Elementary, ~nd B~by Hoven bioper Shop.
Lette~ was ~ead from jay Ellis, Executive birector of ~Teffer$onville Main 5treat
informing the 2005 dates fo~ the Farmer's Market in P~ese~vation Park. They will begin
on Satur'day, ,lune 04*h and ~'un through mid-to-late Octobe~ (weather' pe~'mitting). He
info,mad they will continue to be weekly through those dates on Tuesdays f~om 3-6pm
and Saturdays from 9'30am-12:30pm. He concluded by stating that the Parks
bepartment has done a gre~t ~ob of keeping this park clean and cutting the grass on a
regulor schedule throughout this onnuol event.
Supe~intendent's Report: ~
Assistant Superintendent Beverly touts discussed the following:
:t. Youth Football has formulated ~ design for the concession building. 'Beverly
informed that we have blueprints of ~ rough draft copy fo~ ~eview. The Youth
Football board is going to pick it apart then come to the Pa~ks Boc~d meeting
with a final draft fo~ approval. The~e was some discussion at this time by Park
Board members ~ege~ding their disappointment that Youth Football hasn't
been back with updates on thei~ fund-~aising o~ how they. will complete this
p~Oject or that it can o~~ wilI be completed in time fo~ their season this fall.
Beverly stated she understands f~om Rob Poff that Youth Football
representatives are suppose to be at this Board's April meeting.
2. She informed ~ ba~ge entertainment committee has been meeting for events
this summer. Such events discussed a~e theatrical performance of ~Toseph,
conce~ts, Petty 5immonds I~ance and exercise classes. They should have ~
complete schedule of events by this Board's April meeting. Park Board
members asked who is on this committee. She info,mad Beverly Knight, Youth
Commission Director, is heading it, Tyrone Wilson Out~each Services I~i~ector
sits on the committee fo~ input and some othe~ community people es Patty
5immonds, ~Tenny He,fei, ~nd Bob Taylor.
3. Beverly informed that Rob has submitted a grant request to Crusade fo~
Children for Bob Hedge Pa~k and have a p~esentation appointmer~t scheduled
for next week.
4. ,She info~med that work would start next week at Ewing Lane Par'k to remove
the old concrete concession area in p~epa~ation fo~ dedicating the: park to Ms.
Lottie Oglesby the latter part of April.
§. She informed the pizeometers have been installed at the Aquatic Center to
~ g%her ground wate~ data to give uS more information. Also noted that we
have spoke to our insurance company about possible coverage should the
p~oblems be in the pipe structures.

6. Beverly informed that Rob has interviews scheduled next week for the
AqUatic birect°r p°Siti°n ~nd shOUld h~Ve someone hired by the end of the
month.
7. Beverly informed that ROb Poff wants to start an "Employee of thc Quarter"
for parks employees. She explained his idea is for employees to make
nominations and would like the Park Board involvement of reviewing the
nominations and naming an employee. We hope to get a plaque of sorts to be
displayed at the Main Office lobby with a picture of the employee for the
quarter.
Board Input:
5ua Pfau stated her appreciation for the new binders given to the Board Members to
keep their' monthly ~nd miscellaneous info,'marion.
~Tohn Young inquired about the new Ken Ellis Building. Beverly Cout$ stetted we
waiting fo~ g~ant approval to p~oceed. Les Me~kley, City Attorney added tibet the City
has received some positive feedbaCk f~om Indianapolis on funding.
Ted Throckmorton stated he feels that he is not completely informed with these
-monthly meetings ~nd suggests a bi-monthly memo of sorts sent to each bo¢~rd member.
There wes some discussion and all members were in agreement that a memo between
meetings would be infor'm~tive ~nd keep them updated ~nd r'ecommended that it could
be emailed to everyone that has that capability. Beverly Couts stated for each member
to give their- email ~dd~e$$e$ to the M~in Office ~nd ~nyone that does not have email we
will m~il them this bi-monthly info~mation.
Armouncements:
Bob's Annual Easte~ Egg Hunt is scheduled at Bob Hedge Po~k on Saturday, April [cjth ~
2:00pm. Rein date will be Sunday the 20th.
A variety of activities will be going on at the Klechand Fieldhouse Spring Break Week on
/~a~ch 21- 24 in con,~unction with Beverly Knight and the Youth Commission.
