MZNUTE$ OF MEETZNG - APR.TL 12, 2004 'Vice President Twymen Patterson called the meeting tO order at 1Z:0OpmJ '.The ~11 'was and those in attendance were as follows: Twymon Patterson, Vicki Conlin, Ted Throckmorton, SUe Pfou, and Kevin I~&ronge. Absent: ,Tohn Young. Personnel and guest present were as follow~.. Superintendent Rob. Poll, 6s~istent Superintendent Beverly Couts, Athletic Director ,Timmy Cerdwell, FieldhouSe Restoration Representative Rich Hughes, and City Council member i~rbaro Wilson.. Any athee .guests present will be recognized as they address theboard. Minored: The March 2004 minutes~were approved as submitted on a motion mode by Vicki Conlin, seconded by Kevin La&range, carried unanimously. Old Business: Superintendent Rob Poff addressed the board regarding the Youth Commission/Recreation Director Position update. He Stated that no prug~ession is necessary; this matter is 'off the table. He informed that Beverly Knight is no longer an employee of the Parks. Deportment though her office is still at the Nechand Fieldhouse and the Parks Deportment will work with her and continue to help with the Youth Commission events when needed. He has other plans for the Recreation Director position that he will discuss more in his Superintendent's report. Rob addressed the board regarding the 2004 ,Toff Aquat!c Center fees. He noted coPY of proposed season pass fees in each member's packet for review. He stated the daily' admission . fees would remain the same as last year at $4.00 for Seffersonville residents end $5.00 far non:residents. He noted one requested change in the season passes; he reminded Jn the first two years .of operation a family of 4 or more was chzu~jed $160.00 for residents end.S200.00 for nonzreSident; he is requesting to change this to a ~educed charge for esch 'fam h/member after 4' Of $10.00 for residents and $1§.00 for non-residants. He added that ·Pool rentals would remain the same at $300.00 for 2 hours and St00.00 for each additional' hour. · After some discussion a motion was mode by Sue Pfau to approve' said fees end requested :changas, seconded by Vicki ¢onlin, carried unanimously. · Rob addressed fha board regarding fees for Shannon Memorial Park. Again he noted copy Of · proposed fees in each member's packet for review. Rob went thrOugh requested fees as follows: Daytime usage for games or practices at $3§.00 per 2.§ hours With a maximum of 5 hours, evening usage with lights at $50.00 per 2.5 hours, Three or more games will be considered a tourney at $100.00 per dm/which is same as ¢olston Softball field usage for tourneys. Rob clarified these fees would be required for any individuals other than Little League games/practices L 2 New Business: (continued) There wes some discussion from the board regarding a minimum time limit.· 'Rob. agreed and noted minimum would be 2.§ hours. A motion was made by Vicki ¢onlin to approve s~id fees for shannon Memorial Park, seconded by Ted Throckmorton, carried unanimously~ Rob addressed the board regarding annual contract With ~Teff./&RC Little. League. 'He noted COpy of 'contract wes in each member's packet for review. He stated his appeeciOti0n.t0 City Attorney Les Merkley for his time and help writing s~id contract. Rob informed that there has never been any type of contracts with Little League in past years. He checked With other municipalities around us and has found they all have annual contracts with their Little Leagues clarifying their responsibilities m~l terms for payment. Rob noted the. terms' shall be continuous through becember 31, 2004 with ,Teff/&R¢ Little League agreeing to pay the City $2,000.00 in two equal Jnstallmants as follows: $1,000.00 on Or before Mm/ l, 2004 a~d $:%,000.00 on or before August 1, :>004. There was some board discussion regarding lighted fields for practicing and times that the fields should' be closed with lights and PA SYstemshut' off. After discussion the board requested the following amendments:, l) Add an item "b" to ~'eff-&RCLL Responsibilities to read, "A lighted field will not be' furnished for routine practices. A special exception will be made for all-star practices." And :>) Change under Terms ' of the Agreement the times for use of premises from tZ:0Opm and Midnight to lO:00pm Sunday through Thursday nights, and Zt:00pm on Friday and Saturday nights. A motion was made by Vicki Conlin to approve said contract with noted amendments, seconded by 5ua Pfau, carried unanimously. Rob informed no report was ready tar tocke/s meeting. The March and April rePOrts will be submitted at this board's May meeting. · At this. time bOard member Ted Throckmorton read a poem restoration project. he wrote for the Fieldhouse The March :>004 claims were approved as submitted on a motion made by Ted Th~o¢~mo~i'on, seconded by Kevin La&range, curried unanimously. Letter was read from Rebecca Munoz, Director of Childcare Services for Our Mother of SorrOws in Louisville. They are requesting to bring their summer pr0g~am Childran. to the ~'eff Aquatic Center on Fridays and ix~ with a school check. Rob informed this group has utilized the pool the last two years with no problems though he feels this needs to be addressed by the new pool manager. He will hold this correspondence and pass on to the pool manager. Letter wes read from Chief Clark Miles requesting annual donation for the ;reffersonville. Fire I::)elx~tments ennu~l Crusade fo~ Chiidrer~ Rob informed they were given one SeaSOn P°°l pass 'for the ~reff Aquatic Center. "' A letter Of thanks was read from Maple Elementary School for donation to their Spring Fling and info.treed it wes a g~eat success, and all monies collected will help send the §th graders to · camp: Rob reminded last month in correspondence a letter was read fram the Southern ]:ndiane Ibeaf Club (S~:I:)C) requesting use of the Ken Ellis Building at a reduced rate for a Social gathering'in 'the months of April, August, October and becember. He stated the requested dates were the some dates that the local AARP use the building and it was discussed at that rime'to t~ and locate another facility for 'the group. ]:t come to our attention with the requested times for each group that it could work for both to use the building, AARP is done by 4:00pm and the $3:[:)C is requesting 5:00-11:00pm. He informed it actually works ·well because we seldom have any ~entals on those evenings because of AARP in the building until 4:00pm. We sent $3:13~ a lette~ informing them this could work out, that they need to come to our Main Office to complete paper work end pay the $50.00 per usage. Zf there wQuld be any complaints or concerns, contact the Main Office so we can address them. 8) Z have been interviewing for the Aquatic/Recreation I)i~ector positionL Z will complete second interviews this week and hope tO make a selection by' Frid~/~ ·April ~6th. ' c)) ]: would like to thank the Main Office staff for their dedication since the New Year. They have been working hard on making some of the changes Z have proposed. ~ackie, ~_4mdy, and Beverly hewe been doing a great job and']] am appreciutive. We will continue to make our Park Mission a reality. Secretary Vicki ¢onlin addressed again the $34,000.00 borrOwed in 2002 for the Thomas' ~efferson statue in Windier Park that bus nat been paid back to the Pa~ks Deportment. There wes some discussion with our liaison from the City Council Barbara Wilson. A motion was made by Vicki ¢onlin to send a letter to the Mayor and. President of the City Council requesting this to be reimbursed, seconded by Ted Throckmarton, and carried unanimously. Zt was also nated · n to attach copies of any supporting.documents from 2002 that generated this lea. Member Ted Throckmorton asked what the distance of the walking ~rrail at Ewing Lane Park is. Rob info,mad we would h~ve that an~-~er as soon as the paving is completed. Member Kevin LaGr~nge started his interest in pursuing a BM)( trail. Rob stated that'the back . of 'Highland Park would be the ideai place and with interest from this board 'halps him to pursue that project.
