The r011 was called and those in attendance were as follows: ,Tohn Young, 'Vicki Conlin, Kevin La&range, Ted Threckrnorton, and Sue Pfau. Absent: Twymen Patterson. Personnel and guest present were as follows: Superintendent Rob Poll, Parks Office Manoger ,Tackle Lengdon, City Council liaison Barbara Wilson, Evening News City Editor ,Ton Reiter, and Peggy [:)uffy. Any other guests present will be recognized as they address the board. Minutes: The Mm/2004 minutes were approved as submitted on a motion mede by Sue Pfau,'seconded by Vicki Conlin, carried unanimously. Public Comment: Mrs. Nellie I(nowlend spoke to request', tnz[fic police on Friday evenings at Warder Park concerts to help the elderly across the street. Rob stated he would address that at the next Board of Public Works meeting. Old Business: None Ne~ Business: Superintendent Poff addressed the b(ard regarding destruction of Ken Ellis building on Sunday, May 30, 2004 by a tornado. He spoke of the tragedy in losing the building but thankful that it wes not occupied at the' time the tornado hit and was no injuries. He stated with insurance coverage of $178,000 fbr the building and $44,000 for the contents he is confident we can rebuild a new commuqity center. He informed that he has met with Pat ,Tewell Executive Director of LifeSIxm Resources that utilized thc building as a Senior Center during the week, as well as, the Boys and &iris Club next door that are more tl~n willing to assist us in anyway they can to help through this period. He stated with this board not meeting next month it is essential to appoint a committee today that will meet with himself and Mayor Waiz to ~discuss and make decisions needed to move this. reconstruction as soon as possible. He informed that Mayor Waiz also feels it will be important to get input end 'concerns from the residents in the area. After some more discussion three Park Board Members volunteered to be involved wit~h said committee. The board members are Sue Pfnu, Kevin L~&range and Vicki Conlin. Rob stated he would be in contact with them soon regarding the first meeting. 2 Park Board member Ted Throckmorto~ stated es a member of the new ~TeffersonviiJe Beautification Committee it is his pleas,',re to introduce Peggy Duffs, Chairperson for this committee to address the board. Peggy i.nformed as a downtown business owner she was happy to accept the appointment from Mayor Waiz to hoad this committee. She spoke briefly about their progress and stated their motto is:;.']~f you see it pick it up." She stated as a whole this project will depend on volunteers and hopes to get businesses involved by sponsoring areas like the islands along Court Avenu~ There was a lot of discussion on ways that the P~rks Del~rtment could help in this endeevor. SUperintendent ROb Poff included that the Mayor has asked e~ch city deportment to help by donating $1,000 annually lairds this project. The bo~rd appreciated Ms. Duff~/s time with them today, as well as, her time and energies for this project that c~n only enhance our community. Rob addressed the boerd regarding an 'appointment to the Pkinning and Zoning board. He informed that Park Board member Twym~n Patterson is a school Bbard appointee and'that his term on that board expires ,Tuly O1, 2004 which means he will not be on this Park Board effective that same date. Rob stated I~is disappointment that Mr. Patterson could not be in attendance today considering it would Jhave been his last Park Board meeting though he understands that he had a family emergency. He informed that the School Board would assign a new .appointee to this board that should be at our August meeting. Rob then explained that Mr. Patterson was also appointment from: this Park Board to the Planning and Zoning board and that they need to meke a new appointment to that board, Member Ted Throckmorton mode a motion to appoint Vicki Conlin to the Pla.nning and Zoning Bo~rd, seconded by Kevin LaGrange, carried unanimously. :. Rob addressed the boerd regurding the 2005 budget. He stated that the 2005 budget figures were due to Mayor Waiz ~ week. He spoke of increases he mode in the budget and his concern of funding for the barge. He stated that the Mayor assured him there were funds Secured by the City Council for labor and n~terials' for th~ harge. He added that he has had maintenence staff working on the barge that is currently docked at Marine's Builders in Utica on direction of Mm/or Waiz. l~ob informed plans for getting the barge up to code according to building commissioner and Marine insPector recommendations, plus ~nnual upkeep, needed improvements, towing and storage could be Jn estimated figures of $75,000 to $100,000. There was a lot of questions and discuSSion from Park Board members. President ~Tohn Young volunteered to get with Mm/or Waiz before this board's next meeting regarding their concerns . over the berge and would report back at their August meeting. Rob also requested any Board Members interested in attending any of the 2005 budget sessions would be greatly appreciated and would inform them soon as he has dates and times. Nach,m~ Fieldhouse Mem'hh/Report: . Rob informed with the resiguation of ~retchen ~Teckson as Office Manager of the Nachend Fieldhouse we still do not have the April 'and May reports for review. No, hand Fieldhouse A&onthly RelXet (continued) He noted that the gy~ is currently clas~d to the public during the summer months though we will run our Summer Playground Program there beginning ,Tune 14th through ~Tuly 23~. He assured the board he would have the final operating mont~ report at this bo~rd's August meeting. Cleims: · The May 2004 c aims were in each member's packet for review. After some discussion motion was made by Ted Thr°Ckmarton tb approve the 2004 claims as submitted, seconded by Vicki Conlin, c~rried unanimously. Correspondence: A thank you was re~d fram Beclm Christensan for use of Wathen bathrooms, tables, ch~irs, · and assistance to ~Teff Main Street with:, the 2004 ~arden Tour. She also informed that they r~ised nearly $2,000 that will go towards the Downtown BeautifiCation project. A thank you was read from Tom McCullum, Pastor for River ;:ails Assembly of God Church for use of Leasden Park for their recent tent revival. They stated they were 'truly surprised at how willing the Superintendent and entire office were to help". Letter was read from ,Toe Estas requesting $250.00 (1/2 cost of t-shirts) for his 'Off the Streets" basketball camp at the Boys a~d Girls Club. Rob informed this has been an onnu~l request for the past few yeers end he supports ,Toe and his endeavors for the children in the Claysburg area. A motion to approve said request was made by Ted Throckmorton, seCOnded by Sue Pfau, carried unanimously. Letter was read from Shaunno Bobbit RLN., Asst. Director of Nursing for Sellersburg Health and Rahab Centre. They are requesting a donation for their annual Alzheimer's Association · Memory Walk September 11th on the Waterfront in Louisville. After some discussion that the : request is from a Centre in Sellersburg with an event in Louisville there no motion made to : move. Letter wes read from `Tohn Raynor, MSSW with Family Matters 3:nc. in New Albany, rndiana~ ~They are requesting a donation of 12 season passes to the ,Teffersenville Aqt~tic Center. Rob informed that he talked to this group and explained that 12 season passes would not be .approved and offered them the resident rate for season passes and they COn get an additional 10% off that through May 28th. Letter was read from Tonya Nolan of P~o Cheer & Dance Extreme. They are requesting use of the N~chand Fieldhouse this summer on~ Monday through Thursday and Sundays from 6 -9 pm. They state their current budget is $1,000.00 a month. Rob stated calculating the normal rental fee of $60 per hour for an average 4-week month would be $3,600.00. After some discussion from the beard there wes no ,motion to move forward. 4 ~uper~ntenclent's Retort: Rob addressed several issues as follows: :D The summer outdoor movie sari .es starts this Friday, ~Tune 18th at the Terrace Lawn. The movie will begin around 9:30pm. 2) The Fieldhouse restaratio~ oPen house was this past weekend. We I~d hoped to Have more people in to visit i and wished the Park Board members could have attended. ,Teckie.and Al Langd6n and Mike Reynolds worked really hard to make the event a ~ucce~. Mike did a gre~. t job on the plaque that displays the donors. 3) The'barge pro~ect is underway ~ some of our maintenance crew has done a good ,Tob getting the woodwork done.(such as deck and flooring). 4) The youth footbaJl project is m6ving along almost on schedule~ Our hopes are to Possibly sow seed in ,Tub/. 5) The Aquatic ~enter is moving along nicely. The COmmunity is adjusting to some of The new changes. We had some~ unexpected ~art up cost but we were able to get The job done in time to oper~ 6) The Summer Playground program started today at the Nachand Fieldhouse. This is A six-week program for childreh in first to sixth grades. Z will update more on this Program when it concludes. 7) The Farmers Market has begun at Preservation Park He highly sugge~s all to take Advantage of this. 8); am very proud of our Park Staff. They have worked very hard for this community And ]~ think it is important for this board to know. He concluded by stating his appreciation'to Twyman Patterson for his years on the Park Board and 'wishes him much luck in his future.' He also wished good luck to ~ohn Reite~ with the Evening News who is moving out of the area.
