RULES, REGULATIONS AND BENEFITS FOR
THE GOVERNMENT OF THE BUREAUS OF FIRE
AND FIRE PREVENTION OF THE
CITY OF JEFFERSONVILLE, INDIANA
Adopted by the Mayor and the Board of Public Works and Safety
of the City of jeffersonville, Indiana this 18th. day of
September 1989.
By virtue of the authority vested in me as Mayor and President of the
Board of Public Works and Safety, I hereby prescribe the following Rules
and Regulations for the Government of the Bureaus of Fire and Fire
Prevention of the City of jeffersonville, Indiana. All rules, regulations
or orders issued or promulgated heretofore in any manner conflicting with
the rules herei~ contained, are hereby revoked, repealed, and rendered
inoperative and of no force or effect.
To enable Board of Public Works and Safety and Boa'rd of Trustees of
Firemen Pension Fund to exercise sound discretion in filling positions
within the Fire Department, no appointment to the classification of Fire
Fighter shall be deemed final and permanent until after the expiration of
a period of one year probationary period. During the probationary period
of any such employee, the Board of Public Works and Safety may terminate
the employment of such employee. Nothing contained herein shall be used
to deny any employee of any rights or any benefits to which he may be
entitled under the pension provisions of the City of jeffersonville and
the State of Indiana covering employee of the Fire Department.

FOREWORD
These Rules and Regulations and Benefits are not expected to,
nor can they provide for every question and problem which may
arise in a department established for emergency service. Much
must be left to the conscientious discharge of duty, loyalty
and integrity of department members as well as to their intell-
igence and discretion. According to the degree in which individ-
ual members show themselves to be in possession of these quali-
ties and to their zeal, activity and judgement, will be their
claim to future promotion.
In matters of general conduct not within the scope of depart-
ment rules, members should be true to the best instincts of law-
abiding, self respecting cltlzen , always regardful and jealous
of the good name of the service which they are connected, and in
the upholding of the reputation of which'each should feel himself
an important part.
Rules and Regulations cannot be made in advance that will cover
every case, and from time to time general and specific orders
necessary to govern the same will be issued.
The members of the Fire Department are to familiarize themselves
with these Rules & Regulations so that they may be efficient in
carrying out their duties, to the best of their ability, as a
firefig~ter. They are not designed nor intended to limit any
member in the exercise of his judgement or initiative in taking
the action a reasonable person would take in extra ordinary
situations.

of the United States and of the State of Indiana and that you
will honestly, faithfully and impartially discharge the duties
of your trust as Fire Fighter in and for the City of Jefferson-
ville, Indiana according to law and to be best of your knowledge
and ability, so help you God."

DEFINITIONS
~-~ZINISTRATIVE OFFICE: office of the Chief of Department
ADMINISTRATIVE STAFF: The chief officers of the Fire Department
APPARATUS: Any Fire Department vehicle
CHIEF OF DEPARTMENT: The administrative head of the Fire Department
hereinafter referred to as "Chief"
COMPANY: A crew of members under the command of a Company Commander
assigned to a station with apparatus.
COMMITTEE: In all matters wherein the term committee is used, it shall
mean the following: No more than four (4) members of the Fire
Department elected by the member of Local $ 558 of the fire-
fighters Union, and/or, or either or, no more than four (4)
members of the Fire Department selected or elected by those
members not belonging to the Union.
EMERGENCY VEHICLE: Any vehicle owned and operated by the Fire Department.
DISTRICT: The area in which a Company is normally assigned.
FIRE FIGHTING APPAP~ATUS:
Apparatus equipped with pump,
ladders,
elevating
apparatus and/or fire fighting tools.
GENERAL ORDER: An order issued by the Chief to amend or supplement the

Rules and Regulation of the Department.
GRIEVANCE: Procedure to be followed in handling grievances of Fire
Department personnel.
HEADQUARTERS: The office of the Chief, the administrative center of the
department.
IMMEDIATE FAMILY:Shall mean the spouse, child, grandchild, father,
mother, grandparents, brother, sister, in-laws, or
any relative living in the same household.
Special exceptions may be considered.
OFFICERS: officers of the fire department in the order of rank: Chief
of Department, Deputy Chief, Majors, Captains,
Lieutenants,Sergeants Reference to officers shall be by
title.
~LATOON: The entire fire fighting personnel on duty assigned to a
~ normal 24 hour period commencing at 0700.
PLATOON COMMANDER:A Chief officer or Acting officer assigned to the
command of a platoon.
QUARTERS: Any engine house, department building, office or yard
wherein members are permanently assigned.
RULES AND REGULATIONS: The governing rules, Procedures and orders of the
department.
SHIFT: One shift shall mean a period of 24 consecutive hours commencing
at 0700.
SPECIAL DETAIL:One or more members assigned without discrimination by
the Chief or orders of the Chief to such departmental
service and hours of work as he may deem necessary not
conflicting with hours of work as designated by State
Law.
SPECIAL NOTICE:A transitory notice issued by the Chief for the guidance
and information of members of the department.
SPECIAL ORDER: An order of semi-permanent character, issued by the
chief for the administration of departmental affairs.
ARTICLE
RULES AND REGULATIONS
OF THE
JEFFERSONVILLE FIRE DEPARTMENT
1 - FIRE DEPARTFIENT
SECTION
A.
I - GOVERNMENT
The Fire Department of the City of jeffersonville, Indiana shall be
governed, in addition to and in conformity with the laws of the United
States, the State of Indiana, and the City of jeffersonville, the
Board of Public Works, and Safety, and by these Rules and Regulations·
B. These Rules and Regulations shall become effective on the date of
adoption by the Board of Public Works and safetY of the City of
jeffersonville, Indiana and shall supersede all department orders,
rules and regulations in conflict therewith.
C. The Chief of the Fire Department shall have the right at any time,
subject to the approval of the Board of Public Works and Safety, to
amend, revoke, or make special exception thereto, at his discretion.
D. All members of the Fire Department shall familiarize themselves with
these Rules and Regulations and all officers shall be responsible for
their strict enforcement.
SECTION II - ORGANIZATION
The Fire Chief may organize the Department into platoons, districts,
companies, drill schools, fire prevention bureau, apparatus care, and
any other necessary division and branches. He shall prescribe the
hours of work for all Fire Department personnel not in conflict with
existing State Laws.
1. Platoons shall consist of groups of members of the Fire
Department and shall be assigned a definite working arrangement
in order to provide adequate personnel to properly perform the
duties of the Fire Department. Each platoon may be under the
command of an Assisant Chief (Major).
Companies shall be composed of a unit of fire or emergency
apparatus and its equipment, the necessary number of officers and
men, and where more than one company occupies any fire station,
the senior officer will assume responsibility for all companies.
Each station shall be assigned by the Fire Chief a defined
territory which shall be also its building inspection territory.
Other branches may be assigned to operate throughout the entire
Fire Department.
SECTION III - ADMINISTRATION
Written reports and communications shall be addressed to the Fire
Chief and forwarded through the proper channels.
Ascending order of proper channels shall be (A) Station
Lieutenant, (B) Captains, (C) Majors, (D) Deputy Chief,(E) Chief.
3. Reports and communications shall be initialed by each officer
with his rank, and forwarded without delay to the next higher
authority.
4. Copies shall be furnished to all persons concerned with the
communications and reports.
5. Majors, Captains, and Lieutenants shall advise each other of all
matters of station and department business and policies arising
or occurring during their respective tours of duty.
B. Communications from the office of the Chief shall follow the same
channels in reverse order.
C. In emergency, verbal reports and communications may be directed to the
supervising authority concerned, followed without delay by written
reports through proper channels.
SECTION V - GRIEVANCE PROCEDURE
~i%e grievance procedure for members of the Jeffersonville Fire Department
~11 consist of three (3) steps outlined in the following procedure:
A. First, insofar as possible, all grievances shall be adjusted promptly
and by direct meeting and contact between the employee and Local
representative if requested by said employee, the employee's immediate
supervisor, and if the immediate superior so desires, the Assistant
Chief for the particular employee.
B. Secondly, if the grievance is not satisfactorily settled by completion
of the first step outlined above, then the complaint of the employee
shall be presented to the Fire Chief within five (5) days after the
initial meeting between employee and parties as provided in step one,
and the Fire Chief shall thereupon arrange a meeting with the
aggrieved employee or any representative said employee may select to
help present his case, which said meeting shall not be later than five
(5) days after the Fire Chief has received the grievance.
C. Third, and finally, if a satisfactory agreement is not reached through
completion of step two above described, then the said grievance shall
be forwarded to the Board of Public Works of the said City of
Jeffersonville, Indiana, and within fourteen (14) days after receiving
said grievance, the Board of Works will arrange for a final meeting
between the said Board, Fire Chief, the aggrieved employee, and any
representatives said employee may select to help present his case.
The final resolving of all grievances shall be filed with the Fire
Chief.
ARTICLE
II - FIRE CHIEF & DEPUTY CHIEF
SECTION I
A.
SECTION II - DUTIES AND RESPONSIBILITIES A. He shall devote his entire
time to the discharge of the duties of his office, and
supreme command at all fires he attends.
- AUTHORITY
Under the administrative jurisdiction of the Board of Public Works and
Safety, the Chief of the Fire Department shall be the Chief Executive
and administrative officer of the Fire Department and shall have the
power and authority to organize, manage and control all activities and
branches of the Fire Department, establish suitable measures to make
effective the policies, practices, procedures, and Rules and
Regulations necessary for the efficient operation of the Fire
Department.
The Fire Chief or his designated subordinate shall have authority
to temporarily fill existing vacancies in promotional positions
by assigning a member who will obtain the most efficient results.
The member so assigned shall assume the full duties and
responsibilities of the position to which he is assigned.

B. He shall be responsible for the proper management, efficiency,
assignment, discipline, and training of all members of the Fire
~-~.:; Department.
Co He shall have control over all apparatus, hose, fuel, implements,
tools, buildings and all other property of the Fire Department.
D. He shall have the authority, subject to final adjudications of the
Board of Public Works and Safety, to suspend any member of the Fire
Department for a maximum of fifteen (15) days for cause; to reconunend
additional suspension against any member for violation of Rules and
Regulations governing the operation of the Department and the conduct
of its members.
E. He shall have authority to reprimand, admonish, assign special details
to, or withhold certain privileges from any member for breach of
discipline or minor violations of the Rules and Regulations.
F. He shall have full charge of and responsibility for the prevention and
extinguishment of fire and the necessary and incidental protection of
lives and property in conneCtion therewith.
He may authorize the saving and protection of lives and property other
than at fires.

He shall be authorized to make investigations and require full and
complete reports from all members of the Department regarding Fire
Department duties.
He shall, whenever necessary, schedule meetings of the Staff officers
for transaction of Fire Department business and shall, whenever
necessary, schedule meetings of the entire personnel or any part
thereof. These meetings as far as practicable, will be held on
alternate platoons and all personnel or any part thereof shall be
present unless excused.
He shall have authority to require the response of any or all off-duty
Fire Department personnel to fires, other emergencies, or other
assignments keeping in mind that no one will be treated unfairly and
that extra assignments will not conflict with State Law hours of work.
He shall submit to the Board of Public Works and Safety an estimate of
the maintaining the Bureaus of Fire and Fire Prevention during the
next fiscal year, on or before the first day of August in each year.
Said budget shall be complete in its detail, specifying manual
strength required, sums necessary for payrolls, maintenance, new
equipment hose and other additions, etc., as well as such
recommendations as he may deem necessary for the advancement and
welfare of the Bureau, and increase the efficiency thereof from year
to year.

L. He shall require and shall receive from each officer and member of the
department strict compliance with all Rules & Regulations of the
~--~i department, and prompt, intelligent, faithful service to the City.
M. During the absence or disability of any officer or member of the
department the Chief may detail an officer or member to the
position temporarily vacant.
N. He shall exercise proper care of the lives of members under his
command.
O. He shall conduct such inspections as he may deem necessary for
the proper fulfillment of his duties to the City.
P. He shall issue from time to time such orders for the government
of members of the department as he shall consider necessary.
Q. He may condemn uniforms and equipment appurtenant to the attire
of members and shall establish the type and regulate the wearing
of the department uniform and equipment.
R. He shall perform such other duties as the Board of Public Works
and Safety may prescribe.
S. He shall see that every member is supplied with a book of "Rules
and Regulations" of the Bureau of Fire. Members shall acknowledge
its receipt by signing book for that purpose and members shall
acquaint themselves with contents of the book.
T. The Chief shall have the power and complete supervision of
assigning and transferring members for the Bureau from station to
station, or from company to company, and from one platoon to
another platoon as his best judgement may direct.
U. He shall prepare annually and submit to the Board of Public Works
and Safety and the Council a detailed report in writing of all
losses and accidents by fire that may happen within the City and
the causes thereof, all investigations, inspections made by the
Fire Prevention Bureau and results of same.
ARTICLE III - ASSISTANT CHIEFS
SECTION 1 - AUTHORITY
A. During the absence of the Fire Chief, the Deputy Chief shall
assume the duties, responsibilities and authority held by the
Fire Chief. However, in the absence of the Deputy Chief, the
Fire Chief may designate an Assistant Chief (Major) to assume
command.
SECTION II - DUTIES & RESPONSIBILITIES
A. Asst. Chiefs shall perfOrm such duties as the Chief may require.
They shall cooperate fully with one another and put into effect
uniform applications of established policy, rules, orders and the
practices and procedures of the department and shall require
subordinates to cooperate with one another in applying uniform
policy.
They shall see that applicable laws, ordinances, rules,
regulations, orders or directions issued for the government of
the department are promptly and implicitly enforced and obeyed,
and that all derelictions or transgressions that come to their
knowledge are promptly investigated and reported to the chief.
They shall keep a roster of the membership on their respective
platoons and shall maintain balance of personnel between
companies and platoons by appropriate details of subordinate.
They shall make such reports as are necessary to keep the Chief's
office and all other branches fully advised in such a manner as
to promote the greatest efficiency.
They shall keep an accurate file of all general and special
orders, forms, and notices issued to the department.
They shall keep a record of all apparatus in the department
including license and motor numbers and work resumes and
maintenance, and upon notice of a piece being out of service
shall assign relief apparatus for replacement when necessary,
notifying the Chief of such action.
They shall examine for irregularities fire and resuscitation
reports and initial them prior to going off duty and before they
are transmitted to the Chief's office. Similarly, all other
reports shall be signed or initialed as they are transmitted
through channels, incorporating recommendations and suggestions
when the nature of the subject requires.
They shall m~ke at least one inspection each day of Station and
inspect company journals, apparatus, men and everything in and
about the company quarters, receive all reports, collect any
other official matters and have general supervision of the same
and report same to the chief.
They shall see that all department property is promptly and
continually inventoried on company and platoon inventories.
Their hOurs of service shall be determined by and subject to
direction of the Chief, as the needs of the department may
require.
They shall be just, dignified and firm in their relations with
subordinates, and will see that all rules and orders are strictly
obeyed and promptly report by well sustained charges any
transgressions of law, ordinances, rules or orders.

SECTION III
A.
- ILLNESS, INJURY, ACCIDENTS
Whenever loss of life or injury occurs to a fireman or any other
personal as a result of accident at fires or alarms in their
districts, they shall report the facts to the Fire Chief. They
shall make a careful and thorough investigation into the cause
and shall report, in proper form, the results of their
investigation, including a list of casualties, damage of
property, etc., no matter how trivial.
B. They shall promptly investigate reports from company commanders
concerning accidents, damage to or loss of any department
property or building equipment, and a report of their findings
shall accompany the company commanders' report.
SECTION IV - TRANSFERS, EXCHANGES OF TOURS OF DUTY, VACATIONS
A. They may, when conditions require, temporarily transfer any
member of their platoon from one company to another.
B. They shall refer to the Chief, with their recommendation, all
requests for transfers and may recommend for the good of the
service the transfers of any member of their platoon.
C. All firefighters of the City of jeffersonville shall be allowed
to exchange Kelly Days within their respective fire houses,
subject to the approval of their respective Captain of said fire
houses. Firefighters exchanging Kelly Days shall first obtain
permission from their Captain and the Assistant Chief of the
jeffersonville Fire Department or his authorized representatives.
D. In the arrangement of vacations and other absences of
subordinates, they shall assign members to such periods that a
maximum of manpower strength will be maintained at all times,
notwithstanding any established schedule and not in conflict with
any applicable State law. officer strength shall be maintained
at the highest possible level at all times.
E. They shall keep a calendar of changes in order that full
information may be available for their relief men and one
another.
SECTION V - DUTIES AT FIRES AND RELIEF AT FIRES
A. They shall respond to alarms of fire and other emergencies,
assume command and direct operations until relieved of the
command by the Chief or Deputy Chief.
B. In the performance of this duty they shall deploy and redeploy
apparatus and personnel in the most advantageous manner for the
preservation of life and property and the control and
extinguishment of fire or in otherwise meeting the emergency.
C. TheY shall clear streets and restore companies to service as soon
as they are no longer needed at the scene.

When leaving a fire, the officer in command shall designate the
officer to take command of the companies still working at the
scene.
In the event of a fire or fires requiring the members to work
longer than the regular tour of duty, it shall be the
responsibility of the officer in charge to see that these men are
relieved by the oncoming tour as speedily as possible.
SECTION VI - INSPECTIONS
A. They shall supervise the building inspections and familiarization
tours made by the companies under their command.
B. They shall acquaint themselves with all the serious life and fire
hazards in the city.
C. They shall immediately notify the Fire Prevention Bureau of
unusual or dangerous conditions with recommendations for their
correction or removal. Copies of such reports shall be sent to
the Chief.
SECTION VII - DRILLS AND INSTRUCTIONS
A. They shall see that all company commanders instruct the members
of their commands in the prescribed evolutions, study periods,
etc., as shall be posted from time to time by the Training
officer.
B. They may require any company officer to demonstrate his company's
skill in handling fire-fighting equipment as taught. They shall
make criticisms, suggestions, and recommendations to the company
officers as they may deem advisable.
C. They shall call company officers to account for poor,
inefficient, or unscientific work of their companies at fires,
other emergencies or drills. They shall suggest to the Chief such
changes and improvements as they deem advisable.
D. They shall hold all officers under their command responsible for
promptness in the discharge of their duties, for the condition
and efficiency of companies under their command, for any neglect

Rules and Regulations governing the Fire Department.
SECTION VIII - DISCIPLINE
They shall be charged with maintenance of discipline and
efficiency of their platoon.
They shall have the right to issue orders and command the
services of any subordinate member of the Department, keeping in
mind the responsibilities of the company officer.

ARTICLE IV - CAPTAINS & LIEUTENANTS (STATION & COMPANY COMMANDERS)
SECTION I
A. 1.
- AUTHORITY - ADMINISTRATION
Company officers shall hold the rank of Lieutenant except in
those instances in which designated aUthority requires that
a Sergeant temporarily assume the duties of Company officer.
2. Captains, Lieutenants and Acting officers shall strictly
obey, conform to, and enforce the provisions of the Rules
and Regulations relating to their responsibilities. He shall
perform such record keeping and administrative duties as may
be necessary
SECTION II - STATION COMMANDER (Rank of Captain)
A. Lieutenants upon being designated station commander, shall make a
careful examination of all Department property to be in their
charge, and give a receipt only for what is shown or
satisfactorily accounted for, as they will be held strictly
responsible for all property they receipt for.
B. The station commander shall be held responsible for the condition
of the buildings and apparatus and all department property
therein.
C. Station commanders shall apportion house duties among the members
and equalize the assignments as fairly as possible.
D. He shall assign duties, and with the approval of the Major
establish house rules regulating the work and conduct of the
members and units of the station. These rules will not be in
conflict with the laws , ordinances, Rules and Regulations
governing the Fire Department and shall include the following
standard station rules:

for 15 minutes at high idle speed (appox..1000 RPM), Raise
and check snorkel boom for proper operation. (3rd. Monday)
TUESDAY - Gauge tires , Bleed Air tanks, Check all portable
extinguishers.

UNIFORMS AND WORK CLOTHING:
Every member shall arrive on duty and leave duty in proper
uniform. Uniforms and work clothing must be clean, in good
repair,and worn in a neat manner° Sleeveless undershirts are not
permitted as fatigue attire.
EXCHANGE OF TIME:
Twenty four hour notice shall be given, except in emergencies.
All arrangements shall be made with the officer in charge of the
company affected. Proper entry shall be made in the log book and
initialed by the officer. Men involved must report to the officer
of the company before leaving or reporting for duty.
ALL ABSENCES:
Absences from duty due to illness, injury, change of tours, must
be reported to the Major in charge.
UNNECESSARY NOISE:
Unnecessary noise or behavior annoying to those wishing to rest
is prohibited during sleeping hours.

CARD PLAYING OR GAMES - Not permitted until all station work is
finished.
ENGINEERs AND ALL PERSONNEL SHALL THROUGHLY - Check their
apparatus each A.M. and before leaving the scene of the
operation, and again upon return to quarters. Unless told
otherwise by the Engineer, the officer can assume that apparatus
and equipment are in order and in proper place.
LEAVING STATION GROUND - Is prohibited without permission of the
officer in charge.
LOUD, COARSE, OR PROFANE LANGUAGE - Or any conduct unbecoming a
firefighter is strictly prohibited at any time.
NO ONE - Except Fire Department personnel will be allowed in
dormitories at any time, unless given permission by the officer
in charge.
EQUIPMENT INSPECTION AND CLEANING - Shall be made daily of all
equipment. Any exceptions to satisfactory condition shall be
promptly reported to the Major.
DRILLS & SCHOOLS - There shall be a minimum of four (4) hours
Company School drill for each company each week.
ALL MEMBERS - Will be held responsible for their actions,
according to Rules & Regulations°
The highest ranking officer of each platoon at each station shall
be the Station commander of that Station unless otherwise
provided by proper authority and shall be held responsible for
the conduct and efficiency of the members of his platoon, the
cleanliness of the station , all apparatus, supplies and
equipment assigned to the station. The station shall be
maintained in a neat, clean and serviceable condition at all
times. The sidewalks, station grounds, gutters and streets in
front of the station shall be kept free from litter and
encumbrance, lawns and shrubbery shall be well kept.
He shall see that all visitors to the station are accorded
respectful treatment. For the purpose of maintaining discipline
and morals, he may exclude any person not a member of the
Department, and shall exclude, by arrest if necessary, any person
who is disorderly, inebriated, or under the influence of
narcotics.

SECTION III - LIEUTENANTS
A.
CO. COMMANDER) CAPTAINS (ST. COMMANDER)
Station commanders shall be in command of one or more units of
automotive apparatus and the members assigned to it, and shall be
responsible for the apparatus and the conduct, efficiency and
training of the members under his command.
They shall assign duties at fires, in the station, or other
details to the members under their command.
They shall respond to alarms, leading the members of their
command as directed in saving of lives and property and in the
prevention and extinguishment of fire.
SECTION IV - ATTITUDE
All officers shall be just, dignified and firm in their relationship
with subordinates. They Shall abstain from violent, abusive or immoral
language in giving orders and directions, as well as in conversation.
SECTION V - REPORTING FOR DUTY
ASSEMBLY
1. Promptly at 7:00 A.M. each morning, alarm system will be
sounded from the Alarm office, and all members reporting for
duty shall be present at this time.
2. If the company is in the act of assembling, or is already
assembled, and an alarm of fire is received, the oncoming
members, without further orders, shall take their position
on the apparatus.
3. When an officer and members arrive at the station for duty
and find that the company is working at a fire, the company
officer shall immediately order all members to equip
themselves with fire clothing and be ready for fire dutY. As
soon as the entire unit is ready, the officer, regardless of
the time, reports to the officer in charge of the fire with
his entire crew for orders as to relieving the other unit of
the Company from duty.
Members not present at 7:00 A.M. will be recorded as being late,
and any member failing to report by 7:30 A.M. can be denied the
right to work that day and shall lose one days' pay. His name
shall be reported immediately to the Deputy Chief. Any member
habitually reporting late will be subject to disciplinary action.
All official communications received during the preceding tour of
duty shall be read and explained to the members, and their
signatures obtained on the reverse side of those communications
requiring acknowledgment.
SECTION VI - BEDS AND COVERINGS
They shall see that all beds, linen, blankets are properly cared
for in the following manner.
1. Bed linen shall be changed as necessary to keep beds in a
neat and sanitary condition.
2. A bed, when properly dressed, shall have two sheets, pillow,
pillow slip and bedspread, all arranged in a neat manner.
3. All bedspreads will be subject to approval of the Chief
before being purchased.
4. Beds and springs shall be washed and mattresses aired at
least twice yearly.
B. 1. They shall use their discretion in permitting the members to
occupy the beds during the day. This discretion will be used
with reference to night detail duties at fires, night detail
duties, or legitimate reasons.
2. Members shall not be permitted to occupy the beds when off
duty without express permission of the Major.
SECTION VII -
RESERVE APPARATUS
Reserve apparatus and equipment stored in company quarters shall
be accompanied by a complete inventory.
Any addition to or subtraction from the inventory list shall be
reported to the Deputy Chief by telephone. The inventory must be
checked when receiving or removing the apparatus and equipment.
Any Regular Reserve apparatus being returned to use by another
company in an unclean or abused condition shall be reported by
telephone to the Deputy Chief followed by a written report in the
company log.
officers of the station where the reserve apparatus is stored
shall see that the reserve apparatus is given the same care as
the regularly assigned apparatus and equipment.

SECTION VIII - DUTIES AT ALARMS
Company commanders shall respond with their apparatus and company
to alarms by the most direct safe route, and see that all rules
governing drivers are enforced. All proper dispatch consistent
with safety shall be used in reaching the scene of the emergency.
B. They shall see that all members of their company are properly
equipped with fire fighting clothing before leaving the station
in response to an alarm.
C. They shall observe the speed of the apparatus as registered on
the speedometer and not allow it to become unreasonably
dangerous.
D. They shall, when following another apparatus to an alarm remain
at least two hundred feet to the rear, and shall not pass unless
receiving a clear signal from the leading officer to do so.
E. 1. officers shall instruct their companies in the detection and
preservation of the causes of fires, and every effort shall
be made to avoid the destruction or removal of such evidence
by anyone other than members of the Fire Pr'evention Bureau,
when they are called to the scene.
2. If in the opinion of the officer in charge of the fire, the
cause appears suspicious, the Major shall be instructed to
call the Chief and Chief Inspector of the Fire Prevention
Bureau.
1. Pump company officers shall stay with their companies to
direct the operations of their lines subject to the officer
in charge of the fire.
G. They shall see that all tools and equipment are accounted for
before leaving the scene of operations. At quarters the equipment
shall be inspected for serviceability· They shall immediately
report to the Major any lost, damaged, or defective equipment.
H. If no emergency is found at the location given in the alarm
assignment, they shall verify the address with Central Alarm and
follow instructions from the Major or officer in Charge.
I. Upon return to quarters, company officers shall notify Central
Alarm of their return and verify that his company i's in service.
J. When any apparatus is unable to respond to an alarm for any
reason whatsoever, the company commander shall notify Central
Alarm. The same procedure will be followed when the apparatus is
ready for service. The facts of the matter shall be entered in
the station log.

SECTION XI - DISCIPLINE

dismissals against the members of their command.
~-~. B. Such recommendations shall be made in conformance with the
provisions of the Rules & Regulations.
C. They shall submit written reports to the Major when any member of
their command shows indifference or continued inability in the
performance of drills, operations at fires or other duties.
D. They shall notify the proper officers of inefficiency or improper
conduct of members not in their command when such actions have
been personally witnessed by them.
E. 1. Every member shall have the right to inspect the records
concerning themselves which are kept.
2. Any member finding themselves aggrieved by an entry or
omission in their records may file an appeal, in writing,
with his superior officer who shall forward it to the Deputy
Chief. The Deputy Chief shall render a written opinion
thereon and forward all papers of the appeal to the Fire
Chief for final disposition.
SECTION XII - ACCIDENTS TO APPARATUS
~-~' A. If when responding to, at, or returning from an alarm, the
apparatus is involved in an accident, or some defect develops in
the apparatUs or engine that would cause serious damage if
operations were continued, they shall stop and act as follows:
1. They shall inform the chief whether any members or other persons
were killed, or if injured, the extent of injury (have first aid
rendered immediately if necessary). Give engine number, location
and state as nearly as possible the type of help needed (police,
ambulance, wrecker, photographer, etc.). If the persons have been
removed, state where they were taken.
2. When apparatus or equipment is involved, they shall inform
Headquarters of the following: Engine number, location, reason
for inability to continue to alarm location.
3. They shall leave a member to gather all information concerning
the accident and, if possible, the apparatus shall continue to
the alarm location.
4. They shall, when traffic is blocked due to the accident, use
their best judgement in clearing the street, avoiding further
damage to apparatus or equipment, and await the arrival of a
wrecker or Fire Department mechanic.

6. Responding to an alarm of a building fire and a tire becomes
deflated or "Blows Out", continue to destination, if possible; if
not, stop and comply with Paragraph "A" above.
B. They shall cause the arrest of any person who willfully, by violating
traffic regulations, causes a delay or accident to fire apparatus
enroute route to an alarm of fire. They shall stop and assign a member
to await the arrival of police, if manpower will permit, then proceed
to the alarm.
SECTION XIII - APPARATUS OUT OF SERVICE
A. They shall not put their apparatus out of service without permission
of the Major or Deputy Chief.
B. They shall report their apparatus out of service for changing.hose,
drills, if necessary, minor repairs, or upon order of a superlor
officer for special assignment or detail.
SECTION XIV - DRILLS,

INSTRUCTIONS, TESTS
They shall report to the Major their desire to withdraw their
apparatus and company out of quarters and shall report, in proper
form, all drills, schooling, instructions, and special
assignments.
~11 officers shall assist in instructing the members of companies
in approved methods of rescue, firefighting, fire prevention,
public relations, fire inspections, etc. They shall attain the
necessary proficiency to instruct and drill the companies in the
use and handling of equipment and apparatus.
They shall make special efforts to give their personal attention
to members who fail, through ordinary instruction, to meet the
required standards, or to any member showing poor initiative in
drills or other duties.
SECTION XV - FIRE HOSE
A. All hose loaded in the apparatus shall be changed at least once
every four months in the standard manner now being applied by
special orders.
B. Before being loaded on the apparatus, the hose shall be examined
for weak spots, the couplings wiped clean and the gaskets
examined for serviceability.
C. Hose beds shall be clean and dry before loading is begun.
D. They shall report their company ready for service when six
hundred feet of hose has been loaded, then complete load.
E. Annual hose tests shall be conducted in the manner provided by
the National Fire Protection Association.
F. All damaged hose shall be thoroughly cleaned and dried, the
damaged area clearly defined by suitable markings, rolled with
male end in, and sent to Headquarters.
G. Wet hose shall not be loaded or left in the hose load except when
dry hose is not available.
H. 1. Fire hose on the apparatus shall always be dry. Damp or wet
hose shall not be left on the apparatus longer than
necessary.
When the apparatus is in quarters, there shall be no
pressure carried or stored in the booster line.
- HYDRANTS AND PRIVATE PROTECTIVE SYSTEMS
A. Defective hydrants shall be reported immediately upon discovery
to the proper authorities or owners, via Central Alarm.
B. Hydrants shall be properly closed after each use.
SECTION XVI

Fire Department connections for standpipe, sprinkler, and water
curtain systems in the company's inspection district shall be
inspected at least once each six months.
They shall keep an accurate record of all the hydrants and
private protective systems and keep an accurate record of all
hydrants and protective systems out of service.
SECTION XVII
A.
- INSPECTIONS
They shall help maintain adequate inspection records of the
mercantile, industrial, hospital, nursing homes, schools, hotels, and
other buildings where the fire or life hazard is appreciable. These
records shall include stairways, elevator shafts, private protection
devices and systems, best means of entrance, and all other information
of importance in the performance of Fire Department duties.
They shall instruct the members of their companies in the important
features of those buildings as brought out by inspections.
They shall inspect the uniforms and fire clothing and shall require
the members to keep themselves and their clothing neat and in good
repair.
ARTICLE V - FIRE PREVENTION BUREAU
SECTION I - ORGANIZATION
The Fire Prevention Bureau is established as Ordinance No. 1658
adopted by the Common Council of the City of jeffersonville, November,
1965, as amended, and to be amended from time to time.
B. The Fire Prevention Bureau shall consist of two Majors as the Fire
Chief may authorize or designate.
SECTION II - ADMINISTRATION RESPONSIBILITIES AND AUTHORITY
A. 1. The Marshal of the Bureau shall have general charge of the
inspection of buildings, premises and structures for fire hazards
and the enforcement of the Fire Prevention Code.
2. They shall maintain communications and cooperate with various
other city and State Departments and officials in the performance
of their duties.
3. They shall be directly responsible to the Fire Chief, to whom
they shall report, and whose orders they shall execute.
4. They shall be responsible for the efficient operation of the Fire
Prevention Bureau.
They shall be assigned by the Fire Chief certain hours of work, but he
and his assistants shall be subject to call at all times for fire or
other emergencies.

C. They shall have headquarters as assigned by the Fire Chief.
They shall keep his office advised on their movements when out of
quarters.
They shall maintain all records and files entrusted to them and
pertinent to their duties.
SECTION III - SUPERVISORY AUTHORITY
A. 1. They shall assist in planning and directing Fire Prevention
activities of the Fire Department.
2. They shall make, or cause to be made, investigations of all fires
and submit reports of them to the Fire Chief.
B. They shall issue bulletins as needed regarding matters of Fire
Prevention and shall supervise the keeping of all records and reports
pertaining to the Fire Prevention Bureau.
C. They shall make such reports to the Fire Chief or other proper
authority as may be necessary to acquaint such authorities with the
activities of the Fire Prevention Bureau.

IV - GENERAL
They shall perform such other duties as the Fire Chief may prescribe.
Inspectors shall perform the assignment with a clear conception of the
objectives desired, and in such a manner as to reflect credit upon the
Fire Department.
ARTICLE VI
A.
- TRAINING
Classes shall be conducted by designated personnel for recruits,
probationary and permanently appointed officers and members, apparatus
operators, companies as units, and other specialized groups as the
need arises.
B. All members assigned thereto shall attend such classes of training
unless specifically excused.
C. Satisfactory performance of training activities shall be required of
all personnel.
D. A Chief of Training (so designated by the Fire Chief) may require
company officers to demonstrate the proficiency of their company in
the evolutions and practices appropriate to their apparatus.
E. All requests from company officers for training materials,
instructions, assistance, etc., shall be made through the Major.
ARTICLE VII - APPARATUS DRIVERS - SERGEANTS
~-~STION I - HOW SELECTED
A. A member of the Fire Department who has completed not less than
two years service may be eligible for promotion to Sergeant. All
drivers must have and maintain a valid Indiana Drivers License.
SECTION II - DUTIES AND RESPONSIBILITIES
A. He shall be directly responsible to his Company officer, to whom
he shall report, and whose orders he shall execute.
B. He shall be responsible for the care of the finish, the
mechanical working parts of the apparatus he is assigned to, and
the equipment carried thereon with the assistance of other
personnel.
C. He shall personally start, drive and operate the apparatus in his
care when assigned to that duty by the Company officer.
D. He shall avoid bloCking the street to other apparatus to a
minimum, or turning around in the middle of a block, unless
necessary to properly perform a layout or return to a source of
water.
E. He shall keep the backward motion of his apparatus to a minimum
at all times, alarms and non-alarms. For precautionary reasons it
is advisable to use the backward motion only when there is other
personnel there to direct him.
SECTION III - INSPECTION, CARE AND MAINTENANCE OF APPARATUS
A. He shall, with the assistance of other members of the Department
and under direction of the Company officer, inspect the apparatus
and equipment each morning when accepting responsibility from the
off going driver, and after each run, making sure that all
visible parts are in good working order, as well as the brakes,
ignition, cooling system and radio. He shall check the level of
the fuel and oil and water and add that amount needed to
replenish the supply used. He shall check the batteries and
record same. He shall, with the help assigned by the Company
officer, thoroughly clean the apparatus and equipment each
morning, or according to an established schedule or according to
any special orders. When necessary, he shall, with the help
assigned by the Company officer, apply wax to protect the painted
surfaces of the apparatus and equipment, and at all times when
possible, protect the apparatus from unnecessary damage from the
sun, rain or any other condition which will damage the apparatus
or equipment thereon.
The absence of any report to the contrary from the driver-
operator will justify.the company officer in assuming that
the apparatus and equipment are in efficient operating
condition and in readiness to respond to all alarms.
The foregoing does not prevent the Company officer from
questioning the condition of any apparatus assigned to his
command, and in the event of doubt of its condition, it
shall be the duty of the officer to immediately consult with
his superiors on the matter, and if deemed necessary, submit
a written report to the Fire Chief.
Batteries:
1. The drivers shall see that the storage batteries are
regularly inspected and readings taken. All wiring, leads
and terminals shall be carefully examined, and all
connections at battery covered with corrosion inhibitor.
Water shall be added to cells as required to keep plates
covered. He shall notify the Company officer of any defects
found.
Tires
1.
- Chains:
Drivers shall keep all tires in good condition and shall
keep tires properly inflated.
Tires shall be kept washed with clean water as needed and
shall be soaped properly with the tire soap provided each
and every Wednesday.
Chains shall be installed on tires when and as directed by
Company officer.
Lubrication:
1. The drivers shall be held responsible for the proper
greasing and lubrication of all Fire Department apparatus
and vehicles, under the direction and supervision of Company
officers and perhaps with the assistance of the Fire
Department Mechanic.
2. When the work is performed, an entry of the same shall be
made on the Work Resume of such apparatus or vehicle
together with the name of the member performing such work
and the name of the officer supervising such work.
3. such lubrication, greasing and maintenance shall be
performed as established policy and under any special orders
that may be written from time to time.
4. He shall, under the direction of the Company officer, and
under established policy,.provide anti-freeze to any Fire
Department vehicle requirlng same.

SECTION
A.
IV - DRIVING THE APPARATUS IN RESPONSE TO ALARMS
He shall exercise caution when driving any Fire Department apparatus
and shall cross all intersections with care. Where.a stop sign or a
red traffic light is visible, he shall not cross without the warning
devices being operated, and then cross with extreme caution.
He shall follow the most direct safe route to the address given in the
dispatch unless a specified route is indicated by the Officer in
charge. He shall discuss with the officer dangerous traffic or other
conditions which might prove hazardous to the apparatus.
SECTION V - DRIVING, OTHER THAN ALARMS
A. He shall, when returning to quarters or at any time when not
responding to an alarm, obey all traffic laws.
SECTION VI - AT FIRES AND AT ANY OTHER TIME WHILE OPERATING VEHICLE
A. He shall assist the company in replacing the equipment used at a fire,
emergency or at any time vehicle is used.
B. 1. He shall operate the apparatus according to orders from his
company officer.
2. He shall give his undivided attention to his duties, avoiding any
visiting or idle conversation while the apparatus is in
operation.
3. He shall, at all times, remain with his apparatus unless ordered
away by his Company Officer.
SECTION VII - GENERAL
A. He shall give his Company officer timely notice of supplies needed for
the proper maintenance of the apparatus.
B He shall be responsible for the recording of supplies issued to the
apparatus, making certain that all records are properly kept in that
respect.
C. He shall perform such other related duties as the Company Officer may
prescribe.
D. He shall note and report the engine over-heating, or any faulty oil
pressure gauge reading. He shall not over-speed the engine.
E. He shall make no repairs to the apparatus without direct permission of
the Company Officer, except in extreme emergency on the fire ground.
F. He shall flush and thoroughly clean the pump before the pump is placed
in service after any foul water has been introduced into the pump,
unless otherwise ordered by the Company Officer.
He shall examine and clean the pump strainers after each drafting
operati°n.
Slow rate of speed shall be maintained on wet or slippery streets and
turning into or passing through intersections.

ARTICLE VIII - PROMOTIONS
SECTION I - CONDUCT
A. Members, when promoted to Officers,
are expected to act honorably
in such capacity.
Differences of opinion on a specific order from a superior
officer must, and will be, discussed with the superior officer
and NOT with subordinates.
SECTION II - PROMOTIONS, DEMOTIONS AND/OR DISCIPLINARY ACTION
A. Whenever, in the opinion of the Fire Chief or on recommendation
of Assistant Chiefs, a demotion to a lower grade becomes
necessary because of the failure of a Captain, Lieutenant,
Sergeant, etc., to fulfill his duties or fails to cooperate to
his fullest ability or because of incompetence, then the Chief
shall recommend such demotion to the Board of Works and Safety of
the City of Jeffersonville.
B. Any officer or Sergeant (Engineer) shall submit in writing any
reason for resigning from position held and who shall so
arbitrarily or without just cause resign his position as officer
or Sergeant, Driver shall be considered in neglect of, evading,
or shirking duty and of conduct prejudicial to good order.
C. Any and all applicants for promotion shall be treated fairly,
honestly and with no malice. (Ref. Jeffersonville Fire Department
Grading Sheet for Firefighters Promotions).
D. Demotions: The Mayor or Board of Works and Safety may demote
persons holding these positions without the need for a formal
hearing. However, a member may not be demoted to a rank below
that which he or she held before being appointed to the upper
level policy making position.
The number of upper level policy making positions in a department
are determined by the authorized size of its force and the
particular rank and pay structure employed.
SECTION III - DISCIPLINARY POWERS OF THE FIRE CHIEF
In addition to the disciplinary powers of the safety board, the chief
of the department may, without a hearing, reprimand or suspend a
member of the department for a maximum of five working days. The chief
must notify the safety board of the action and the reasons for it
within 48 hours. The member who has been disciplined may ask the
safety board, also within 48 hours, to review the reprimand or
suspension. However, the safety board is not required to hold a
hearing.
ARTICLE IX - VACATION, SICKNESS, INJURY, SICK LEAVE, DEATH
SECTION I - VACATIONS
Vacation in regular and single categories will run from January 1st.
to December 31st. of same year. All vacations days must be picked by
December 15th. of same year. The Vacation officers starting January
1st. of each year will be the Majors and Lieutenants at Fire
Headquarters.
Each man will be allowed three calendar days to pick vacation. These
days start from the time he is notified by the Vacation officer. If
the vacation is not picked in this time period this person will be
passed over and put on the bottom of the list.
All vacations and holiday time must be approved by Vacation officers.
Vacation Officers are those assigned to take this assignment, Chief or
Deputy Chief only in emergencies.
No more than three (3) persons on vacation for any given reason per
platoon. No exceptions, EXAMPLE: Two persons on vacation one calls
in sick, funeral leave or extended leave, this will be three (3)
persons.
If three (3) persons vacation have been approved this is the only
exception.
All vacation days will be categorized no later than January 31st. of
said year. There will be only two vacation categories. Seniority will
prevail in these two only, REGULAR and SINGLE.
REGULAR VACATION: These days will be picked either three days or six
days consecutively,these days will not be changed or traded for any
reason. The first regular vacation must be picked by February 15th. of

SINGLE,HOLIDAY & INCENTIVE: The total vacation may be taken as single
vacation. These days are the only days that may be changed or traded
or split into 12 hours(0700-1900 or 1900-0700). To change or bump 48
hours notice before time is taken is required. No day limitations,
unless it interferes with regular vacation.
SPLIT DAYS that require movement of personnel must be requested prior
to 19:00 hours. After 19:00 the split will be denied. Traded time
carries no seniority.

A.
- SICK LEAVE
Whenever a member of the Fire Department is incapacitated from duty
because of an injury Sustainedin the performance of his duty, he
shall be entitled to injury leave with full pay during the period in
which he is unable to perform his duties or light duty or until such
time as he has been accepted for retirement by the Firemen's Pension
Board of Trustees.
Any member who as accumulated three (3) sick days for the calendar
year, will be required to submit a doctors statement for each
additional sick day taken, or be docked a days pay.
After three (3) days a doctors statement must be in the Chief's office
within 48 hours.
Extended Sick Leave : Is required to submit a doctors statement every
seven days to keep the department notified of his progress.
Extended sick leave will consist of 4 pay periods (2 months) after
that they'll be required to go before their perspective pension board.
Physician Letter: Defining regular duties and light duties, must be
signed by attending physician.
SECTION IV - FUNERAL LEAVE
Three (3) calendar days leave with pay shall be granted to a
member in case of death of a member of his immediate family.
Immediate Family shall mean: Spouse, Child, Grandchild, Father,
Mother, Grandparents, Brother , Sister, In-Laws, or any other
relative who was living as a member of the household.
Other Family Members: Shall~ be entitled to one (1) day off work
without loss of pay or time. Other family members consist of
Uncle, Aunt, Niece, Nephew, Spouses' Grandparents, cousins.
Emergency OR Personal Leave: Is any time not covered under the
other allotted leaves, this time will be paid back to the City
within fifteen (15) days after taken. This time can only be taken
when all other time is gone.

A.
Ft
II - SICKNESS - INJURY
Any member of the Fire Department, who on account of illness or
injury, is unable to report to his Company Quarters at the next
unit shifting time, must cause a notice to that effect to be
given to the Officer in charge of his station on or before 0630.
Sick call after 0630 will not be permitted. On all such notices
or reports the officer in charge shall notify the Deputy Chief.
Members on sick or injured leave, when physically able, may be
required to report to their Company Officer at least once a week,
or the Department Doctor, if so ordered.
Members on sick or injured leave shall not leave the City, except
on notification approved by the Chief.
Any officer or Member who shall feign physical disability, or
shall make false statements relative to any injury, or illness,
shall be subject to immediate suspension.
Any firefighter injured while employed by another employer or any
other person for which remuneration of any kind is received, will
not be paid sick pay by the City.
Members becoming ill or injured while on duty covered under
Article IV, Section X, Paragraph A & B.

SECTION III - GENERAL
A.
Members assigned to wear name tags, shall wear them on shirts
over right breast pocket.
B. All shirts, both blue and white, shall have shoulder straps.
C. Shoes shall be kept shined and in good repair.
D. All uniform clothing shall be kept neat, clean and in good
repair.
E. Whenever uniform jackets are worn, both button and/or zipper,
badges, shoulder patches and should insignia shall be displayed
on same.
F. Every member shall arrive on duty and leave duty in proper
uniform of the season or day.
G. Special orders may be issued from time to time as may become
necessary.
H. Bunker clothing (night clothing) including boots, helmets, coats,
bunker pants, etc. shall be kept in good repair and clean and be
of the prescribed type as may be set down in Special Orders.
I. All shirts are to worn in a neat manner and tucked inside
trousers. Sweat shirts need not be tucked into trousers.
j. uniform shirt or blue tee shirt or sweat shirt shall be worn
anytime personnel leave quarters, except when dispatched on
emergency runs.
K. The officer in charge shall dictate uniform to be worn for
training.
L. Every member shall maintain a complete change of Class B uniform
in their assigned locker.
ARTICLE XI - COMPANY JOURNAL
A. The company journal shall be in itself an accurate and complete
~,~ history of the operations of the on-duty platoon each day.
B. The company journal shall be kept by the member assigned and
under the supervision of the Station Commander.
C. All oncoming personnel shall sign company journal and time
reporting to duty.
ARTICLE XII - GENERAL RULES OF DISCIPLINE AND CONDUCT
A. All members of the Department are directed to acquaint themselves with
the established rules and regulations of the department, and with all
general and special orders, and a strict observance of them is
insisted upon.
B. The City shall permit the use of a Bulletin Board, located in the
respective fire houses, by the Fire Department members, for the
posting of notices concerning Fire Department members business and
activities. All such notices shall be signed by the President or other
authorized official of the Fire Department members. All such notices
shall be submitted to the Chief or his representative for approval
prior to posting.
C. Admonishments, reprimands, suspensions, or dismissal may be
recommended for violations of any of the following rules of conduct
and discipline.
~i i. EaCh member shall co-operate with other members of the Fire
Department and other Departments of the City.
2. All messages must be delivered properly and promptly to the
person concerned.
3. All members of the Fire Department shall promptly and thoroughly
obey all orders received from superior officers pertaining to
Fire Department duties.
4. Any officer or member who shall feel aggrieved at orders given or
by treatment accorded him by any officer or member may prefer
written charges against such officer or member. Such charges
shall state all facts in connection with the order or treatment
complained of.
5. Profanity, immoral or indecent language by officers or members
will not be tolerated; nor disrespectful language spoken to or of
any superior officer.
6. All members shall refrain from cruel treatment of any person,
regardless of their offense.
7. No altercations will be permitted among members, none with
~-~ visitors.
.... 8. Members must give their rank and name upon request.

9. No member shall be a party to any immoral or indecent conduct.
10. No member shall conduct himself in any way that will tend to
bring discredit or ill repute to the Fire Department or any of
its members as a group or as individuals.
11. Ail telephone calls must be answered in a ~roper and courteous
manner in the manner prescribed elsewhere in this manual.
12. Ail members shall report to duty on time.
13. No member shall be absent from duty without permission.
14. Members must be efficient in their performance of all duties.
15. All members shall be neat and clean except when duties or
assignments obviously prevent.
16. While on duty, or attending any matters of the Fire Department,
all members must be in the prescribed uniform unless otherwise
given permission.
17. No alteration shall be made to any item of uniform equipment
which shall cause it to differ from the established standard
condition and appearance.
18. All members shall have hair cut neatly and be clean shaven when
reporting for duty. Hair nor beards shall be permitted so as to
interfere with the proper use of helmets, caps, or breathing
~-~ apparatus.
19. Members shall carefully protect from waste or abuse of public
property, all supplies and fuel in quarters and at fires, water,
gas, fuel, electricity, and shall not lend or give away any
public property. Company Commander shall be consulted on same.
20. The various companies shall have and attend such drills as may be
prescribed. All the required duties such as drills shall be
properly and efficiently performed.
21. No drugs, narcotics nor intoxicating liquor shall be allowed in
any fire station. And no person under the influence of drugs,
narcotics or intoxicating liquor, or whose presence is otherwise
undesirable shall be allowed in stations. Any member guilty of
intoxication on duty may be punished by dismissal from the Fire
Department.
22. No member of the Fire Department shall knowingly make a false
official report.
23. Items on the station bulletin boards shall be checked at the
beginning of each tour of duty and new items thereon read by each
member.

correct home address and telephone number or numbers where they
can be reached.

25. Members of the Fire Department are prohibited from engaging
in any form of gambling on Fire Department premises.
26. Members shall keep their officers advised of all matters of
interest to the Department and may make suggestions and
recommendations for increasing its efficiency.

they are employees of the city, that they are paid for service
rendered to the city, which service the city has the legal and
moral right to demand in any emergency.
29. Any member failing to respond to a second, general alarm, or
other special emergency, issued by the Chief or officer in
charge, without giving good and sufficient reasons there for,
shall be subject to disciplinary action.
30. The Department is organized and maintained, and its members paid,
to contend with Fire Department business and not with any
particular set of religious or political opinions.
31. Any member of the Department, who, being under charges, shall not
either before trial or judgment, cause any person to interfere,
personally or by letter in his behalf with the Chief.
Information relative to the business affairs of the Department
shall not be furnished any person or persons not connected there
with except as authorized by the Chief.
No member shall lend his name, as a member of the Department, to
any commercial or business enterprise; nor shall he approve or
countenance the use of the name, uniform or prestige of the
Department for any such purpose.
34. No member of the Department not actually on duty, shall be
allowed to wear the uniform of the Department, or any part
thereof, for the purpose of identifying himself as a member of
the Department, except while going to and from his home to
company quarters, nor in order to gain admittance to any place of
public amusement, or for any other purpose whatsoever, unless so
ordered by, or with the knowledge of, the Chief or Assistant
Chief acting in his stead.
35. All members of the department shall be regarded as a part of the
working force and may be requested to perform such duties as
circumstances of the service demand.

D. It is hereby made the duty of all officers and members of the
Department to take notice of all violations of the Rules and
Regulations and to prefer, or cause to be preferred, charges against
the person for violations, forwarding them to the Chief through the
regular channels. Charges may be drawn on any of the following
offenses, to wit:
Intoxication
Neglect of Duty
Absence without leave
Disobeying orders of superior officers
Disrespect to superior officers
Conduct prejudicial to good order
Use of profane or unseemly language
Shirking duty at a fire
Bringing intoxicating liquors or narcotic drugs into
stations.

Violations of a specific section of these rules and the .
specifications of one or more shall contain a brief recital of
the facts and circumstances which make up the offense; also the
fact of any prior charges having been preferred against the
member and the number of times.
ARTICLE XIII - WORK WEEK
The work week of the members of the Jeffersonville Fire Department shall
be not more than fifty-six (56) hours , except as their employment may be
subject to the State Statues concerning emergencies and/or overtime.
~ertime Pay: Is paid only for actual hours worked, after 212 hours
ertime is in effect.
WORK DETAILS: Off going platoon shall be out of bed and have beds made by
0645, personnel will be awaken at 0630 by officer in charge. Command of
platoon shall be formally exchanged between 0645 and 0700. On coming
officers shall locate off going officers and exchange information of past
days activities, on coming officer shall visually inspect quarters and
apparatus and enter remarks in journal.

Break for evening meal, after meals anyone using kitchen
facilities shall clean and secure such facilities.
~,~ EMERGENCY CALL IN:
FIRE EMERGENCY - Instituted by the Chief or Deputy Chief through
Central Alarm, at which time the Kelly Crew will called first. Pay rate:
at $15.00/hr. with 3 hour minimum. No one will be released until 1 (one)
hour service has occured. This category is mandatory.
BAD WEATHER - Call in will be worked by all members of the Jeff Fire
Department on a rotating roster. Work twelve (12) hours at their pay rate
of pay, with a 12 hour notice before on duty. This time will be worked by
the scheduled member only. A refusal is the same as working.
MANPOWER SHORTAGE - Call in will be worked by all members of the Jeff
Fire Department on a rotating roster, with a 12 hour notice. This category
will have a option of 12 or 24 hour shifts. A refusal is the same as
working.
Bad Weather and Manpower Shortage will be called in by the Platoon
Commander (Majors) or Station Commander (Captain) this will be their
responsibility based on the rotating roster.

PLATOON COMMANDERS
LOCATION: FIRE HEADQUARTERS
AUTHORITY:
During the absence of the Fire Chief/ or Deputy Chief
he shall assume the duties, responsibilities and authority
held by the Chief.
DUTIES AND RESPONSIBILITIES:
They shall see that applicable laws, ordinances, rules,
regulations orders or directions issued for the government
of the department are promptly and implicitly enforced and
obeyed.
They shall keep a roster of the members of their respective
platoons and shall maintain balance of personnel between
companies.
They shall examine all fire reports and initial them prior
to going off-duty.
They shall make at least one insPection each day of Stations
and inspect Company journals, apparatus, men and everything
in and about the Company quarters, receive all reports,
collect any other official matters
They shall see that all rules and orders are strictly obeyed
and promptly report sustained charges any transgressions of
law, ordinances, rules or orders.
They shall recommend all requests for transfers any member
of their platoon.
They shall maintain man-power strength within their platoon.
(Vacation days, Xtra days, Illness, etc.)
They shall keep a calendar of changes available for their
relief man.
They shall respond to alarms of fire and other emergencies,
and assume command until relieved of the command by the
Chief or Deputy Chief.
They shall supervise the building inspections and tours
made.

dangerous conditions.
