Vice President ,Tohn Young called the meeting to order at 12:00pm. The roll was called
and those in attendance were as follows: `Tohn Young, Twyman Patterson, Vicki Conlin, and
new member Kevin LaGrange. Absent: Ed Voyies, Sr., and Sue Pfau.
Personnel and guest present were as follows: Superintendent Rob Poll, Assistant
Superintendent Beverly ¢outs, Athletic Director .Tim CardweJl, Fieldhouse Office
Manager Gretchen .Tackson, Main Office Manager .Tackle Langdon, Mayor Rob Waiz, City
Attorney Les Merkley, City Council Member Barbara Wilson, and past Park Board Member
.Tohn Ueding. Any other guests present will be recognized as they address the board.
Minutes:
The .Tanuary 2004 minutes were approved as submitted on a motion made by Twyman
Patterson, seconded by Vicki ConJin, carried unanimously.
Old Business,:
Superintendent Rob Poff introduced Mayor Waiz and requested him to address the board
regarding the merge of the ,Tell Youth Commission to the Parks Department. Mayor
Waiz noted copy of memorandum given to each Park Board member for review today
before this meeting. He added that he feels the Youth Commission being High School
age could voluntarily help with the younger children in the Parks Department activities
and in turn be able to expand activities. Member Twyman Patterson made a motion to
table this matter to an Executive Session to be discussed; with no second motion being
made discussion began. Member Twyman Patterson asked what Beverly Knights
experience was and if the Youth Commission was a full time position. Superintendent Rob
Poff stated he was sorry Beverly Knight could not be here today but it is his
understanding that she is a graduate of Western Kentucky with a Bachelor's degree and
that the Youth Commission was a full time position. Member Patterson stated he does
not feel that the Parks Department needs another administrator, or understands how one
person will do two full time positions without one faltering. Mayor Waiz noted from his
memorandum his confidence that having the same individual in these two positions would
be a tremendous asset to the parks department since many of the programs overlap each
other. After more discussion a motion was made by .Tohn Young to table this discussion
to an Executive Session next Tuesday, February ~-7th at 11:30am and Beverly Knight can
be in attendance, seconded by Kevin LaGrange, carried unanimously.
Old Business: (continued)
Member Young motioned the next item on the agenda (Assignment of Parks bepartment
birector of Eecreation) would be addressed at Executive Session as well, seconded by
Kevin LaGrange, carried unanimously. City Attorney Les Merkley informed the Executive
Session would need to be advertised and stressed discussion must be regarding personnel
only.
New Business:
Mayor Waiz addressed the board regarding new Park Board appointment, tie informed
that he has appointed Kevin LaGrange to replace ,Tohn Ueding. Mayor Whiz also informed
that Kevin has signed the appointment papers and they have been filed with the City
Clerk Treasurer. Kevin stated his enthusiasm accepting the appointment and looks
forward to working with this board. Park Board members accepted the appointment and
welcomed Kevin to the board.
Member ~Tohn Young requested nominations for 2004 Park Board officers. A motion was
made by Twyman Pntterson to nominate ,Tohn Young for President, seconded by Vicki
Conlin cnrried unanimously. A motion was made by ,Tohn Young to nominate Twyman
Patterson for Vice President, seconded by Vicki Conlin, carried unanimously. A motion was
made by Twyman Patterson to nominate Vicki Con$in as Secretary, seconded by ,Tohn
Young, carried unanimously. The 2004 Park Board officers are as follows:

Superintendent Eob Poff addressed the board regarding a Park mission statement. He
explained at a staff meeting he discussed and asked for input to create a mission
statement for the department. He noted copy of statement given to each board member
for review. The statement reads as follows:

All citizens in this community
Through our parks, facilities,
And leisure services.
There was discussion from the board members. A motion was made by Vicki Conlin to
accept the mission statement as submitted, seconded by Kevin 5aGrnnge, carried
unanimously.
Nachand Fieldhouse Monthly Report:
The ,Tanuary 2004 report was in each member's packet for review. A motion was made
by Vicki Conlin to accept said report, seconded by Kevin Lagrange, carried unanimously.
Claims:
The ~Tanua~/ 2004 claims were approved as submitted on a motion made by Twyman
Patterson, seconded by Vicki Conlin, carried unanimously.
.~orres~:
Superintendent Rob Poff informed that the department has received an excellent
evaluation from the state for the 2003 Character Discovery Challenge program. He
reminded that the department was chosen as a pilot for this program last summer and we
coordinated it with our annual summer playground program.
Rob also read evaluations from our K12 basketball league. He informed with 170
evaluatiOns handed out to parents 72 responses were turned in. He shared pOsitive and
negative ones but noted majority are ve~/pleased with the program.
Superintendent's Report:
Rob began by reading copy of letter of resignation from Park Board member Ed Voyles,
Sr. Rob explained because Ed's appointment to this Park Board was an appointment from
the Library Board which was an appointment from the Clark County Council the letter was
addressed to Mr. Danny Rodden, President of the Clark County Council. The letter states
his resignation is due to personal ongoing health reasons and will be effective March 0~,
2004. Rob then informed that he and Superintendent of Maintenance Donnie Paola met
with Paul Northam, President of ~Teff/GRC Little League regarding negotiations for the
2004 season. He stated that he requested a financial report from them to review for
negotiations and will continue to update this board accordingly. Rob informed the board
that he recently attended the ]:ndiana Parks and Recreations Associations (]:PRA) State
conference in ]:ndianapoJis and attended sessions on advocacy and grant programs. Rob
then shared with the board that our Assistant Superintendent Beverly Couts was one of
three recipients of the Martin Luther King Freedom and ~ustice Award. He stated that
coworker Candy Stewart nominated Beverly because she has a big heart and deeply cares
about all the children she tries to help in her ~ob and church. Rob stated Mayor Waiz
presented the award during a Martin Luther King memorial service at Wesley United
Methodist Church. Rob also noted a great article on Beverly receiving this award that
appeared in the Courier ~TournaJ, as well as, a nice letter of appreciation she received
from Keith Fetz, City Councilperson District 3, and a note of thanks and appreciation for
her work with the ]:mage Program at River Vailey Middle School.

At this time Rob informed the board that City Councilperson Barbara Wilson would be the
liaison with the Parks department. Rob concluded by informing the board tha? he met
with the Parks staff about making some positive changes and he is excited about
challenges ahead and is proud of the staff for their willingness to change.
Member Twyman Patterson stated his appreciation for Mayor Waiz' interest in the Parks
department and looks forward to working with him. He also stated that he will miss
fellow board members ~Tohn Ueding and Ed Voyles and wishes them the best.
Member ~Tohn Young stated his sorrow as well in losing two fellow board members and
stated his appreciation of their time and efforts given to this board.
Member Vicki Conlin stated she was glad that Barbara Wilson has been assigned as liaison
to this board and looks forward to her input and help in keeping the City Council informed
on the progress of the Parks Department.
Announcements:
At this time ~Tohn Ueding in attendance spoke to inform this board and the staff of the
Parks department how much he will miss them and appreciated his years of input to the
board and department.
Superintendent Rob Poff informed the annual Blizzard Blowout is scheduled for Friday,
February :>0th. He noted copy of flyer in each member's packet. This event is for
students in the 3'd through 8th grades and begins gpm at the Nachand Fieldhouse and
goes through the evening until 7am Saturday. The kids will travel by school buses to
Skating, Laser Tag, and Bowling throughout the night.
The next scheduled meeting for this board will be on Monday, March 08, :>004.
There being no further business the meeting was adjourned at l:03pm on a motion made
by Vicki Conlin, seconded by Twyman Patterson, carried unanimously.
