MZNUTES OF MEETING - DECEMBER 09, 2002
Vice President John Young called the meeting to order at 12:10pm. The roll was called and
those present were as follows: John Young, Clark Miles, ,Tohn Ueding, Sue Pfau, and
Twyman Patterson. Absent: Ed Voyles, Sr.
Personnel and guest present were os follows: Superintendent Rick Elliott, Assistant
Superintendent Beverly (]outs, Activities Director Rob Poll, City Engineer Brian Dixon,
Evening News Editor .Tohn Gilkey, and City Council Member Barbara Wilson. Any other
guests present will be recognized as they address the board.
Public Comment:
At this time President Young presented Mrs. Nellie Knowland with a framed copy of a
recent article in the newspaper. He stated the article highlighted her efforts and
involvement with our community and the Park Board wanted to take this opportunity to
recognize her.
Minutes:
The minutes for October 2002 were approved as submitted on a motion made by ,Tohn
Ueding, seconded by Sue Pfau, carried unanimously.
Old Business:
Superintendent Rick Elliott addressed the board regarding 2003 budget proposals. He
passed out a sheet for review listing proposed options in three categories. He went
through each category in detail:
Utilities: Eliminate non-essential electrical, water & gas usage at facilities. The
5oftball leagues change to a single elimination tourneys.
Labor: Eliminate four positions at the Aquatic Center. Make more use of full time
Staff at the Aquatic Center to sell passes, help in admission office, and
assist the Aquatic Director if needed. Eliminate five seasonal positions by
turning over concessions at Meijer's Fields to bittle League.

Revenue:
Eliminate wee/~e~c/rentols at Ken Ellis and Parks 5ocial Room for groups
requesting fees to be waived. This will free buildings for paying
customers and increase revenue. Increase rental for 5ocial Room from
$50 to $100 per day effective ~Tanuary O1, 2003. Note no change in
rental fee for Ken Ellis. Increase Nachand Fieldhouse rentals from
$40 hourly to $60 hourly effective September 2003. Increase Park
rentals from $15 to $25 per day. Increase fee for the summer
Playground Program to be discussed and presented by Rob Poff at a
future meeting.
Rick fielded questions from the Board. After some discussion a motion was made by Clark
Miles to approve said proposals, seconded by John Ueding, carried unanimously.
New Business:
The 2003 Park Board meeting dates were approved as submitted on a motion made by ,Tohn
Ueding, seconded by Clark Miles, carried unanimously.
Nachand Fieldhouse Monthly Report:
Rob Poll, Activities Director distributed reports for the period of September through
November for review. A motion was made by Twyman Patterson to accept said report,
seconded by Sue Pfau, carried unanimously.
Cloims:
The October and November 2002 claims were approved as submitted on a motion made by
Twyman Patterson, seconded by Sue Pfau, carried unanimously.
Correspondence:
Three thank you letters were read. One from Rebecca Smith thanking Beverly Couts for
her work with their Drug Free years classes at Community Action of 5outhern ]indiana.
The second one from Wayne Bledsoe thanking the Parks for use of Colston Softball field
for the annual Bush Tourney. The third one from the Seniors at the Ken Ellis Center for
the meat trays at Halloween, and the new air fresheners in the building.
Letter was read from St. Luke's Church requesting a donation for their annual Sausage
Dinner silent auction. Rick recommended basketballs. A motion was made by 5ua Pfou to
donate four basketballs, seconded by Twymon Patterson, carried unanimously.

Letter was read from Joe Estes. He is requesting help in cost of t-shirts for his
Christmas break Basketball Comp at the Boys and Girls Club. Rick explained this is a free
comp he provides for kids in that oreo. A motion was mode by Twyman Patterson to pay
$2§0 towards t-shirts, seconded by Sue Pfau, carried unanimously.
Superintendent's Report:
Rick informed the k12 basketball league on Saturdays at the Fieldhouse are going strong
with over 160 participants. The foil/winter Volleyball and Basketball leagues ore coming to
an end of this first session, the second session will begin in ~Tanuary for these leagues.
Rick stated he feels 2002 was one of the most successful years for the Parks Department.
He concluded by thanking the Parks Board and Mayor Golligan for being for kind and
appreciative to him and his staff.
Announcements:
The next scheduled meeting for this board will be Monday, ,Tanuary 13, 2003.
Adjournment:
There being no further business the meeting wes adjourned at 12:40 on o motion made by
,Tohn Ueding, seconded by Sue Pfau, carried unanimously.
