PROPOSED NEGOTIATION GROUND RULES
Indiana F.O.P. Labor Council, Inc. negotiating team and the
negotiating team agree to the following:
A news blackout shall be in effect throughout the negotiating process unless
mutually agreed upon or with written notice to the other side.
2. Meetings to occur as agreed.

Meetings shall take place at a mutually agreeable neutral locations.. Privacy,
parking, access to telephones, facsimiles, duplicating machines, soft drinks,
coffee, and caucus rooms are considerations to be taken into account when
selecting meeting locations.
Meeting times shall be determined and agreed to in advance with all participants
having cleared their calendars for at least that period of time.
Each negotiating team shall be represented by one spokesperson who may defer
issues to other members of the team. Either team may utilize experts for the
purpose of clarifying positions.
6. Either team may caucus as desired.
The FOP and the Municipality shall exchange written proposals at the first meeting
after the initial meeting.
As tentative agreements are reached on various articles or parts thereof, they
shall be initialed by the Chief Spokesperson of each team. All tentative
agreements are understood to be contingent upon a complete package being
accepted, presented to the members of the FOP and ratified.
If a tentative agreement is reached on all items, such agreement shall be
recommended for approval by each team to their respective constituencies.

If a final agreement cannot be reached on all items, the Municipality negotiating
team shall present its final offer to the FOP negotiating team and this offer be
taken back to the FOP membership for appropriate action.

gotiating team agree to the following: proposed contract length, 1 year
Article: 22 Section:
Proposed change(s): waqes - 7% across the board increase
(i.e. 7% increase at each rank)
Article: 23 Section:.
Proposed change(s): Lonqevity - increase to a msY~mumof 28% upon
reaching 20 years of service. Increase to be implemented as
follows: 1% per year for each year of service up through the
12th year~ 2% per year of service per yca~ ' 13 through
20 for a maYim]n~ longevity payment for 20 years of service of
28% of present salary through the 20th year of service.
Article: 20 Section:
Proposed change(s): sick Leave . increase number of sick days
that can be banked from forty (40) to ninety (90); allow officers
to sell back up to ten (10) sick days per year from bank;
provide up to ninety (90) sick days that can be used in the case
of long term illness or.injury.
The above changes have been agreed to by the Indiana FOP Labor Council, Inc.

Retired officers - the FOP wishes to discuss the City
contribution made toward retiree insurance premiums and
the efficiency of rating based upon single, single plus
one and family plans.
