RESOLUTION ENDORSING THE INAAP REUSE AUTHORITY
WHEREAS, the Indiana Army Ammunition Plant ("INAAP") is an
approximately eight thousand acre tract of land with its s~uthern boundary within
one mile of the northern corporate boundary of the City of Jeffersonville ("the
City"); and
WHEREAS, proper development of INAAP is essential to the growth and
prosperity of the City; and
WHEREAS, the corporate boundaries of the City of Charlestown are
contiguous with the northern boundaries of INAAP; and
WHEREAS, the eastern boundary of INAAP is within one mile of the
corporate boundaries of the Town of Utica; and
WHEREAS, the Common Council (the "Council") believes that it is in the
best interest of Jeffersonville's citizens as well as the other citizens of Clark
County that INAAP be developed cooperatively by all of the incorporated areas of
the county as well as the County Commissioners and the County Council; and
WHEREAS, at the request of Rep. Lee Hamilton, on March 19, 1998
Mayor Thomas R. Galligan, along with the Mayors and Town Council Presidents
of the other incorporated areas of the County as well as the County
Commissioners and the County Council entered into an interlocal agreement
through which INAAP will be developed by the INAAP Re-Use Authority, a five
(5) member Board appointed by all of the Clark County municipalities in
conjunction with the Clark County Commissioners and the Clark County Council;
and
WHEREAS, the Council thereafter ratified the interlocal agreement; and
WHEREAS, on September 1, 1998 the Jeffersonville Evening News
published a lengthy editorial the Clark County Commissioners wrote criticizing
Mayor Galligan, the municipal appointments to the Re-Use Authority, and other
municipal officials who have worked tirelessly to insure that the redevelopment of
INAAP is a successful joint effort of all Clark County governmental entities; and
WHEREAS, the Commissioners' article requests the Council make known
its beliefs and intentions concerning INAAP;
NOW, THEREFORE, IT IS HEREBY RESOLVED as follows:
1. The Commissioners' purported removal on August 10, 1998 of
Charlestown's and Utica's appointment to the Re-Use Authority
was an unauthorized breach of the interlocal agreement;
2. It is unlikely that the Commissioners would have rescinded their
August 10, 1998 removal but for the intervention of two local trial
judges and Congressman Lee Hamilton;
3. The Council is disappointed that the Commissioners, in their
September 1, 1998 newspaper article, chose to reduce the
important public debate over the redevelopment of INAAP to an
immature name-calling contest;
4. The Council applauds the courage and leadership shown by all the
Mayors, Town Council members and other municipal officials
involved in forming the INAAP Re-Use Authority;

The Council is especially grateful for the wisdom and leadership
exhibited by Congressman Lee Hamilton, and Senators Richard
Lugar and Dan Coates and their staffs, and more particularly for
Congressman Hamilton's September 2, 1998 letter to
Commissioner Ed Meyer clarifying that the role of the INAAP Re-
Use Authority is to "handle al_l matters relative to the disposal and
redevelopment of the ammunition plant.";
The Council is encouraged by the CommisSioners' decision to
discontinue their fight against the full functioning of the INAAP Re-
Use Authority and by the Commissioners' public announcement
that they will fully support the INAAP Re-Use Authority in fulfilling its
statutory role of planning, rehabilitation, deVelopment, and other
preparation for reuse of INAAP to ultimately benefit the public
health, safety, morals and welfare of all of Clark County.
