HomeMy WebLinkAbout07-12-2006 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA JULY 12, 2006 Mayor Waiz called the meeting to order at 9:30 a.m. and on call of the roll those members present were: Councilperson McCauley and City Engineer Miller. Also present were: Street Commissioner Ellis, Asst. Police Chief Lovan, Planning and Zoning Director Hicks, Building Commissioner Segraves, Animal Shelter Director Wilder, Vehicle Maintenance Director Drury, Parks Director Poff, Council person Wilson, IT Director Hardy, Personnel Director Calabro, Redevelopment Director Cahill, Fire Chief Miles, Wastewater Treatment Director Crawford, Councilperson Sellers, City Attorney Merkley and Deputy Clerk Mayfield. Engineer Miller made the motion to approve the payroll, seconded by Councilperson McCauley and carried unanimously. Engineer Miller made the motion to approve the minutes of6-21-06, 6-28-06, and 7-05-06, (' . seconded by Councilperson McCauley and carried unanimously. WORKMAN'S COMP INSURANCE Steve Leist appeared before the Board to recommend changing the Worker's Compensation Insurance from IPEP to Bituminous Insurance. Three quotes were received and Bituminous Insurance was the lowest. The other quotes were from Warsaw and IPEP. Councilperson McCauley made the motion to approve Bituminous Casualty Insurance through Maverick Insurance for Worker's Compensation, seconded by Engineer Miller and carried unanimously. TRAFFIC PROBLEM ON SPORTSMAN DRIVE Several residents ofNorthaven Subdivision appeared before the Board in regard to motorists driving too fast and disregarding stop signs. One resident said a motorist drove into her house causing substantial damage. After much discussion, Mayor Waiz said he would meet with the residents at the subdivision to discuss how to alleviate the problem on Thursday, July 13, 2006 at 4:00 pm along with City Engineer Miller and Assistant Police Chief Lovan. CLARK FLOYD LANDFILL Tim Myers, representing Clark Floyd Landfill came before the Board to get approval of a contract between Clark Floyd Landfill and the City of Jeffersonville to provide a truck to the City for hauling garbage to the landfill for a fee. The truck is valued at $140,000.00 and will belong to the City during the contract. Councilperson McCauley made the motion to approve the contract with Clark Floyd and the City of Jeffersonville effective August 1,2006, seconded by Engineer Miller and carried unanimously. KEN ELLIS CENTER CONTRACT Councilperson McCauley made the motion to approve a contract with KevCo Construction to perform the construction of the Ken Ellis Center contingent upon legal review, seconded by Engineer Miller and carried unanimously. CITY BEAUTIFICATION "-.. ~ r '\ Councilperson Barbara Wilson voiced concern about grass growing in the median and sidewalks at 14th and Spring Streets and also on Eighth Street by Sacred Heart. Street Commissioner Ellis said he would order weed killer. Mayor Waiz said Woehrle Road needs attention also. Councilperson Wilson said City Pride Beautification wants to buy ten planters from the Concrete Lady for the corners downtown. Mayor Waiz said that was a good idea. STREET CLOSURE Engineer Miller made the motion to approve closing a portion of Watt Street August 4,5,and 6 for moving the City offices, seconded by Councilperson McCauley and carried unanimously. RESOLUTION 2006-R-4A Councilperson McCauley made the motion to approve Resolution 2006-R-4A regarding the Personnel Policy Manual Non-Benefits, seconded by Engineer Miller and carried unanimously. {' ANTIQUE CAR SHOW Engineer Miller made the motion to approve closing the north side of Court Avenue by Warder Park between 6:30 and 9:30 pm on Friday, August 11, 2006, seconded by Councilperson McCauley and carried unanimously. CHANGE ORDER APPROVAL Josh Hillman of Jacobi, Toombs, and Lanz asked the Board to approve a Change Order for the Jeff- Charlestown Pike sidewalks in the amount of $1 0,200.00. Engineer Miller made the motion to approve the Change Order, seconded by Councilperson McCauley and carried unanimously. The contractor is Pace Contracting, LLC. BUDGET INFORMATION Councilperson Sellers said she along with Councilperson Grooms and Councilperson Zastawny would like to meet with all department heads July 24th through July 28th to go over their budgets. .~., ':, f \ i ~,"\.' t. .',,1 REMINDER IT Director Hardy reminded everyone of the Network Outage scheduled for Thursday, July 13, 2006 at 4:30 pm for approximately two hours. PURCHASE ORDER SYSTEM Mayor Waiz said some department heads would like to schedule a meeting to gather more information and voice concerns about the purchase order system. Councilperson McCauley said he has looked at the system this past week and thinks it has a lot of good capabilities and benefits.
