A RESOLUTION APPROVING DONATION OF SURPLUS POLICE
VEHICLE TO SULLIVAN COUNTY SHERIFF
WHEREAS, the City of Jeffersonville, Indiana (the "City") owns an
unmarked police vehicle unit to wit: #5127/1995 White unmarked Crown
Victoria with 164,440 miles (the "Vehicle"); and
WHEREAS, the Sullivan County, Indiana Sheriff's Department, xvhich
is a governmental entity under Indiana law, is in need for addiuonal vehic es;
and
WHEREAS, the City has deiermined that it does not the vehicle: and
has further determined that said vehicle is surplus property; and
WHEREAS, the City has determined that the vehicle should be
donated to the Sullivan County, Indiana Sheriff's Department;
NOW, THEREFORE, IT IS HEREBY RESOLVED that the
vehicle is hereby donated for no consideration to the Sullivan County, Indiana
Sheriff's Department pursuant to I.C. 36-1-11-8.

This letter is initiated as a request to assist Reserve Police Officer Gary Smith, with the Sullivan
County Sheriffs Department. I am requesting to donate one of our retired unmarked units to the
Sullivan County Sheriffs Department, allowing their agency the oppommity to p ~a~icipate in a
Mul!i-jurisdictional Special Response Team. The unit available and not in service,is #5127 (1995
White unmarked Crown Victoria with 168,440) being in an operable conditiort.
The Sullivan County Sheriffs Department, has a composition of (71 full time Officers including
Sheriff John Watterman II, and (7) Reserve Officers totaling (8) police vehicles. This vehicle will
allow the Department to have Off. Smith participation as a Pro, f_essional Annorer?l~,eci~alist, to
the Region 7 Force Protection Team. As a result of Off. Smith s participation wire me torce
protection team, the Sullivan County Sheriffs Department now has direct access to a Swat Team.
This will greatly assist with combating methamphetamine labs, which are a signif~lcant/problem
in the Sullivan County Area. /
Officer Gary Smith has been a vital resource to this agency, since Pti. Wilson an I were
introduced to him in June of 2005, at Crane Naval Warfare & Ordinance Crane, I~q. Off. Smith
is an Armorer Specialist in the Small Arms Maintenance Branch, which supportsllthe Naval
Special Force Division of the military. /
This agency Special Response Team has currently had all of the AR-15 / M-16 ~eapons (8),
currently reworked by Smith and other Naval Small Arms Techmctans. This tnch ted a custom-
built Sniper's Rifle from the teams old Remington 700, which is currently a new built rifle for
duty by Crane's Armorer Specialist, similiar to those being built for Special Fore es in Iraq.
Numerous sub gun accessories, along with (2) critical weapon deficiencies were identified and
corrected by the Naval Armorer Technicians. Every service mentioned above, ~ as free to this
agency's S.R.T. and is estimated between $15,000 - $20,000 in commercial cos which
