HomeMy WebLinkAbout08-17-2005MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA AUGUST 17, 2005 Mayor Waiz called the meeting to order at 9'30 a.m. and on call of the roll those members present were' Councilperson Sellers and City Engineer Miller. Also present were: Building Commissioner Segraves, Administrator Davis, City Attorney Mcrkley, Vehicle Maintenance. Director Dmry, Street Commissioner Ellis, Police Chief Ashabranner, Redevelopment Director Cahill, Personnel Director Calabro, Animal Shelter Director Wilder, Parks Director Poff, Wastewater Treatment Director Crawford, Planning and Zoning Director Hicks, Fire Chief Miles, and Deputy Clerk Lynne Mayfield. Councilperson Sellers made the motion to approve the minutes of 8-10-05 as presented, seconded by Engineer Miller and carded unanimously. City Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson Sellers and carded unanimously. FUEL BID Engineer Miller said Petroleum Traders could provide the gasoline specified in the bid specifications. Vehicle Maintenance Director Dmry said it is easier for him to deal with someone local. Councilperson Sellers asked why we take bids if we are going to choose who we want regardless of the lower bid. After some discussion, Councilperson Sellers made the motion to table the bids until further information is gathered, seconded by Engineer Miller and carried unanimously. SALON 253 Holly Wcthington, the owner of Salon 253 asked permission to place a .clOthing rack in front of her salon at 251 Spring Street. Building Commissioner Segraves said there is an ordinance against outdoor displays. Engineer Miller made the motion to deny the request, seconded by Councilperson Sellers and carried unanimously. FENCE Shahid Ikram of 1801 Martha's Court asked permission to erect a fence in an easement area. The' Board told him that fences aren't allowed in easement areas. Mr. Ikram said there are other property owners who have put fences in easement areas and he feels seeking proper approval .to do it is penalizing him. Engineer Miller said he has looked at the property but can't give Mr. Ikram permission to erect a fence in the easement even though others have done it. Mr. Ikram asked the Board what is being done aboUt the violators of the ordinance. Engineer Miller said action could be taken when.a complaint is filed. HIRING OF DISPATCHER Police Chief Ashabranner asked the Board' to approve the hiring of a full time dispatcher. Councilperson Sellers made the motion to approve hiring a full time dispatcher, seconded by Engineer Miller and carried unanimously. CITATION-1730 SPRING STREET Planning and Zoning Director Hicks said the owner of the property at 1730 Spring Street has been cited twice for junk cars. David Woods, owner of the property appeared before the Board and said his tenant had cleaned up the property temporarily but it became a problem again. Director Hicks recommended fining Mr. Woods. Mr. Woods said he has sent a letter of eviction to the tenant and has a court appearance this day regarding the eviction. Pat Thompson, a neighboring property owner said the property in question has never been. properly cleaned up and has been ongoing. After discussion Councilperson Sellers made the motion to give Mr. Woods fifteen days to see that the property is cleaned up and if not a $100.00 per day fine will be imposed, seconded by Engineer Miller and carried unanimously. COUNTRY CLUB ESTATES Engineer Miller Said the Country Club Estates Homeowners Association called him requesting road dedication. Engineer Miller said the road is wide enough but is no in good shape. He told the Association that the roads need to be paved first. Councilperson Sellers made the motion to require the roads be paved before dedication, seconded by Engineer Miller and carried unanimously. BEGGARS NIGHT Mayor Waiz said Beggar's Night is scheduled for MondaY, October 31, 2005 from 6-9 p.m. Councilperson Sellers made the motion to approve the date, seconded by Engineer Miller and carded unanimously. , COMMENTS' ..~ '., Street Commissioner Ellis asked if old tires should be picked up around the City. Mayor Waiz suggested that he call Sharon Marra with the Recycling program and inquire if they are doing that. Vehicle Maintenance Director Dmry asked everyone with city vehicles to conserve fuel as much as possible. Administrator RiCh Davis said he has gotten a price for On Line bill payment but the price doesn't include everything necessary to start. He would like to talk to Troy McCormick about what he could offer. Parks Director Poff said Halloween Downtown is scheduled for October 24, 2005 and Light Up Downtown is scheduled for.December 1, 2005. Personnel Director Calabro said a meeting is 'scheduled next Wednesday at River Valley School regarding the Mentoring Program. She said she has also met with Metro United Way and the kickoff is set for September. Police Chief Ashabranner said the Franklin Street parking lot has been taken over by the school by two thirds. He said the City Co. Building needs more parking spaces. There being no further discussion to come before the Board the motion was made by Engineer Miller to adjoum at seconded by C°uncilperson Sellers and carded unanimously. MAYOR i. CL RK
