HomeMy WebLinkAbout03-16-2005MINUTES OF THE BOARD OF PUBLiC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, ~NDIANA MARCH 16, 2005 ~ In Mayor Waiz's absence, City Engineer Miller called the meeting to order at 9'30 a.m. and on call of the roll those members present were: Councilperson Sellers and Building Commissioner Segraves sitting in for City Engineer Miller.- Also present were' Building Commissioner Segraves, Fire Chief Miles, Police Chief Ashabranner, Animal Shelter Director Wilder, Assistant Parks Director Couts, Vehicle Maintenance Director Drury, Planning and Zoning Director Hicks, Youth Coordinator Knight, Code Enforcement Officer Potter, Computer Technician Davis, Wastewater Treatment Director-Crawford, Personnel Director Calabro, Redevelopment Director Cahill, City Attorney Merkley and Deputy Clerk Mayfield. Councilperson Sellers made the motion to approve the payroll, seconded by Building Commissioner Segraves and carried unanimously. OLD BUSINESS Engineer Miller said the only location he could find for the Relay For Life banner is at the OverloOk at the foot of Spring Street. NEW BUSINESS RESIDENT ONLY PARKING Cynthia Rogers of 322 Knobloch requested a resident only parking sign because her neighbor has seven vehicles. The police department will check the location and make a recommendation. James Graston of 407 Knobloch also requested a resident only parking sign. The police department will check the location and make a recommendation. STREET CLOSURE Alan Mercke of Rueff Sign Company asked the Board to approve closing part of Court Avenue in front .of Hardee's so that-the light can be changed in their sign. The Board told Mr. Mercke.to notify Central Alarm, the School Corporation, and the Police Department of the closure. Councilperson Sellers made the motion to approve the closure, seconded by Building Commissioner Segraves and.carded unanimously. JULY 4TM PARADE Ann Northam appeared before the Board to request permission to use the Overlook and Warder Park on July 4, 2005 for a parade and picnic. Parade route and times are attached. Councilperson Sellers made the motion to approve the request, seconded by Building Commissioner Segraves and carried unanimously. CITATION Building Commissioner Segraves said William McCulloch was cited to appear before the Board for violating Ordinance No. 150.105 (Exterior Maintenance). Code Enforcement Officer Potter said no improvement has been made on the properties in the last three weeks. He recommended fining Mr. McCulloch for the property at 2611 and 2615' New Albany- Charlestown Pike. After discussion Councilperson Sellers made the motion to fine Mr. McCulloch $250.00 per month per lot if properties are not cleaned up in 30 days, seconded by Building Commissioner Segraves and carried unanimously. SPRING BREAK SECURITY Youth Director Knight asked if the police department would stop by the field house occasionally on March 22,23,and 24 while the Spring Break activities are going on. Police Chief Ashabranner said this would be done. AGREEMENT MODIFICATION City Attorney Merkley asked the Board to approve extending the Agreement Modification between the City of. Jeffersonville and Bemardin, Lochmueller, and Associates through July 31, 2005 on the downtown parking study. Councilperson Sellers made the motion to approve the extension, seconded by Building Commissioner and carried unanimously. COMMENTS· Louis Galligan said there are two signs missing on Spring Street that need to be replaced. Engineer Miller told him to order two new ones. Computer Tech Davis said there is software available for complaints and services for approximately $12,000.00. Davis said the contract With. CINergy for T- 1 lines has dropped from $278.00 per month to $150.00 per month. Da;~is let Engineer Miller know that traffic light changers can be purchased on line. Animal Shelter Director Wilder said a Golf Scramble will be held July 18, 2005 at the Elks Club with proceeds to benefit the spay and neuter program. Volunteers need to contact him. Parks Dept. Assistant Director Couts 'said the Cherry Hill neighborhood will have an Easter egg hunt at 2'00 p.m. at Bob Hedge Park on March 19, 2005. There being no further discussion to come before the Board the motion was made by City Engineer 0 a.m., seconded by Councilperson Sellers and carded unanimously. Jeffersonville Celebrating Freedom ~ Fourth of July community parade and celebration event Request the use of the Overlook area on Monday, July 4, from 10AM-11AM. We also request the use of Warder Park. and the gazebo on July 4th, from 10 AM-2 PM. Request that Riverside Drive be blOcked from Wall Street to Pearl Street :at 10 A.M. on .July 4th. (We will be staging the parade in this area.) . We request that SPring Street be blocked from Riverside Drive to Chestnut at 10 AM. The parade will start at 11 AM, and will proceed north on SPring. Street to Warder Park. Thru streets need to be blocked as parade progresses. We need Spring Street blocked at 7m Street as parade reaches Court Avenue until 2PM. We need Court Avenue blocked between Spring Street and Wall Street from 11AM-2PM. We would like a police car to lead the parade and one at the end of the parade.
