HomeMy WebLinkAbout09-01-2004MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA SEPTEMB.ER 1, 2004 Mayor Waiz called the meeting to order at 9:30 a.m. and on call of the roll those members present were: Councilperson Sellers and City Engineer Miller. Also present were: Building Commissioner Segra, ves, Vehicle Maintenance Director Drury, Street Commissioner Ellis, Administrator Davis. Fire Chief Miles, Youth Director Knight. Police Department Representative Morlan, Animal Shelter Director Wilder, Personnel Director Calabro. Planning and Zoning Director Padgett, City Attorney Merkley and ~Deputy Clerk Mayfield. Councilperson Sellers made the motion to approve the minutes of 8-18-04 and 8-25-04 as presented, seconded by City Engineer Miller and ca~ed unanimously. City Engineer Miller made the motion to approve the~payroll, seconded by Councilperson Sellers and carried unanimously. OLD BUS1NESS LYNNDALE DRIVE Engineer Miller made the motion to deny the request,to block the passage between Lynndale Drive and Lafayette Square Apartments, seconded b~ Councilperson Sellers and carried unanimously. Planning and Zoning Director Padgett said he thinks more police presence is needed. The police department will check into it PACKER TRUCK BIDS Engineer Miller made the motion to reject the bids on the Packer trucks, seconded by Councilperson Sellers and carried unanimously. Engineer Miller will notify the bidders. NEW BUSINESS STREET CLOSURE Youth Director Knight said a concert and a ear shgw is scheduled for September 25.2004 and during the month of October on Sunday's will be Spirit Over The Water. The Overlook and Terrace Lawn will be used for these events. She Would like the street in front of Terrace Lawn to be closed off from Spring Street to Pearl ktreet. She is also checking into having a beer garden for the September 25, 2004 event. AMERICAN HEART ASSOCIATION HEART WALK Jane Cornett passed out information about the Hem't Walk scheduled for Saturday, October 16, 2004. The activities start at 8:00 a.m. She asl~ed for sponsors and city participation. OPEN STORAGE Building Commissioner Segraves said a citation was sent to I304 Ninth Street several times for open storage. No cleanup has been done. Bui!ding Commission Segraves recommends they be given ten days to clean up the property. If not cleaned up in ten days he recommends a $250.00 monthly fine. Engineer Miller made th~ motion to impose a $250.00 monthly fine if the property is not cleaned up in ten days, secon~ded by Councilperson Sellers and carried unanimously. 1009 BRUNSWICK DRIVE Building Commissioner Segraves said the property owner of 1009 Brunswick Drive, Barbara Duke was cited for open storage. Police Officer Morlan said he is familiar with this property and that it is bad. There is a truck on the property'that needs to be moved also. The City will remove ~t on September 9, 2004 Engineer Miller made the motion to send a letter glwng Ms. Duke ten days to clean up the property debris inside and outside and after ten days a $250.00 per month fine will be imposed and the owner mt~st hook into the sewer, seconded by Councilperson Sellers and carried unanimously. COMMENTS: Building Commissioner Segraves said he sent out'~a letter to the owner of 1502 Nina Road regarding cleanup but it was returned. He asked the police department te hand deliver it for him. Mayor Waiz said Victor Perkins of Momingside Drive said there is a drain that clogs up frequently. Mr. Perkins said there is a tree on Morningside that needs to be trimmed that is blocking the view near Tenth St. Police Officer Morlan said numerous yard sales are t~,king place at a residence in the 900 block of Tenth Street and Fulton Street. Planning anc~ Zoning Director Padgett asked him to start documenting each time the police see the yard stile set up. Only 7 days per calendar year are allowed. Vehicle Maintenance Director Drury said he has a vehicle that needs a new transmission. which ~vill cost about $5,000.00. Since it will be several months until a new one is in Mayor Waiz told him to get the old one fixed. Vehicle Maintenance Director Drury said he is gettin~g low on fuel funds. About $30.000.00 is needed to get through the end of the year. Computer Technician Davis said the Building Commissioner needs about $10.000.00 worth of computer software. The Building Commissioner has enough money in his budget to cover it but a transfer will need to be done. [ Personnel Director Calabro met with a representative~ from Alliance. All employees who drive a city vehicle must have a driving check and a 6riminal history check annually. She said the Alliance representative would meet with department heads on policies and procedures. Mayor Waiz said EMC Director Crawford has a conoem about wood chips being dropped on the pads there by the City. He asked that they be dropped in a different spot. [ Animal Shelter Director Wilder asked whom to conthct about ADA issues. Building Comm~ssmner Segraves smd h~s department could hrelp with ADA problems and guidelines. Animal Shelter Director Wilder said he has gotten several complaints about pit bulls and junk at 1730 Spring Street. Building Commissioner Segr~_ves said he xvould send a letter out. Nellie Knowland-Mrs. Knowland said the owner of trhe property at 106 Fmrview Avenue is planning to put another building in. She and the other homeowners in the area are opposed to that. She said they would sign a petition stating so. Planning and Zoning Director Padgett said if the property was originally platted that ~vay it can't be stopped. There being no further discussion to come befoi'e the Board the motion ~vas made by City Engineer Miller to adjourn ~ 11:0_0 a.m., seconded by Cour~cilperson Sellers and carried unanimously.
