HomeMy WebLinkAbout03-31-2004MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MARCH 31, 2004 Mayor Waiz called the meeting to order at 9:30 a.m. and on call of the roll those members present Were: City Engineer Miller and Councilperson Sellers. Also present were: Wastewater Treatment Director Crawford, Vehicle Maintenance Director Drury, Building Commissioner Segraves, Administrator Rich Davis, Animal Shelter Director Wilder, City Attorney Merkley, Redevelopment Director Becker, Police Chief Ashabranner, Street Commissioner Ellis, Personnel Director Calabro, Parks Director Poff, Fire Chief Miles, Planning and Zoning Director Padgett, and Clerk Lynne Mayfield. City Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson Sellers and carried unanimously. City Engineer Miller made the motion to approve the minutes of 3-24-04 as presented, seconded by Councilperson Sellers and carried unanimously. PARKING ISSUE Kenneth Milish who resides at 4606 Kevin Court in the Meadow's Subdivision came to the Board in regard to the parking situation with his tow truck and trailer at his residence. A neighbor has complained about it. Planning and Zoning Director Padgett said there is an ordinance stating that business trucks are not allowed to be parked in residential neighborhoods. The Board asked Mr. Milish if he has tried to find another place to leave his truck and trailer and he said he has with no luck. After some discussion, Councilperson Sellers made the motion to give Mr. Milish one week to find another location for the truck and trailer, seconded by Engineer Miller and carried unanimously. FUEL BIDS Engineer Miller made the motion to award the 2004 fuel bid to Makowsky Oil Co., seconded by Councilperson Sellers and carried maanimously. Makowsky Oil has agreed to waive the $100.00 delivery fee. STREET CLOSURE REQUEST Dave Huber with Vectren asked the Board to approve closing the 100 block of E. Chestnut Street for one day in order to retire a main. Engineer Miller made the motion to close the 100 block orE. Chestnut Street for one day seconded by Councilperson Sellers and carried unanimously. Some work is to be done near Preservation Station but street closure won't be necessary. PARADE PERMIT Charles Smith appeared before the Board on behalf of the Falls City Mustang Club for a parade permit to cruise down Spring Street around 9:00 p.m. on Saturday night, July 16, 2004. The cars will be on display earlier in the day at Youngstown Shopping Center. Engineer Miller made the motion to approve the parade permit, seconded by Councilperson Sellers and carried unanimously. POLICE DEPT. HIRES Police Chief Ashabranner asked the Board to approve hiring Michael Todd Brewer as a police officer effective April 16, 2004 and Lisa Kuntz as a dispatcher effective April 5, 2004. Councilperson Sellers made the motion to approve the hiring's and seconded by Mayor Waiz. Engineer Miller abstained. HOLD HARMLESS AGREEMENT City Attorney Merkley told the Board that Sunnyside Land, LLC asked for a Hold Harmless Agreement pertaining to the police department and K-9 unit using the old Babby's property for training. Councilperson Sellers made the motion to approve the Hold Harmless Agreement with Surmyside Land LLC, seconded by Engineer Miller and carried unanimously. CITATION Building Commissioner Segraves said this is a continuance of a previous citation to James R. West of 202 Cherokee Drive for excess animals. The animal control officer said there have been complaints twice weekly for several months. The complaints are about cats and dogs running loose and that there is a bad odor coming from the residence. He said the Animal Shelter lent a trap to neighbor Dick Jones and Mr. Jones brought in at least a dozen cats. He believes they are Mr. West's cats. The Animal Control Officer hasn't gotten much cooperation from the West's. Mr. West said he has only missed four of his cats so the dozen trapped could not have been his. He said one of his cats was trapped for quite some time during the cold weather and was starved when it returned to him. He took it to his veterinarian but it died in 48 ½ hours. Mr. West said he now has ten cats and three dogs. He said as the animals expire he will not replace them. He said all of the female cats have been spayed. Mayor Waiz said the grandfather clause in the ordinance needs to be checked because Mr. West property was originally in the county and then was annexed into the City later. Mayor Waiz said the odor issue must be dealt xvith right away. If Mr. West doesn't comply in one week on the odor issue he may be fined. Engineer Miller made the motion to table for one week until more information is gathered, seconded by Councilperson Sellers and carried unanimously. TREE ISSUE Jim Rider who lives at the corner of Court Avenue and Fulton Street said there are a couple of trees hanging over the road that he's concerned about. He's concerned they may break. He said he's gotten an estimate of $600.00 to trim them back and would like to know if the City would be willing to pay half as the trees are on the city's right of way. Street Commissioner Ellis said he would get a couple of quotes to take care of the portion over the street. COMMENTS: Personnel Director Calabro said she is in the process of transferring all employees from Companion Dental and Life Insurance to Humana Dental and Life. New cards will be issued. Personnel Director Calabro said a letter would be sent out in the payroll checks about open enrollment. She said this would be the only time allowed to make changes. April 16, 2004 is the deadline. Personnel Director Calabro said the Policy Procedure Manual is being put together with an April 14, 2004 deadline. The city council will need to approve it. City Attorney Merkley said it would be put on the Council agenda for Monday, April 5, 2004. Street Commissioner Ellis said that due to the weather the stop sign hasn't been put up yet at Charlestown Pike and Tall Oaks. Street Commissioner Ellis said in order to dispense any pesticides someone must have Category 8 Certified training. He said there is no opening for training at this time. Building Commissioner Segraves said that on the 22nd of April there would be a training session in the Mayor's conference room for various building officials throughout Southern Indiana. The State Building Commissioner will be in attendance.
