A RESOLUTION ENDORSING THE "TRAFFIC STOPS
STATISTICS STUDY ACT OF 1998" AND THE MAYOR'S POLICE
ADVISORY COMMITTEE
WHEREAS, the Common Council of the City of Jeffersonville (the
"Council") recognizes that there exists a national problem in that young men of
color are more often the subject of police stops than other segments of the
population; and
WHEREAS, in March, 1998 the U. S; House of Representatives passed
the "Traffic Stops Statistics Study Act of 1998," (informally known as the
"Driving While Black" Bill), which would require the Department of Justice to
conduct a study of stops for routine traffic violations by law enforcement
officers; and
WHEREAS, the study would include consideration of the race and/or
ethnicity as well as the approximate age of the individual stopped, whether a
search was conducted as a result of the stop and whether an arrest was made;
and
WHEREAS, the Driving While Black Bill was not acted upon in the
U.S. Senate prior to the adjournment of the 105~h Congress, and therefore did
not become law; and
WHEREAS, Congressman John Conyers (D-Mi) intends to reintroduce
the Driving While Black Bill in the U.S. House of Representatives; and
WHEREAS, the City of Jeffersonville has received some complaints
indicating that in Jeffersonville young men of color are more often the subject
of police stops than other segments of the population; and
WHEREAS, the Council believes that this problem needs to be
addressed; and
WHEREAS, the Mayor has formed the Mayor's Police Advisory
Committee to address this problem and discuss discrimination and respect to
officers, as well as respect to the youth in our community; and
WHEREAS, the Council also believes that both the Driving While
Black Bill and the Mayor's Police Advisory Committee will be helpful in
addressing this problem;
Passed and adopted this

Indiana.
NOW, THEREFORE, BE IT HEREBY RESOLVED, that the
Council endorses both the Driving While Black Bill and the Mayor's Police
Advisory Committee and pledges its support to both initiatives.
