Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roil those members present were Mayor Parker~ ~' Personnel and Safety Director Harold Lakemmn~ and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner George Trembly~ Maintenance Foreman Mike Ewton, Plant Superintendent Larry James~ Police Chief Rick Elliott, Fire Chief Jerry Dooley, City Services Coordinator Leslie Kavanaugh, Parks Superintendent Rodger Caldwel!, Sewer Office Manager Bob Goldman, Administrative Assistant Donna Baird~ Councilperson Andrew Williams III~ and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of November 15~ 1993 as presented, seconded by Director Matra and carried unanimously. Director Lakemmn made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. PAINTED CURBS ON 9TH STREET City Engineer Bob Miller reported that he talked to the Attorneys on ?th Street about painting the curbs yellow at the request of County Assistant Police Chief Dean Marble so his supply trucks can back in without trouble. The Attorney's ask Bob not to paint the curbs. Bob said that we have something else in the working~ and he bring it up to the Board next week. ZONING PROBLEM Robert C. Shroyer, 2009 Spring Street has a problem with the zoning of his address at Sherwood Heights Trailer Park. The Serwood Heights has a Hamburg Pike address and Mr. Shroyer wants to keep his as Spring Street. Mayor Parker asked Building Commissioner Bill Gavin to go and take a look at this and bring his recommendation back to the Board. ACCEPTANCE OF FOXBORO TWO Building Commissioner Bill Gavin is recommending to 'the Board to jmccept Foxboro Two into the City. City Engineer Bob Miller checked out the streets and said that they are acceptable. Also the entrance into Foxboro T~o has been fixed as per request from the City. Director Lakeman made the motion to accept Foxboro Two into the City~ seconded by Director Matra, and carried unanimously. ~SANtTARY SEWER LINE EXTENSIONS ~Jorge Lanz representing Jacobi~ Toombs and Lmnz presented a sewer Master Plan Sewer Extensions in subsystem ? Ar'em ?-1 (see copy). Director Matra made the motion to approve Mr. Lanz's presentation of the Sanitary Sewer Master Plan Sewer Extensions in Subsystem ? Arem ?-ir seconded by Director Lakeman, and carried unanimously. PAGE ~ NOVEMBER ~S, i993 GOALS AND OBJECTIVES Mayor Parker asked for all the Department Heads to submit what goals and objectives they submitted in 1993 that they accomplished~ he would ,, ~ like for that to be in before the first of the year. Also Mayor Parker is requesting that the Department Heads submit the objectives and goals for i994 that they intend to persue and accomplish. ~ PARKS DEPARTMENT Councilperson Andrew Williams talked to Pat Jewel~ Director of Council for the Aging & Aged~ Inc. about losing control of the Ken Ellis Building. Parks Superintendent Rodger Caldwell said that the only thing that will change is that it will not be in the jurisdiction of the Parks Department. Also the Jaycee's will be taking over the Jaycee Building. Mayor Parker said that he will talk to Rodger about this situation. CUM CAP FUND Councilperson Andrew Williams reported that he talked to Clerk-Treasurer Richard Spencer concerning the Cum Cap Fund. Councilperson Williams would like a policy on making a resolution regarding transfers in 1994. Councilperson Williams said that it is very difficult for the Council to keep track of the tansfers on a meeting to meeting basis, he proposes to do quarterly transfers. CROSSWALKS ON MARKET STREET AT JEFF BOAT Police Chief Rick Elliott received a call from Bob Greene of Jeff Boat requesting crosswalks at Market and Graham Streets and Market and Main Streets for' his employees. Jorge Lanz of Jacobi, Toombs and Lanz said there is no problem because they are painted on the street. OPEN CONTAINER LAW City Engineer Bob Miller said that he is putting up the Open Container signs~ Mayor Parker said that the general public has to be notified about this law and it needs to be advertised in the paper. Police Chief Rick Elliott said that they will give another IO days grace period. Councilperson Andre~ Williams asked if a person can be stopped for the Open Container Law or be stopped for something else for it to be enforced. Chief Elliott said that they can be stopped for an open container only. November 17, 1993 JEFFERSONVII J,E SANITARY SEWER MASTER PLAN SEWER EXTENSIONS IN SUBSYSTEM 7 AREA 7-1 pROJECT AREA Area 7-1 sewer extension would expand the present sewer service area to the land bounded by Hamburg Pike to the West, the CSX Railroad tracks to the South, the Easterly property line of a 35 acre tract owned by Voyles to the East, and the Meadows Subdivision to the North, an area of approximately 55 acres. It will also provide sewer .service to the following existing residences: 4314 Hamburg Pike (Ralph Corm) 4316 Hamburg Pike (Joseph Voyles) 4318 Hamburg Pike (Robert Voyles) 4406 Hamburg Pike (Owner Unknown) 4408 Hamburg Pike (Akers) 4416 Hamburg Pike (Howard) 4418 Hamburg Pike (Wheatley) Additionally, the proposed collection system extension will allow for the future development of about 18 acres located near the intersection of Hamburg Pike and the CSX Railroad tracks which will have to be serviced by a small sewage pumping station connected to the sewers proposed. A map showing the service area is attached to this report. 2. COLLECTION SYSTEM EXTENSION DESCRIPTION The proposed extension consists of the installation of 8 inch sanitary gravity sewers and sanitary manholes beginning at existing manhole 7-254 located at the intersection of Scott Drive and Dunbar Drive in the Meadows SubdivisiOn, and extending in a westerly direction towards Hamburg Pike, a distance of about 2750 feet. The system will be served by the existing Crum's Lane No. 1 Pumping Station, which was replaced and expanded in 1991 as part of the City's EPA Wastewater Project. The maximum pumping capacity of the station is 750 gpm. Peak flow coming into the station is 450 gpm. An additional 170 gpm has been allocated for the proposed Hidden Lakes Estates Subdivision north of the Meadows Subdivision. This results in a reserve capacity of 130 gpm before the existing pump station reaches full capacity. The peak discharge for a single family dwelling is estimated at 930 gpd or 0.65 gpm. Therefore, the reserve capacity of the existing pump station is 130/0.65 = 200 more homes, which accommodates the potential development of the new service area. 1 3. PROJECTED REVENUES. As mentioned previously, the extension will allow for the development of approximately 55 acres of residential-zoned land. Assuming that 3 houses can be developed per acre (allows for access roads), the potential number of houses that could be developed in this area is about 150 homes. Tap-In Fees:. The tap-in fee for residential developers is $325.00 per house, and $525.00 for all others. Therefore, the potential revenue that could be generated from tap-in fees is 150 homes x $325/Home _- $48,750.00 And from the existing seven (7) homes to be connected is: 7 homes x $525/Home = $ 3,675.00 ~Monthly Sewer Bills:. The average monthly sewer bill for single family residences in the City of Jeffersonville is currently about $17/month. Therefore, the amount that could be generated by sewer bills during a one-year period if all the available land is developed is: 157 homes x $17/mo x 12 mo/yr _ $32,028.00/yr Real Esta. gte Property Tax Base: The development that this sewer extension could potentially generate would also increase the City's property tax base. Since these monies would not revert to the City's Sewage account, estimates of the amount that could be generated are not presented in this report. 4. ESTIMATED PROJECT COSTS. The estimated project Costs are as follows: Construction & Contingency = $89,124.00 Engineering and Inspection = $16,250.00 = $ 0.00 Easements (to be donated by property owners _ benefiting by project) Total Estimated Project Cost = $105,374.00 5. CONCLUSIONS AND RECOMMENDATIONS-: Area 7-1 sanitary sewer extension should be constructed to serve the existing homes since the area has been annexed by the City of Ieffersonville. FN:$70S/MP-SUBT.PWP 3 The estimated project costs are easily justified by the potential development created by the sewer expansion. The expanded service area has not developed to date due to the lack of sewer service, yet, is prime development land and should develop within the next five (5) years if the project is constructed. Assuming that the potential 150 homes would be built within a five (5) year period, at a rate of thirty (30) homes per year, the income generated for the sewer utility by the project would be as follows: End of Year 1: Tap-ln Fees from existing 7 homes = $ 3,675.00 Tap-In Fees from 30 new homes = $ 9,750.00 Sewer Bill from existing 7 homes = $ 1428.00 End of Year 2: Total Projected Income E/O/Y 1 -- $14,853.00 Tap-ln Fees from 30 neW homes -- $ 9,750.00 Sewer Bill from existing 37 homes = $ 7,548.00 End of Year 3: Total Projected Income, E/O/Y 2 Tap-ln Fees from 30 new homes Sewer Bill from EXisting 67 homes = $32,151.00 = $ 9,750.00 = $13,668.00 End of Year 4: Total Projected Income, E/O/Y 3 Tap-In Fees from 30 new homes SeWer Bill frOm Existing 97 homes $55,569.0O $ 9,750.00 $19,788.00 End of Year 5: Total Projected Income, E/O/Y 4 = Tap-ln Fees from 30 new homes = Sewer Bill from Existing 127 homes = $85,107.00 $ 9,750.00 $25,908.00 Total Projected Income, E/O/Y 5 = $120,765.00 This schedule shows that the project costs would be recovered between year 4 and year 5, not including interest. The proposed sewer system expansion should be constructed.
