Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roll those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman, and Police Chief Rick Elliott was appointed to the Board for today's meeting in the absence of Sewer Collection Manager James Matra. Also present were: Building Commissioner Sill Gavin~ Street Commissioner George Trembly~ City Attorney Mike Gillenwater, Utilities Superintendent Larry James~ Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jan Wheatley, Vehicle Maintenance Director Mike Wathen, Parks Superintendent Rodger Caldwell~ Sewer Office Manager Bob Goldman, Administrative Councilperson Donna Frantz, Assistant Donna Metzger, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of February 22, 1993 as presented, seconded by Police Chief Rick Elliott, and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Police Chief Rick Elliott~ and carried unanimously. LIGHTS IN THE ISLANDS ON COURT AVENUE Building Commissioner Bill Gavin said that he needs approval or disapproval on the controls for the 28 lights in the islands on Court Avenue. Clerk-Treasurer Dick Spencer said that there is enough money in the Council budget under Traffic Signals to take care of this. Director Lakeman made the motion to approve the recommendation of Bill Gavin on installing the 8 cells for the lights in the Islands on Court Ave., seconded by Police Chief Elliott~ and carried unanimously. SEWER PROBLEM Assistant Superintendent Larry James said that the sewer problem at 816 E. Larkspur has not been resolved as of yet. LETTER Building Commissioner Bill Gavin received a letter from Larry Hardin asking for compt, time for the ti~e he was here. Bill said that we do not have any records on his compt, time, Bill said that he can't recommend paying him. Director Lakeman made the motion that we do not pay Mt.Hardin for compt, time, there is nothing documented throw Mr. Gavins office~ seconded by Police Chief Rick Elliott, and carried unanimously. PAGE 2 MARCH 17 1993 UPGRADING DAIRY MART Building Commissioner Bill Gavin said that upgrading of the entrance to the Dairy Mart on Charlestown-New Albany Road is a situation wheret they requests an angled driveway close to the intersection. Bill~ talked to our engineer Jorge Lanz and his office has approved the entrance only upgrading. Bill wants to show in the records that he feels that this is an unsafe entrance. George Trembly and Director Lakeman also feel that its too close to the intersection. BASKETBALL GOAL Director Lakeman received a ca~ from Mr. Jim Wright of Avondale Ct. referring to the basketball goal that was supposed to be taken down. City Attorney Mike Gillenwater sent the people a letter asking them to remove the goal. Mayor Parker suggested that we make one more effort before we have to remove it. Director Lakeman will give them a call. ADA PROCLAMATION Mayor Parker thanked the Goodies for participating in 't~e ADA Proclamation, we had news media present to proclaim this week as ADA Week. ANIMAL ORDINANCE City Attorney Mike Gillenwater wants to remind Animal Wheatley that her Animal Ordinance is coming up tonight Meeting and she will have to present it. Director Jan ~ at the Councilj THANK YOU Director Lakeman wants to thank the Goodies for helping him with the Transition Plan that was sent to the U.S. Department of Justice. Last week they met with Ken Morris of Bill Gavins office on PR work. Jan Wheatley said that the Goodies helped at the Animal Shelter on things that were correct and things that needed to be corrected to accommodate the handicapped. THANK YOU Street Commissioner George Trembly wants to thank Larry James and his men from the Wastewater Treatment Plant for helping him during the big snow. Also thanks to Mike Wathen for fixing the breakdowns that we had on our equipment. COMPLAINTS Director Lakeman reported that he has received several complaints about the parking lot not being cleaned after the snow. Clerk-Treasurer Dick Spencer explained that the City usually cleans the lot whenever they clean the Watt Street area, since the County equipment is to large to do the job. PAGE 3 MARCH 1~ 1993 BIDS FOR GARBAGE ROUTES Clerk-Treasurer Dick Spencer reminded everyone that the garbage route bids will be coming up soon, and that we need to get the spects drawn up. Mike Gillenwater will work on this. George Trembly~ Director Lakeman~ and Mike Gillenwater will have to sit down and see what has to be shanged. There being no further business to some before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at 9:55a.m.~ seconded by Director Marra~ and carried unanimously.
