A RESOLUTION OF THE JEFFERSONVILLE COMMON COUNCIL
DESCRIBING JEFFERSONVILLE FLOATING STAGE PROJECT AND
REQUESTING FUNDS FROM THE
CLARK-FLOYD COUNTIES CONVENTION AND TOURISM BUREAU
WHEREAS, the City of Jeffersonville, Indiana wishes to encourage and promote tourism
and economic growth and development in all areas of the City, including the city's historic
downtown areas and particularly at the Jeffersonville riverfront and Terraced Lawn; and
WHEREAS, the City of Jeffersonville supports the continued development along the
Jeffersonville river~ont and the Floating Stage Project, specifically described in Exhibit
"A" attached hereto and made a part hereof as if fully set forth herein; and
WHEREAS, the City of Jeffersonville and the Jeffersonville Department of Parks and
Recreation will raise and acquire additional funds for the acquisition and modification of
barges for use as a Floating Stage; and
WHEREAS, the Common Council of the City of Jeffersonville desires to work
cooperatively with the Clark-Floyd Counties Convention and Tourism Bureau for the
issuance of Capital Development Bonds pursuant to the section of the Indiana Code that
provides for the issuance of such bonds; and
WHEREAS, the Jeffersonville Department of Parks and Recreation has been assigned the
responsibility to maintain and oversee the operation of the Floating Stage. Funding shall
be through the Jeffersonville Floating Stage Parks Non-Reverting Fund; and
WHEREAS, in the spirit of cooperation and acknowledgement of the contribution of the
Clark-Floyd Counties Convention and Tourism Bureau for this project, the Floating Stage
will be made available to the Bureau during Thunder Over Louisville and at other times
that do not conflict with scheduled events; and
WHEREAS, to encourage tourism spending, upon request, the City will make available a
block of seating on the Terraced Lawn for local hotel packages;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Jeffersonville, Indiana, that the Council requests funding ~om the Clark-Floyd Counties
Convention and Tourism Bureau in the amount of Three-Hundred Twenty-Five Thousand
Dollars ($325,000) to be paid toward the cost of the acquisition of barges for modification
as a floating stage at the foot of the Jeffersonville Terraced Lawn~

BE IT FURTHER RESOLVED that Exhibit "A," attached hereto, is incorporated and
made a part of this Resolution as an introduction of and explanation of the purpose of the
Floating Stage Project.

Exhibit "A'
Project Description
The project for which the City of Jeffersonville is requesting funding assistance from the
Clark-Floyd Counties Convention and Tourism Bureau, its the Capital Development
Tourism Fund, is the purchase of, and modifications to, two barges to make a stable, single
floating stage. This stage will require additional modifications that will include an
enclosure, or shell, to protect performers and to project the sound for the audience. This
stage will be anchored to the concrete wall at the foot of the Terrace Lawn on Spring Street
and will serve as an additional draw for cultural heritage visitors' time in Clark and Floyd
counties in southern Indiana.
Over the past several years, the City of Jeffersonville has undergone some significant
changes. Many of these changes have brought people back downtown- changes, such as,
the revitali_~ation of Spring Street; new businesses in the storefronts on Spring Street; the
bustling new dining opportunities on, and near, the riverfront; the new hotels and office
buildings in the midst of all the new development near the Ohio River; the redesign of
Warder Park; and, the construction ora new Terrace Lawn at the foot of Spring Street.
.This Terrace Lawn is the City of Jeffersonville's demonstration project for the Ohio River
G-reenway Project. Other redevelopment plans for Jeffersonville that will influence the
decision of cultural heritage tourists to extend their stay are in the negotiation stage and
include the restoration and rehabilitation of the U.S. Quartermaster Depot, the widening of
Tenth Street, and the extension of Court Avenue to connect the activity centers of
downtown Jeffersonville and Clarksville's river~ont. Ail of these developments will make
access to, and circulation among, the Clark County demonstration sites along the Ohio
River Greenway much easier and more inviting, especially for visitors to the area.
After tourists visit the Lewis and Clark Bicentennial Event, their attention will also be
drawn to the Falls of the Ohio Interpretive Center and on to Jeffersonville, with its unique
and historic sites. A sampling of these sites include the Howard Steamboat Museum,
SchimplTs Candy Store/Candy Factory/Candy Museum, the Carnegie Library, which is
planned for conversion to a museum illustrating the history of Jeffersonville, and the U.S.
Quartermaster Depot (listed as one of the 10 Most Endangered Landmarks by the Historic
Landmarks Foundation oflndiana). The fively pace of activity among the attractive shops
and galleries in downtown Jeffersonville will further entice the tourists to extend their stay
after sampling the area's history. The numerous dining venues on, and near, the riverfront
will also draw the tourists to the natural beauty of the River. As evening draws near, and
the tourists have spent the day discovering the natural and historic resources of southern
Indiana, and enjoyed a meal at one of the restaurants, a relaxing complement to the day
would be a performance at the Terrace Lawn at the foot of Spring Street that depicts some
historic event or person.
