OF THE CITY OF JEFFERSONVILLE, INDIANA .
MONDAY AUGUST ~2~ 1994
Mayor Raymond J. Parker Jr. called the meeting to order at 9:~ A.M.,
and on call of the roll those members present were Mayor Raymond J.
Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage
Collection Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin, City Engineer Bob
Miller, Street Commissioner George Trembly, City Attorney Mike
Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman
Mike Ewton, Interm Police Chief Charles Elder, Fire Chief Jerry
Dooley, Temporary Animal Shelter Manager Ed Voyles, City Services
Coordinator Leslie Kavanaugh~ Parks Superintendent Donnie Poote,
Administrative Assistant Donna Baird, Wastewater Treatment Manager
Kendall Coleman~ Clerk and Treasurer C. Richard Spencer Jr.~ and Clerk
Alice Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of August 15, 1994 as presented, seconded by Director Matra and
carried unanimously.
Direc'tor Lakeman made the motion to approve the payrolls as presented,
seconded by Director Matra and carried unanimously.
HAMBURG PIKE/MEADOWS SUBDIVISION SANITARY SEWER BID AWARD
Mr. Keith Eaton representing Jacobi, Toombs and Lanz awarded the
sanitary sewer bids to Dan Cristianti, 1221 Old Hwy 31E~ Clarksville,
Indiana, 471P9~ Bid of $91,801.31. Director Lakeman made the motion
to approve the bid for sanitary sewers at Hamburg Pike/Meadows Sub. to
Dan Cristiani, for $91,801.31, seconded by Director Matra and carried
unanimously.
DUMP TRUCK BID AWARDED
City Attorney Mike Gillenwater awarded the Dump Truck bid for the
Street Department. The only bid was Kentucky Truck Sales, Industrial
Park, Jeffersonville, Indiana~ bid of $39,850. Director Lakeman made
the motion to approve the dump truck bid from Kentucky Truck Sales,
seconded by Director Marra, and carried unanimously.
CITATION
Building Commissioner Bill Gavin cited Georgia Caruthers before the
Board of Public Works and Safety because of several complaints on her
property having open storage at the corner of 8th and Walnut Streets,
tagged cars, needs to clean up yard. Bill has had complaints before
on Mrs. Caruthers. Mayor Parker asked Mrs. Caruthers to address this
situation, Mrs. Caruthers said that she has gotten rid of all the
cars~ the only thing left on the porch is a washer, and chair and she
is trying to find a place for them because she needs them. Mike
Gillenwater said that if Bill and Mrs. Caruthers can work this out he
will not get involved. Bill said that he will work with her on this
and take this under advisement.

PROBLEMS ON HOPKINS LANE
Marie Goodwin appeared before the Board with a complaint on the
property of Ronald Wise at 508 Hopkins Lane. Ms. Goodwin said that
the property is unkept and has cars sitting on the property the grass
needs cut, he has B dogs that he turns loose and has bitten a neighbor
and chases the kids all the time. Mike Gentry from the Animal Shelter
has been helping them on that situation. Ms. Goodwin and Ms. Goffinet
has been everywhere to get help but with no success and would like the
Boards help. Building Commissioner Bill Gavin said that he has
checked the cars and they are all licensed, and if he moves them one
inch every three days he cannot do anything about that. There is a
refrigerator at the end of the driveway and needs to be hauled away.
The only way it can be picked up is to have it is pumped down and
tagged, it will cost $50.00 to have it done. Mayor Parker asked
Administrative Assistant Donna Baird to coordinate this with the
Animal Shelter, Bill Gavin and the City Attorney and try to help them.
City Attorney said that the property has been in bankrupty for
sometime and foreclosure is pending. Mike Gillenwater said that there
are three problems, the grass, dogs, cars, he will go over the files
with Mr. Gavin. Temporary Animal Shelter Director Ed Voyles said that
he has been cited to appear in City Court on August 23, 1994 for the
dogs. Ed also told Ms. Goodwin and Ms. Goffinett to call anytime day
or night and they will be glad to take care of the dogs. Mr. Ronald
Wise appeared before the Board and said that he is not in any
violations.
MARKET STREET PHASE II CHANGE ORDER
Nathan Grimes representing Jacobi, Toombs and Lanz is presenting some
changes due to construction problems. The cost is $37~652.10 with the
City share being $?,500.00. Director Matra made the motion to approve
the change order for Market Street Phase lip seconded by Director
Lakeman, and carried unanimously.
DEREK COX
This was tabled Mr. Cox did not appear before the Board.
RESIDENTIAL PARKING SIGN
Dale and Karen Wilson represented by Attorney Greg Fifer is requesting
a residential sign at 1228 Mosswood Ct. The Wiisons are having trouble
with their neighbor Mr. Hembree. Mr Wilson told the Board about the
reason he needs the sign and also showed pictures of cars parked in
front of his residence. Mayor Parker explained that the Police
Department will have to do an investigation on this and bring the
recommendations back to the Board next week.

CLAIM
Building Commissioner Bill Gavin reported that his Electrial Engineer
made an error in the inspection on a electrical panel in the
manufactured home of Mr. David Furlong. Mr. Furlong paid Duncan
Electric $89.50 to fix the problem and Bill feels that his Department
is responsible for this error. Bill is asking the Board to approve
this claim~ but Mayor Parker believes that this needs Council
approval. Bill then asked Clerk and Treasure Spencer to hand carry
the claim to the Council meeting today. Dicector Lakeman made the
motion to approve from this Board contingent upon Councils approval if
necessary for this claim, seconded by Director Marra~ and carried
unanimously.
PERMIT FOR AMVETS CLUB PICNIC
Dudley St, John representing AmVets is requesting a permit for the
club picnic on September 11~ 1994 located in Gatewa~ Plaza from
18noon-ISmidnight, he has permission from the owner of the building.
Mr. St. John said that they will be having games of chance, Black
Jack, Showdown Poker~ pull tabs, etc. City Attorney Mike Gillenwater
said that he will not need a permit since its on private property,
Mike suggested that Mr. St. John go to the Prosecuting Attorney's
Office to get permission, he needs no formal approval from this Board.

PUMP REPLACEMENT AT THE WASTEWATER TREATMENT PLANT
Plant Superintendent Kendall Coleman is requesting the Boards approval
to replace one of the pumps at the Mill Creek Pump Station, the pump
is beyond repair, and would replace it with an Aurora Pump. Kendall
said that he has two quotes, one is for a complete repair, the total
cost would be $8,909.48 and to the other quote is replacement with an
Aurora Pump series 613A and that price is $11,517.00 and with freight
it will be no more than $18,800.00. Director Matra made the motion to
approve the purchase of Sewer Utility a Aurora Pump at $12,200.00,
seconded by Director Lakeman, and carried unanimously.
LIFT STATION
Plant Superintendent Kendall Coleman reported that at the Mill Creek
Lift Station there is debris in the wet well and needs to be removed
also at the loth Street lift station and the only way to get this
clean is with a vac truck. Kendall is requesting approval to have an
outside contractor bring a vac truck in and remove the debris. Each
lift station will take one 8 hour day and he recommends to go with
Rust Industrial Cleaning Services~ Inc. they were the low bid and the
quote was for one day is $1,868.00 and we need it for two days and the
total quote for two days is $8~500.00. Director Matra made the motion
to approve Rust Industrial Cleaning Services~ Inc. for cleaning out
the lift stations~ seconded by Director Lakeman, and carried
unanimously.

RESIDENTIAL PARKING COMPLAINT
City Engineer Bob Miller received a complaint from residents near
Trinity Baptist Church complaining that the Church members are parking
in front of their residence instead of parking in the Church parking
lot. Bob took Lt. Dave Schmidt with him to the corner of 15th and
Spring Street to look over the problem with him and to see where to
put up two signs. Mayor Parker suggested for Bob to coordinate this
with the Minister to make sure we let him know whats going on and also
let him know about the two signs that will be going up.
8-TON WEIGHT LIMIT
City Engineer Bob Miller reported that he had a complaint about the
big trucks on Holmans Lane and they requested a 8-ton weight limit
sign~ Bob and Lt. Dave Schmidt took a look at this. Bob doesn,t want
to put a weight limit on this road. Bob suggests taking leaflets to
the trucking companies and the River Port~ talk to Liter's ~and Ohio
Valley asking to them to stay off of Holmans Lane and to go over the
new road to the 1-265. Bob would like to do this for B months to slow
down the truck traffic on Holman's Lane.
~.TREET LIGHT
City Engineer Bob Miller has a request for a street light at 2601 and
2603 Whitehorse Vale~ he feels that there is a need for a light there.
Director Matra made the motion to approve the street light~ seconded
by Director Lakeman, and carried unanimously.
STOP SIGN
City Engineer Bob Miller has a request for a stop sign at Meadowlark
off of Allison Lane. Mayor Parker said that he suggests that the
Police Department survey this area for speeders before putting up a
stop sign.
CHANGE ~RDER
City Engineer Bob Miller is requesting signatures for a change order
on Market Street Phase I for PDR. Director Lakeman made the motion to
approve the supplemental agreement for PDR on Phase I Market~ seconded
by Director Matra, and carried unanimously.
There being no further business to come before the Board of Public
Works and Safety~ Director Lakeman made the motion to adjourn at
lO:45a.m.~ seconded by Director ~a~ and carried unanimously.
