Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roll those members present were Mayor Raymond J. Parker Jr.~ Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Milier~ Street Commissioner George Trembly~ City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman Mike Ewton, Plant Superintendent Larry James, Assistant Police Chief Charles Elder, Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jan Wheatley, Parks Superintendent Rodger Caldwell, Councilperson Peggy Wilder, Administrative Assistant Donna Baird, and Clerk Alice Davis. Director Lakeman made the motion to of February 28, 1994 as presented, carried unanimously. approve the minutes of the meeting seconded by Director Matra and Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the claims as presented~ seconded by Director Matra, and carried uanimously. MRS. KNOWLANDS NEIGHBORHOOD Street Commissioner George Trembly reported he went with City Engineer Bob Miller and Andrew Williams to Mrs. Knowlands neighborhood and he said that there are several in-housethings that they can do. Mr. Miller will get some drainage prices and give them to Mro Williams for Councilperson Peggy Wilder~s drainage list. HANDICAP PARKING Assistant Police Chief Charles Elder is reporting on the haqdicap parking for Cora Townsand, 939 E. Maple Street. Assist Chief ~Elder recommends to the Board to grant this request. Director Lakeman made the motion to grant Mrs. Townsand the Handicap parking~ seconded by Director Matra, and carried unanimously. 3-WAY STOP AT EASTBROOK AND HOLMANS LANE Assistant Police Chief Charles Elder reported on the 3-way stop at the entrance of Eastbrook and Holmans Lane. There was a traffic report done on this and the recommendation is not to make this a 3-way stop. Building Commissioner Bill Gavin said that Mr. Lynn is going to put a road coming out onto highway 62. PAGE 2 MARCH ?~ 1994 B-WAY STOP ELK POINTE AND CHARLESTOWN ROAD Assistant Police Chief Charles Elder reported on the B-way stop request at Elk Pointe and Charlestown Road, his recommendation is not to put one up there. Councilperson Peggy Wilder asked if there could be more speed limit and children at play signs put up. Asst. Chief Elder said that they will be increasing traffic enforcement there. EXCESSIVE ACCUMULATED GARBAGE BAGS Building Commissioner Bill Gavin reported on the excessive accumulated garbage bags at 1510 Francis Drive has been taken care of. HOWARD STEAMBOAT MUSEUM Yvonne Knight representing the Howard Steamboat Museum thanked Mayor Parker for being Chairman for the Belle of Louisville Cruise on April 16~ 1994, this is the Museums Centinnial year. There will be a dinner at Rocky~s on March 28~ 1994 and the Belle of Louisville Cruise on April 16~ 1994. Mrs. Knight said that the Chataugua will be held on May 21-22~ 1994 and is requesting for extra security, traffic control and improving the directional signing to the Museum. Also is requesting the use of the Park at the rear of the Museum. Mrs. Knight also needs banners hung. Mayor Parker told Mrs. Knight to coordinate this through his Administrative Assistant Donna Baird. GRC LITTLE LEAGUE ROADBLOCK Tony Garrett representing GRC Little League is requesting a roadblock on Saturday April 2~ 1994 from 9:00am-B:OOpm at Dutch Lane and Hamburg Pike, Main and Market Streets, 8th and Wall Streets, Holmans Lane and Charlestown Pike. Mayor Parker said that Holmans Lane is in the County and he needs to see the Commissioners~ and Market Street location would have to be moved because of the work being done there. When he decides on another street he needs to coordinate this with the Asst. Police Chief so he can bring it back to the Board. MARKET STREET PHASE TWO INSPECTION CONTRACT Jorge Lanz representing Jacobi~ Toombs and Lanz Engineering Firm reported that all the right of ways along Utica Pike for Phase Two has been bought. Mr. Lanz is requesting the Boards approval for the Inspection Contract for Phase Two of Market Street. Director Lakeman made the motion to approve the Inspection Contract for Market Street Phase Two, seconded by Director Marra~ and carried unanimously. COMPLAINT, 1024 AVONDALE COURT James Wright, 1024 Avondale Court appeared before the Board complaining about Avondale Court being used as a Park with the basketball goal there and would like for the City to do something about it. Mayor Parker asked Assistant Police Chief Charles Elder to get all the papers with the complaints together and we will re-investigate this and Asst. Chief Elder will get back with Mr. Wright. PAGE 3 MARCH ?~ 1994 HEALTH INSURANCE Personnel Director Harold Lakeman representing Insurance Coordinator Suzy Nevitt is asking the Boards approval on the Health Insurance to be $80.00 for Family~ $1.00 for Single· Director Matra made the motion to approve the Health Insurance for the City, seconded by Director Lakeman, and carried unanimously. COMPLAINT City Engineer Bob Miller said that he has had 3 calls about Broadway Street where McDonalds and the Waffle House is~ concerning the street being too narrow and is requesting the Police Department make a traffic study on this. ROOFING BID AWARDED Plant Superintendent Larry James reported that the roof on the Administrative office building at the Wastewater Treatment Plant is in need of roof repairs it has 5 large leaks. Larry said that he would like to award the bid to Falls City Roofing for $1B,627.00. Director Matra made the motion to approve the bid from Falls City Roofing for $12~6B?.00, seconded by Director Lakeman, and carried unanimously. SEWAGE CLAIMS Plant Superintendent Larry James reported that there are 2 sewage claims to be paid for backup in their basements, they are in the 300 block of Locust Street and 1000 block of Main Street in the total amount of $1,600.00. MARCH OF DIMES WALK-AMERICA Admimietrative Assistant Donna Baird is reporting that the March of Dimes Walkamerica will be held at Henryville Forestry on April 30, 1994. If anyone would like to get a group together get in contact with her.
