WHEREAS, the Common Council of the City of Jeffersonvilte believes it is important to again address the issne of constructing an east end bridge based upon upcoming public hearings on the Draft Environme_n? .Impact Statement for the Ohio River Bridges Project. WHEREAS, this recently completed report offers the first detailed comparative analysis of specific bridge options whereby the public comment period on this report is scheduled to end on February 25, 2002. WHEREAS, this report recommends several alternative routes for a two Ohio River Bridges including the 1-265 Gene Snyder Freeway Bridge linking Kentucky and Indiana while also proposing a new downtown bridge parallel with the preient Kennedy Bridge. .' WHEREAS, past studies, including the original Origin and Destination Study, Ohio River Major Investment Study, and the current work underway for the aforementioned Environmental Impact Statement show the greatest need for an east end burdge. WHEREAS, some 35-'40% of Kennedy Bridge traffic is Indiana-east Jefferson County or Oldham County in origin or destination. WHEREAS, both eastern Clark County, Indiana and eastern Jefferson County, Kentucky are undergoing maj or population and industrial growth. WHEREAS, the 1993 and 1996 Courier-Journal Bluegrass Public Opinion Polls showed overwhelming support of an east ~nd bridge, among residents in both Indiana and Kentucky. WHEREAS, the construction of an east end bridge is best scenario for addressing the growing transportation needs and problems for the metropolitan Louisville area by completing the by-pass highway system reducing congestion in the Spaghetti Junction. WHEREAS, the construction of a new downtown bridge fails to immediately address the aforementioned problems while having a negative economic impact on downtown Jeffersonville. WHEREAS, the presence of a new downtown bridge would displace many residences, historical buildings, and businesses in the downtown Jeffersonville area. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 35 36 37 38 39 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Jeffersonville, that it hereby supports an 1-265 Bridge connecting Gene Snyder Freeway in Kentucky with 1-265 in Indiana, IT IS FURTHER RESOLVED, by the Common Council of the City of Jeffersonville that it opposes the construction of a new downtown bridge. IT IS FURTHER RESOLVED, that the Common Council Of the City of Jeffersonville hereby urges the Federal Highway Administration to recognize and affirm this position in the Final Environmental Impact Statement and its subsequent Record of Decision. Passed and adopted by the Common Council of the City of deffersonville, Clark County, Indiana on this __ day of ,2002.
