Galligan called the meeting to order at 9:30 A.M~, and on call of the roll those members present were: Mayor Thomas Galligan, Personnel Director Harold Lakeman; and Safety Director Anthony Harr0d. Als0 present were: Deputy to the Mayor Phil McCauley, Building Commissioner Bill Gavin, City Engineer Bob Miller, City Attorney Anne '~arle Sedwick, Sewage Office Manager BOb Goldman, Assistant Police Chief Maynard Marsh, Fire Chief Mike Smith, Assistant Fire Chief William Davis, Vehicle Maintenance Foreman Mike Ewton, Animal Shelter Director Jim Gillenwater, Planning and Development Director Jim Urban, Parks Superintendent Rick Elliott~ Wastewater Treatment Plant Manager Kendall Coleman, Wastewater TreatmentPlant Assistant Manager Joe Goergen~ Dock Master Ken Morris, Clerk and Treasurer C~ Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made ~he motion to approve the minutes of the meeting of June 3, 1996 as presented, seconded by Director Harrod and carried unanimously. Director Lakeman made the motion to approve the claims as presented~ seconded ~by Director Harrod, and carried unanimously. Director Lakeman made the m6tlon tO approve the payrolls as presented~ seconded by Director Harrod and carried unanimously. E. MAPLE STREET NEIGHBORHOOD ASSOCIATION Planning and Zoning Director Jim Urban reported'on theE. Maple Street Neighborhood Association meeting. Director Urban surveyed the 700 block of E. Maple Street and there are 18 homes and he received 11 signatures which is a majority. Director Urban said that the Neighborhood Association will be in the 700 block on June 15, 1996 from 3:30pm-8:00pm. Director Lakeman made the motion to approve closing the 700 block of E. Maple Street from 3:30-8:00pm on June 15, 1996, seconded by Director Harrod~ and carried unanimously. TRANSPORTATION SERVICE Danny Williams, 2201 W. Burnett Avenue, Louisville, Ky, is trying to get a transportation service started in Jeffersonville~ Clarksvllle, and New Albany for the elderly taking them to the Doctor, grocery and the Malls. Mr. Williams would like to see what the proceedure is. Mayor Galligan explained that we have an interlocal agreement with New Albany and Clarksville and if you are ok'ed in both those areas then it is accepted in Jeffersonvllle. PAGE 2 JUNE 10, 1996 APPROVAL OF FIRE SAFETY EQUIPMENT REVOLVING LOAN PROGRAM LOAN AGREEMENT Clty Attorney Anne Marle Sedwlck presented the application and loan agreement for the $375,0~ grant from the Build Indlana Fund~it needs to be approved and signed by the Board. City Sedwlck said that only half of the agreement has to be repaid at 0% interest over a period of five years at $37~500.~ per year, starting September 3~ 1997 to September 30, 2001. Director Lakeman made the motion to approve the loan for the revolving loan program to buy fire trucks, seconded by Director Harrod, and carried unanimously. ROADBLOCK FOR CANINE ~ Assistant Police Chief Maynard Marsh is requesting for a roadblock on June 14~ 1996 from 3:00-6:00pm at New Albany Charlestown Rd. and Holmans Lanei Hamburg Pike and Dutch Lane for the Canine Conference° Director Harrod made the motion to approve the roadblock, seconded by Director Lakeman, and carried unanimously. GAS DETECTORS Assistant Wastewater Treatment Plant Director Joe Goergan reported that 2 gas detectors need to be replaced for $1,895.~0 each. Director Lakeman made the motion to approve buying 2 gas detectors~ seconded by Director Harrod, and carried unanimously. IWR ODOR VIOLATION CITATION Building Commissioner Bill Gavin has cited IWR for an odor vlolation~ City Attorney Sedwick said that Bill Gavin had two complaints from Councilpersons Perkins and Ellis. Ralph Pettit, President appeared before the Board and explained the reasons behind the smell, he said they found a sweatshirt in the main off loading pump. Mr. Pettlt told what happened after the sweatshirt was found in their investigation. Mr. Pettit said he checked with Nancy's Restaurant, Walgreens and several other businesses and they did not smell the odor the day before. Director Coleman said that the discharge that comes from IWR has been good. Mayor Galligan said that we will take this under advisement° Director Lakeman made the motion to take this under advisement, seconded by Director Earrod~ and carried unanimously. ROAD CLOSING ON CHARLESTOWN PIKE City Engineer Bob Miller reported that Dan Cristiani is requesting that Charlestown Pike be closed to run a water line across the road from Mallard Run Subdivision. Mayor Galtigan asked if the road has been paved? Engineer Miller said it had been paved 2 years ago. Mayor Galligan said to have him bore lt~ BORROWING MONEY PAGE 3 JUNE 10, 1996 Clerk and Treasurer C. Richard Spencer Jr. reported that the Council has authorized the Board of Public Works and Safety to approve a transfer from the Sewer Utility for the City, for a S300,000.00 loan be granted effective immediately. Director Harrod made the motion to approve the transfer of S300,000.00 from the Sewer Utility to the General Fund, seconded by Director Lakeman, and carried unanimously. CLAIRIFICATON OF DATES FOR ROAD CLOSURE DURING HOME SHOW Mayor Galligan said that he doesn't have the dates~, of The.Home Show. Building Commissioner Gavin said there is a sign up on the highway with the dates. Mayor Galligan asked to have the dates brought to the meeting next week. ANNUAL ELECTRICAL EXPENDITURES Wastewater Treatment Plant Director Kendall Coleman reported on the Annual Electrical Expenditures from the Wastewater Treatment facility and 30 lift stations. They are from May 1~ 1996-May 1, 1998. (see copy in file drawer). 1996-97 CAPITAL IMPROVEMENT REPORT Wastewater Treatment Plant Director Kendall COleman reported on the 1996,97 Capital Improvement Report from the Wastewater Treatment Facility (see copy in file drawer). PARCEL OF PROPERTY ON JANE AVENUE BEHIND LOT 49 507 CRESTVIEW CT. BELONGING TO THE PARKS DEPARTMENT Parks Superintendent Rick Etliott presented a letter from Donald A. Freville requesting to purchase the parcel of property on Jane Avenue behind lot 49, 507 Crestvlew Court. Mr. Freville is putting up a fence and found out he does not own that parcel of property, the Parks Department owns it, he has been keeping it cleaned and fertilized for several years. Superintendent Elllott said that it serves us no use. Rick is going to bring it up before the Parks Board today. City Attorney Sedwick explained what the proceedure will have to be. (see copy) STREET DEPARTMENT EMPLOYEES Fire Chief Mike Smith said he would like to recognize 3 Street Department employees. Mike explained that on Friday morning they were on a large fuel spill on 1-65 they were able to contain a lot of the spill but some of the spill traveled about 300'. The Street Department had to be called and they sent 3 employees with sand, they spread it and left before they could be thanked. They are Ken Mahoney~ Rudy Broy, Ed Rose. Chief Smith said he would like to thank them now.
