Galligan called the meeting to order at 9:3~ A.M., and on call of the roll those members present were= Mayor Thomas R. Galligan, Personnel Director Harold Lakeman, and Safety Director Anthony Harrod. Also present were~ Deputy to the Mayor Phil McCauley, Building Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Anne Marie Sedwlck, Sewage Office Manager Bob Goldman, Assistant Police Chief Maynard Marsh, Fire Chief Mike Smith, Assistant Fire Chief William Davis, Vehicle Maintenance Foreman Mike Ewton, Animal Shelter Director Jim Glllenwater, Planning and Development Director Jim Urban, Parks Superintendent Rick Elliott, Wastewater Treatment Plant Manager Kendall Coleman, Wastewater Treatment Plant Assistant Manager Joe Goergen, and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of April 22, 1996 as presented, seconded by Director Harrod and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Harrod and carried unanimously. STREET CLOSING AND BANNERS FOR HOME EXPO City Engineer Bob Miller reported that he talked with Bob Lynn and Mr. Lynn is requesting that the street in Eastbrooke Sub. #3 be closed for Home Expo. Director Harrod made the motion to close the street requested by Mr. Lynn, seconded by Director Lakeman, and carried unanimously. JUDGE JERRY JACOBI Mayor Galligan reported that Judge Jacobi has a dlagrahm for Thunder, he wants to close Walnut, Locust and Wall Streets at Market Street instead of the Flood Wall~ Director Harrod made the motion to approve the request for Judge Jacobi, seconded byDlrector Lakeman, and carried unanimously. PEDDLER'S PERMIT REQUEST Ken Doyle requesting a Peddler's Permit did not appear before the Board~ this was tabled. Director Lakeman made the motion to table this, seconded by Director Harrod, and carried unanimously. PAGE 2 APRIL 29,1996 LEASE EQUIPMENT FOR SEWER DEPARTMENT City Attorney Anne Marie Sedwick reported on the lease equipment for the Sewer Department, there were 3 quotes submitted for leasing equipment for the Sewer Department. Two of the quotes were S6,000 or more, the one we excepted is for $4,000 per month on a excavator. The supplier that gave us the low quote is Carlisle Equipment~ Director Harrod made the motion to approve the leasing of the excavator from Carlisle Equipment, seconded by Director Lakeman~ and carried unanimously. (see copy) CONTRACT FOR EMERGENCY SEWER REPAIRS City Attorney Anne Marie Sedwick reported that there was an emergency on Kehoe Lane one of the sewer collective lines collapsed. City Engineer Bob Miller said there were 2 bids one for S24,900 from Team Construction Co. and the other was $49,000 from Irish Park. Engineer Miller said he asked other Companies to submit bids but none of them replied. Director Harrod made the motion to approve the bid, seconded by Director Lakeman, and carried unanimously. K-9 ROADBLOCK Assistant Police Chief Maynard Marsh reported that the K-9 Division has requested for a roadblock for May 3, 1996 from 3:00pm to 8:00pm at Hamburg Pike and Dutch Lane in reference for a K-9 Convention thats coming into the City next year. Director Harrod made the motion to approve the roadblock, seconded by Director Lakeman, and carried unanimously. PRESERVATION PARKING LOT Assistant Police Chief Maynard Marsh reported that during Thunder the Preservation Station Parking lot was blocked off because there are Munlclple Parking signs there and the Station was rented out during that time and the people could not park there. Assistant Chief Marsh would like to find out who owns the lot cleared up and get the signs down and put Private Parking signs up. ROSEHILL SCHOOL Assistant Police Chief Maynard Marsh reported that the man who bought Rose Hill School has put post up in the middle of the road blocking it off. Building Commissioner Bill Gavin s~id he Just gave him a fence permit to block that road off. After discussion Attorney Sedwick said she will check into this. PEDDLER'S PERMIT Diana Johnson for Clark Conty Youth Shelter is requesting a Peddler's Permit to allow the Staff and Shelter residents to set up a table at the Overlook to sell canned soft drinks for the Great Steamboat Days Race on May 2, 1996 and would like to have the fee waived. Director Harrod made the motion to issue a Peddler's Permit and waive the fee, seconded by Director Lakeman, and carried unanimously. PAGE 3 APRIL 29, 1996 KEHOE LANE City Engineer Bob Miller reported on the emergency on Kehoe Lane and said the Job is preceeding slow and will take about another week. FULTON STREET City Engineer Bob Miller reported that Joe Reschar is going to put in a new water main in the 800 and 900 block of Fulton Street and is requesting no parking in the 800 block this week and no parking in the 900 block next week. Director Lakeman made the motion to approve the request for Reschar Construction, seconded by Director Harrod, and carried unanimously. MILEAGE CHARTS Street Commissioner George Trembly has a request concerning the mileage charts that we have on the vehicles to see if we can amend that Ordinance so that the mileage charts are on the take-home vehicles only and not every City vehicles. City Attorney Anne Marie Sedwick said that she will take a look at this and bring the results back to the Board next week. ROSE HILL SCHOOL Street Commissioner George Trembly reported that the trash pick up at Rose Hill School should be commercial instead of residential pick up. COMPUTER UPGRADE FOR KEN MORRIS Dock Master Ken Morris is requesting to upgrade his computer for the Rlverfront Program for S689.00. Director Lakeman made the motion to approve the upgrade, seconded by Director Harrod, and carried unanimously. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at 10:00a.m., seconded by Director. Harr~d~ cary~~usly.
