MONDAY JANUARY 8~ 1996
Mayor Thomas R. Galligan called the ~eting t60ffder a~ 9:30 A.M., and
on ceil of the roll those members present were Mayor Thomas R.
GeilJ. gan, Personnel Director Harold Lakeman, and Jim Urban, Planning
and Development Director
Also present were: Deputy to the Mayor Phil McCauley, Building
Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner
George Trembly, Sewage Office Manager Bob Goldman, Police Chief Mike
Pavey, Fire Chief Mike Smith, Assistant Fire Chief Bill Davis, Vehicle
Maintenance Foreman Mike Ewton, Animal Shelter Director Jim
Glllenwater, Parks Superintendent Rick Elliott, Wastewater Treatment
Plant Director Kemdall Coleman, Clerk Barbara Hollis, Councllperson
John Perkins, and Councilperson Andrew Williams.
Director Lakeman made the motion to approve the minutes of the meeting
of January 2 1996 as presented~ seconded by Director Urban and carried
unanimously.
Director Lakeman made the,motion to approve the payrolls as presented,
seconded by Director Urban'and carried unanimously.

Director Lakeman made the motion to table the bids pending ~evlew~
seconded by Planner Urban, passing unanimously~
SEWER PROBLEMS ON ALDRIDGE LAN~
Mr. Jim Aldrldge appeared before the Board to express concerns
regarding septic tanks on Aldridge Lane. There are four houses on
Aldridge Lane that are still on septic tanks. He would like to get on
the list to get on the sewer line. Director Coleman will have someone
meet with Mr. Aldridge at the property. If the sewer line is within
300 feet by law it is required if accessible. If sewer line is not
possibie~ the Health Department will be involved and the septic tanks
will have to upgraded. It is hoped to make sewers available, Mayor
Galligan requests Director Coleman to check the area for other septic
tanks.
REQUEST FOR CONCERT IN COLS_ON PA~K
Director Urban relayed a request from Brian Redmon of the
Jeffersonville JayCees for a concert in Colston Park on April 2Q~ 1996
the date of Thunder Over Louisville, Park Superintendent Elllott has
talked with Mr. Redmon and understood the request was for a beer
garden, The parking lot behind old Rose Hill School was also
mentioned, Counci]person Perkins feels there would be oppossitlon to
this. Commissioner Gavin said that parking lot is now private
property. Mr~ Redmon will be contacted for further information.
PARKING ON MARKET STREET
Councl!person Perkins informed the Board of a situation on Market
Street. Mr. Coward of 7Q5 Market is experiencing problems due to Jeff
Boat employees parking on Market Street. Mr. Coward has a visibility
problem when backing Out of his driveway due to the parking.
Commissioner Trembley said ~ yellow !ihe has been tried and is not
worklng~ He also noted that Jeff Boat provides parking !ots~ however
the employees stli! park on the street. Chief Pavey has had Lt.
Schmldt check this and does recommend resident parking only signs be
put up. Mayor Gal!igan requests the signs be put back up and to
notify Jeff Boat cars will be towed~ Following all discussion,
Director Urban made the motion to install Resident Parking Only on
Market Street West of Penn to Kempf Heating~ waiving the fee for
safety reasons, seconded by Director Lakeman and carried unanimously~
The meeting was recessed at 15:15 A~M.
The meeting was reconvened at 10:30 A.M. with Attorney Sedwlck in
attendance.
AGENDA NOTIFICATION
Attorney Sedwlck requests items for the Board of Works agenda be
provided by Friday~

ETHICS DISCLOSURE FORM
Attorney Sedwick provided Ethics Disclosure Forms to those in
attendance asking they be returned to Hona McBride by February 1. All
Department Heads and those who purchase more than S100 a year for the
City need to complete the form. She will be available to answer
questions for any who may need help.
ANNEXED AREAS
Attorney Sedwick said all Department Heads should have a copy of the
fiscal plan and if they do not, let her know. There is a time period
for each department to begin service to the new areas. She then
reviewed a few areas saying if there were any questions to let her
know. Director Lakeman has met with some and has compiled a chart and
has made maps available. Commlssloner Gavln has contacted the water
company. The County Plan Commission should have the addresses. Chief
Pavey has contacted 911 service. Manager Goldman questioned when to
change sewer rates from county rate to city rate for the trailer park
on Highway 62. He was told to do it now. There continued a
discussion regarding a new sewer line for Storage Depot. Chief Smith
explained the procedure when a fire call comes in to 911.
DEPARTMENT VISITS
Director Lakeman reviewed the schedule for Director Urbran and Deputy
McCauley to visit each department.
PROMOTIONS
Dlrector Lakeman mede the motion to give Chief Pavey the permanent
rank of Captain, and Director Harrod the permanent rank of Captain,
seconded by Director Urban, passing unanimously.
PARKING ON EAST CHESTNUT
Chief Pavey has received complaints regarding parking problems on the
1~ block of East Chestnut. There are too many residents in the area
and there is nothing that can be done and there is no safety problem.
There being no further buslness to come before the Board of Public
Works and Safety, Director Lakeman made the motion to adjourn at
