HomeMy WebLinkAbout09-02-1997MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA TUESDAY SEPTEMBER 2,1997 Mayor Thomas Galllgan called the meeting to order at 9:30 A.M. and on call of the roll those members present were: City Engineer Bob Miller, and Planning and Development Director Jim Urban. Also present were: City Attorney Anne Marie Calligan, Sewage Office Manager Bob Goldman, Asst. Parks Superintendent Rick Elliott,Police Chief Mike Pavey, Assistant Street Commissioner Bobby Ervin,Wastewater Treatment Plant Assistant Director Scott Timmerman, Building Commissioner Yancy Pinkston, Animal Shelter Director Jim Gillenwater, City Engineer Bob Miller, Vehicle Maintenance Supervisor Mike Ewton, Planning and Development Director Jim Urban and Clerk Lynne Kempf. City Engineer Bob Miller made the motion to approve the minutes of August 25, 1997, as presented, seconded by Director Urban and carried unanimously. Director Urban made the motion to approve the claims as presented, seconded by City Engineer Miller and carried unanimously. City Engineer Miller made the motiOn to approve the payrolls as presented, seconded by Director Urban and carried unanimously. BID AWARD Assistant Street Commissioner Bob Ervin said that LeMay Construction was the low bidder on the Maintenance Building for the Street Department. City Engineer Miller made the motion to accept LeMay Construction's bid, seconded by Director Urban and carried unanimously. Bids on the Roll-Off truck are being held for discussion. INTER-CITY CLAIMS Department of Redevelopment Secretary Donna Kammeyer presented 2 claims for Jacobi, Toombs, and Lanz on the Inter-city road project. One was submitted for Ha~burg Pike with Jeff's portion being $8,925.~. The Other claim is on the Inter-local road with $615.38 being Jeff's portion. City Engineer Miller made the motion to approve the claims, seconded by Director Urban and carr'~d unanimously. (attached). t o get RESIDENT PARKING Pam Eades of 820 Meigs Avenue requested a resident only parking sign in front of her home. Chief Pavey will check it out and report back to the Board. LI?ECHAIN Laurie Elder asked permission to hold a "Life Chain" on Court Avenue on October 5th from 2:30-3:30. City Engineer Miller made the motion to approve the "Life Chain", seconded by Director Urban and carried unanimously. RUST CONTRACT City Attorney Anne Marie Gatligan said that a while back there was discussion about the need for the Sewage Utility to enter into a professional services agreement with Rust Environmental Engineering Company. They are to apt as gonsultants to the sewage utility for a number of p~ojects, not the least of which is the renewal of our permit, but several other projects included as well. She asked the Board to ratify the contract that was entered into 8-28-97. Director Urban made the motion to approve ratifying the contract, seconded by City Engineer Miller and carried unanimously. GRC LITTLE LEAGUE John Pair asked permission to hold a roadblock on September 5 and 6 from 9 a.m. till 12 p.m. at Main and Market Streets, Ice Cream Willie's, and Dutch Lane and Hamburg Pike. Director Urban made the motion to approve the roadblock, seconded by City Engineer Miller and carried unanimously. SOUTHERN INDIANA GYMNASTICS Donna Lopp asked permission to hold a roadblock on Saturday, September 13 from 10 a.m~ till 2 p.m. at Ice Cream Willie's and Dutch Lane and Hamburg Pike. Clty Engineer Miller made the motion to approve the roadblock, seconded by Director Urban and carried unanimously. PAGE 3 SEPTEMBER 2, 1997 STEAMBOAT DAYS Cliff Leavell asked permission to hang a banner about Steamboat Days. After much discussion, Asst. Street CommissiOner Ervin said he could set 2 posts for the banner by the 1-65 exit into Jeff. Mr. Leavell said that would be fine. Mr. Leavell also asked that the street be closed Thursday morning at Chestnut between Spring and Pearl and east on Chestnut between Wall and Spring for a small ride. After much more discussion i~ was decided that the corner of Market and Spring could be used for this. LIGHT UP THE RIVER CONTEST City Attorney Anne Marie Galllgan presented information On taking part in the "Light Up The River" contest. DUTCH LANE /HAMBURG PIKE Nathan Grimes of Jacobi, Toombs,and Lanz asked approval of Change Order #4 giving a total credit of S956.28 to the Cl~y. City Engineer Miller made the motion to approve the Change Order, seconded by Director Urban and carried unanimously. MAGNOLIA AVENUE Assistant Street Commissioner Bobby Ervin spoke of continuous problems at the duplexes on Magnolia Avenue in regards to trash. He recommended citing the owner, Huncllman Enterprises of 2823 Green Valley Road in New Albany. Attorney Galligan recommends discontinuing service and imposing a fine up to $2,500 per day if the owner fails to comply. They have 2 weeks to appear before the Board. PAGE 4 SEPTEMBER 2, 1997 FLOWS AND LOADING & ELECTRICAL COMPENSATION Wastewater Treatment Plant Assistant Director Scott Tlmmerman said that due to the increased monitoring and analysis at the industries, the city has collected an additional $152,976.24 in industrial surcharges this past year. The increase in flows and loadings created a significant impact on EMC's cost to operate the treatment facility. As discussed previoUsly, 'the City has agreed't° reimburse EMC in the amount of $40,893.31 'for the additi6nal operating cost to adequately transport and treat the increase in flows and loadings to the facility. Director Tlmmerman requested the Board's approval of the reimbursement. City Engineer Miller made the motion to approve EMC's request, seconded by DlreCfOr Urban and carried unanimously. There being no further business to come before the Board of Public Works and Safety, City Engineer Miller made the motion to ad3ourn at 10:00 a.mo, seconded by Planning and Development Director Urban and carried unanimously.
