HomeMy WebLinkAbout06-16-1997 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA · MONDAY JUNE 16,1997 Mayor Thomas R. Galligan called the meeting to orde·r at·9:30 A.M., and on call of the roll those members present were: Safety Director Harold Lakeman, and Planning and Development Director Jim Urban. Also present w~re: Street· Commissioner George Trembly, Planning and Development Director Jim Urban,City Engin~er Bob Miller, City Attorney Anne Marie Galligan, Animal Shelter Director Jim Glllenwater, Parks Superintendent Rick Elliott, Wastewater Treatment Plant Assistant Director Scott Tlmmerman, Asst. Police Chief John Monihon, Sewage Office Mananger Bob Goldman, Building Commissioner Yancy Plnkston, Fire Chief Mike Smith, Vehicle and Maintenance Foreman Mike Ewton, and Clerk Lynne Kempf. Director Urban made the motion to approve the payrolls as presented, seconded by Director Lakeman and carried unanimously. Director Lakeman made the motion to approve the minutes as presented, seconded by Director Urban and carried unanimously. PORT ROAD SPEED LIMIT City Engineer Bob Miller asked approval to put up 10 speed limit signs and change the speed limit from 30 m.p.h, to 45 m.p.h, on Port Road. Director Lakeman made the motion to approve raising the speed limit on Port Road, seconded by Director urban and carried unanimously. ROADBLOCK Mrs. Bixler, speaking for her son Brad Bixler asked permission to hold a roadblock on July 5th for AAU Basketball. The roadblock location is at Ice Cream Willie's. Director Lakeman made the motion to approve the roadblock, seconded by Director Urban and carried unanimously. ROADBLOCK Mark Windiey, a Coach for Southern Indiana Thoroughbreds· AAU Basketball asked permission to hold a roadblock on June 18th and 20th at Ice Cream Willie's and at Hamburg Pike on the 18th. Director Lakeman·made the motion to approve the roadblock, seconded by Director Urban and carried unanimously. ROADBLOCK . ~i~Kerry Heintzman asked approval to hold a roadblock for Senior All-Stars baseball on June 20th and 21st at Market and Main Street [~from 3-6 p.m.. Director Urban made the motion to approve the roadblock, seconded by Director Lakeman and carried unanimously. PAGE 2 JUNE 16, 1997 RESIDENT ONLY PARKING SIGN Charles Hardin of 1704 Herby Drive requested a resident only sign in front of his .home. · Mayor Galligan said someone-from the police department wou%d check the location and report back at the next board meeting. SEWER BACK UP CLAIM City Attorney Galligan said that Lynda Wilson has submitted a claim for sewer backup damage at her residence on Ridgeway Drive dating back to December of 1996. Mayor Galligan said this damage was a result of a blockage in the main line that the city knew about before and didn't fix. Because the City was negligent, she should be reimbursed. The total amount to be reimbursed is S2,933.85. Director Lakeman made the motion to approve the claim, seconded by Director Urban and carried unanimously. BiKE PATH City Attorney Anne Marie Galligan said she did some research and found that the easement involving the bike path between Jeff High School and Mellwood Subdivision was never vacated and is still available for use by the City. After much discussion, it was decided not to open the bike trail back up. City Attorney Galllgan said in order to vacate the easement it would need to be taken before the Council. CAPITAL IMPROVEMENT PROJECT Wastewater Treatment Plant Assistant Director Scott Timmerman submitted a Capital Funding Improvement report for EMC, including Pro3ections for 1998 and 1999 to be looked over and approved at the next meeting. SELLERSBURG SEWER TAP Wastewater Treatment Plant Assistant Director Scott Timmerman said that Sellersburg Water has shown an interest in tapping in to the sewer line at it's water plant. They're looking at using 6,000 gallons of water per day. The tap-in fee will be S20,000.00. (6000 gallons per day = 20-300 gal/day units. 20 units x $1,000 residential tap-in fee ~$20,000. The residential tap-in fee was used in the calculation because Sellersburg Water's discharge will be less concentrated than normal residential discharge.)Dlrector Lakeman made the motion to approve the tap-in fee of $20,000.00 for 6,000 gallon usage per day, seconded by Director Urban and carried unanimously. PAGE 3 JUNE 16, 1997 NOLE DRIVE STREET LIGHTS City Engineer Bob Miller requested 4 street lights in Buttonwood Subdivision. Director Urban made the motion to approve the street llghts~ seconded by Director Lakeman and carried unanimously. RELEASE OF CREDIT City Engineer Miller requested a Release of Credit in the amount of $47,060.00 for Landsberg Cove, Section 3. Director Urban made the motion to approve the Release of Credit, seconded by Director Lakeman and carried unanimously. EASEMENT-ROLLING FIELDS Mayor Galligan said approval of S500.00 for an easement is needed on a sewer where there was a problem in Rolling Fields. He said the S500.00 needs to be paid at this time and then will be taken out of the contractor's contract. Director Urban made the motion to approve the S500.00 for the easement, seconded by Director Lakeman and carried unanimously. PORTABLE BASKETBALL GOALS Building Commissioner Yancy Pinkston said he has received complaints about portable basketball goals and goals that are cemented in the ground between the curb and sidewalk. Mayor Galligan said they are not suppose to be there and people have been told to remove them in the past. City Attorney Galligan said Building Commissioner Pinkston would need to send letters out stating this for future complaints. PORTABLE SIGNS Street Commissioner Trembly asked permission to remove portable signs that get in the way of grass cutting around the city. Mayor Galligan said an ad should be placed in the paper notifying people not to place signs in the right of ways.He said letters could also be sent to realtors notifying them about their Open House signs. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at 10~30 a.m., seconded by Director Urban and carried unanimously.
