JEFFERSONVILLE, INDIANA TUESDAY, FEBRUARY 17, 1998.
Mayor Thomas R. Galligan called the meeting to order at 9:30 a.m. and on call of the roll those
members present were: Planning and Development Director Jim Urban, and City Engineer Bob
Miller.
Also present were: Parks Director Rick Elliott, Police Chief Mike Pavey, Vehicle Maintenance
Foreman Mike Ewton, Sewage Office Manager Bob Goldman, EMC Asst. Director Kevin
Wright, Building Commissioner Larry Decker, Fire Chief Mike Smith, City Attorney Anne
Made Galligan, and Clerk Lynne Kempf.
Planning and Development Director Urban made the motion to approve the payroll as presented,
seconded by City Engineer Miller and carried unanimously.
BIDS-OLE STONER PLACE
John Toombs of Jacobi, Toombs and Lanz opened 5 bids on the Ole Stoner Lift Station and
Force Main. After reading the bids they were taken under advisement to be awarded at the end of
this meeting. (Bid list attached).
INCIDENT COMMAND SYSTEM
Fire Chief Mike Smith presented to the Board a copy of the Incident Command System.
IWRTREATMENT COSTS
Kevin Wright of EMC presented to the Board a list of the costs that was necessary to treat the
decant that was hauled to the Jeffersonville Wastewater Treatment Plant by IWR, who is the
responsible party. The total cost is $2,554.00. Mr. Wright also informed the Board that
Wastewater Treatment Plant Asst. Director Timmerman sent IWR a letter stating that they are to
start monitoring their discharge everyday for 1 month and report back their findings. They
haven't been sending in reports. Mayor Galligan said Timmerman needs to take whatever action
he feels appropriate on this. Director Urban made the motion for EMC to notify IWR stating that
if they don't comply they will be shut off in 24 hours,seconded by City Engineer Miller and
carried unanimously.
GREASE TRAPS
Kevin Wright of EMC reported that a grease trap inspection was done at area schools and
Frank's Steak House on Feb. 2, 1998. Several of the schools do not have grease traps and some
haven't been cleaned out. Frank's Steak House doesn't have a grease trap either. Director Urban
made the motion to inform the school's and Frank's Steak House to install grease traps, seconded
by City Engineer Miller and carded unanimously. (list of school's inspected attached).
MEIJER STORE
Kevin Wright of EMC presented a copy of the letter regarding a Back Flow Preventer for the
Meijer Store. It has been agreed upon that the City of Jeff will allow the waiver to release the
Meijer Store of the requirement of a back water valve on all sanitary lateral lines. The Meijer
store agrees not to hold the City of Jeffersonville responsible for any damages that may occur in
the future.(letter attached).
Director Urban made the motion to recess at !0:05 a.m., seconded by City Engineer Miller and
carried unanimously.
At 10:20 a.m., the meeting was called back to order.
AWARD OF BID
John Toombs of Jacobi, Toombs, and Lanz made the motion to award the contract for Ole Stoner
Lift Station to Pace Contracting in the amount of $189,428.07, seconded by Director Urban and
can/ed unanimously. City Attorney Galligan said Pace Contracting's bid contained all the
necessary and proper forms.
There being no further business to come before the Board of Public Works and Safety, Director
Urban made the motion to adjourn at 10:30 a.m., seconded by City Engineer Miller and carried
unanimously.

Dear Mr. Schnaith:
The City of Jeffersonville is capable of seiving the above proposed development to the existing
sewer system, The above project is not expected to cause overloading/bypassing in the
collection system under dry weather conditions, and there is sufficient capacity in the treatment
plant to adequately treat the flows and loadings to achieve applicable NPDES permit effluent
limits.
This is not an approval until all final design plans and specifications and all required permits are
submitted and approved.

for service and maintenance. Separators shall be maintained bypefiod~c removal

RE: Meijer Store # 167 Backwater Valve
Dear Mr. Holmblade:
As previously discussed with Bob Miller the City Engineer for Jeffersonville, the Meijer store
requested a waiver on the City of Jeffersonville Ordinance. # 89-OR- 11, Section 50.19,
Paragraphs 9 & 10 requiring a backwater valve on all sanitary lateral lines. We both agreed that
the City of Jeffersonville will allow the waiver to release the Meijer store of this requirement,
since the lateral line and sewer main will be the Meijers stores responsibility and not the City of
Jeffersonville. The City of Jeffersonville is requesting a letter from the Meijers store stating that
they will not hold the City of Jeffersonville responsible for any damages that may occur in the
future for not having a backwater valve installed.

1 The otans eno specifications reqdre that the sanitary sewer system be
constructed in accordance with the City of Jeffersonvil/e raqui:ements.
2 Required permits will be secured by the contractor in advance of beginning
construction.
3. Grease traps are 3rovidea on the sanitary leads for the restaurant, bakery and
fo~d service preparation areas. These will appear on the architectural, plans when
they are suomitted.
4 The force main pene[ration tnto ~he City's manhole will be core(3 and gasketed.
The internal drop s deSned to extend to the Dot'tom (~{' ~'~'~'~hhole and be
directed to discharge at the outtet sewer.
5. The specificati(3~s state that the co~tractor is resoonsible f(3r conducting and
passing an a~r test anc a mandrel test on all sanitaw sewer~.
6. Construction Manager or contractor will ~e responsible f°r n°tifying city pers°nnei
for construction inspecuon and testing.
Lastly, regarding C;ty Ordinance 89-OR-1% Section 50.19, Paragraphs 9 & 10 reoumng a
oackwatar valve on all sanitary leads from the building, Meijer res~ectfu!ly reouests a waiver
on this requirement for the.fotl0wing reasons:
· The Meijer aanitary sewer system will be protected from the City or pubtic sysrem
by a force main and pump station. The pump stat on has t'¢(0 .gn,,,e.9~?aJ,?~,°~n, ~h~e
discharge side of the pumps.
· The pump station will ba privately owned, ooerated, and maintained by Meijer.
· Meijer currently has cver a hundree s'~ores in operation and has not experienced a
orobtem where tt~e nee~ for a backwater valve would be required.
