HomeMy WebLinkAbout05-20-2002MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MAY 20, 2002 Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present were: Engineer Miller and Councilperson Waiz. Also present were: Wastewater Treatment Director Crawford, Safety Director Rodden, Planning and Zoning Director Jana Ecker, Animal Shelter Director Keller, Youth Commission Director Knight, Assistant to Mayor White, Redevelopment Director Duggins, Fire Chief Smith, Police Chief Pavey, Building Commissioner Gavin, Street Commissioner Grant, Vehicle Maintenance Director Drury, and Deputy Clerk Lynne Mayfield. Engineer Miller made the motion to approve the minutes of 5-6--02 as presented, seconded by Councilperson Waiz and carried unanimously. JEFF FEST AND BI-CENTENNIAL Bi-Centennial Coordinator Larry Wilder presented to the Board the street closings for June 7, 8, and 9th. (Copy attached) Safety Director Rodden will contact someone about trash pickup and Street Commissioner Grant will provide the cans. Larry Wilder asked if someone should consult with the City Council in regard to overtime associated with this event. Bi-Centennial coordinator Henry Faurest asked about electrical boxes on the medians. Dan Braun said he would hook those up. Mr. Faurest requested extra picnic tables from the Parks Department. Mayor Galligan said that wouldn't be a problem. Mr. Wilder requested a fire truck for the event on Saturday for show as well as for safety during the fireworks. Councilperson Waiz made the motion to approve the street closures and additional services for June 7,8, and 9a~, seconded by Engineer Miller and carried unanimously. PEDDLER PERMIT Jennifer Autry asked the Board to approve a peddler permit in order for her to sell educational materials for children door to door. Engineer Miller made the motion to approve the peddler permit, seconded by Councilperson Waiz and carried unanimously. The fee for a peddler permit is $25.00. STOP LIGHT ON EASTBROOK BOULEVARD Mayor Galligan opened bids on the stoplight to be installed on Eastbrook Boulevard and Highway 62. James Drew Corp.-$91,501.25 Bid Bond included. Trans Tech-$71,890.35 Bid Bond included. The Hoosier Co.-$84,58291 Bid Bond included. Signal Construction-0 $90,807.75 Bid Bond included. Engineer Miller made the motion to take the bids under advisement for one week, seconded by Councilperson Waiz and carried unanimously. NELLIE KNOWLAND Nellie Knowland said that children who live in the apartments by her are being destructive. They are taking concrete blocks from her property to make bike ramps and then breaking up the blocks making a mess. She said the apartment owners don't allow any playground equipment so there is nothing for the kids to do. Mayor Galligan asked Building Commissioner Gavin to contact the owner's of the apartments (Melhiser, Endres, and Tucker) about there being no play area for the children at the apartments. AQUATIC CENTER Personnel Director Ellis asked if lines would be painted at the location of the new stop sign on Middle Road in front of the Aquatic Center. Street Commissioner Grant said that strips will be put down on Wednesday, May 22, 2002. REQUEST FOR STOP LIGHT City Engineer Miller said he received a call from a lady who lives at 7th and Ohio Streets. She requested a stop light because of near accidents at the four way stop. City Engineer Miller recommended no action be taken on this request. There being no further discussion to come before the Board the motion was made by Councilperson Waiz to adjourn at 10:15 a.m seconded by Personnel Director Ellis and carried unanimously. ATTEST: CLE~ASURER Jeffersonville Bicentennial Celebration Request for Road Closures From: Re: Jeffersonville Board of Public Works Jeffersonville Bicentennial Committee Street Closures for Celebration The Jeffersonville Bicentennial Committee requests that the City of Jeffersonville close the following streets in the City of Jeffersonville for the following dates: June 7th: The Jeffersonville Bicentennial Committee requests that the following Streets be closed from 5:00 pm until Midnight: Spring Street South from West Market to Terrace Lawn Wall Street South from East Market Street to Riverside Drive Pearl Street South from West Market Street to Riverside Drive Mulberry Street "Passage" at Flood Wall Clark Street South from West Market Street to Riverside Drive Fort Street South from West Market Street to Riverside Drive Riverside Drive from Clark Street to Wall Street In addition, the Committee would request that the Board of Public Works authorize one of the Committee's major sponsors, Texas Roadhouse, to enclose an 12 foot portion of the public roadway located at the corner of Riverside Drive and Pearl Street contiguous to that property more commonly known as "Osborne's Sea Ray Dealership". June 9th: The Jeffersonville Bicentennial Committee requests that the following Streets be closed from 2:00 pm until 6:00 pm: Spring Street South from West Market to Terrace Lawn Wall Street South from East Market Street to Riverside Drive Pearl Street South from West Market Street to Riverside Drive In addition, the Committee would request that the Board of Public Works authorize one of the Committee's major sponsors, Texas Roadhouse, to enclose an 12 foot portion of the public roadway Page 2 of 4 located at the corner of Riverside Drive and pearl Street contiguous to that property more commonly known as "OsbOrne's Sea Ray ' Dealership". In addition to the above requests, the Jeffersonvilte Bicentennial requests that the Jeffersonville Board of Public Works authorize the following additional services for the Bicentennial Celebration: Jeffersonvilte City Police Officers to provide security at the intersections of Market Street at the Flood Wall entrances at each of those North/South streets which the Committee has requested be closed above. This request shall be for those closures on June 7th and 8% The purpose of these officers would be to insure that no one enters the Terrace Lawn exhibit area with Coolers and/or Alcoholic Beverages. Jeffersonville City Police Officers to provide security on Riverside Drive at Locust Street and Riverside Drive as well as at Riverside Drive and Fort Street. The purpose Of these officers would be to insure that no one enters the Terrace Lawn exhibit area with Coolers and/or Alcoholic Beverages. The Bicentennial Committee further requests that the Jeffersonville Board of Public Works Authorize additional Jeffersonville Police Officers necessary to provide security and safety on June 7th and June 8th in the same manner and number as necessary to provide security for that event more commonly known as "Thunder Over Louisville". The Bicentennial Committee further requests that the Jeffersonville Board of Public Works Authorize the Jeffersonville Fire Department to assist the Jeffersonville Police Department to provide security and safety on June 7th and June 8th in the same manner and number as necessary to provide security for that event more commonly known as "Thunder Over Louisville". The Bicentennial Committee further requests that the Jeffersonville Board of Public Works Authorize the Jeffersonville Street Department and/or the Jeffersonville Sanitation Department to assist in the clean up of those public areas wherein the above events are held. This request includes requesting that the above entities provide clean up at the close of the events the evening of ,June 7th as well as the close of events on June 8th and 9th. The Bicentennial Committee further requests that the Jeffersonville Board of Public Works Authorize the Jeffersonville Fire Department to provide those necessary fire services as required by Zambelli's International to fulfill its obligation to provide that "Fireworks Finale" on the evening of June 8% Page 3 of 4 The Bicentennial Committee further requests that the Jeffersonvilie Board of Public Works Authorize the Jeffersonville Sanitation Department to affix trash bins and/or other cans or receptacles throughout those areas described herein. The Committee would request that the Sanitation Department provide the same like and number of receptacles which are utilized in that same area during "Thunder Over Louisville". Turn right on Meigs Av, passing some late 1800 houses. Crossing Court Av, Old Jeff High School will be on the left. Turn lef~ on Maple St, passing several early 1900 Victorian and 4 square houses. Continue east on Maple St, turning right on Division St. Follow Division St to Park Place, turn left on Park Place, Go east on Park Place to Jackson St, mention The Old Civil War Hospital. Turn right on Jackson St, passing several interesting houses. Turn right onto Market St, passing Jeff Boat Works and The Howard Steamboat Museum. Continue west on Market St to Locust St, turn right on Locust St, passing the current Jeff-Clark Preservation projecT, located at 218 Locust St and built in the 1840's. Continue north on Locust St to Chestnut St. Turn left on Chestnut St, mention St Augustine Church and the Holtzbog House.
