OF THE CITY OF JEFFERSONVILLE, INDIANA
MAY 13, 2002
Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present
Were: City Engineer Miller and Councilperson Waiz.
Also present were: Wastewater Treatment Dir. Crawford, Vehicle Maintenance Director Dmry,
Building Commissioner Gavin, Animal Shelter Director Keller, Engineer Dixon, Coordinator
Davis, Safety Director Rodden, Street Commissioner Grant, Planning and Zoning Director Ecker,
Personnel Director Ellis, Parks Director Elliott, Police Chief Pavey, Fire Chief Mike Smith, and
Clerk Lynne Mayfield.

Mayor Galligan tabled until next week.
RESIDENT ONLY PARKING
Becky Embty asked the Board to approve a "Resident Only" parking sign at 954 and 956 E.
Maple Street. Engineer Miller made the motion to approve two "Resident Only" parking signs at
954 and 956 E. Maple Street at $100.00 per sign annually, seconded by Councilperson Waiz and
carried unanimously.
LITTLE LEAGUE PARADE
Dennis Sumler appeared before the Board to ask approval to hold the Little League Parade on
May 18, 2002. Councilperson Waiz made the motion to approve the Little League Parade on
May 18, 2002, seconded by Engineer Miller and carried unanimously.
SACRED HEART 5K RUN
Chris Creagh requested from the Board permission to hold the Sacred Heart 5K Run/Walk on
Saturday, June 22, 2002 starting at 8 a.m. The race should conclude by 9:45 a.m. A copy of the
route is attached. Engineer Miller made the motion to approve the 5K Run, seconded by
Councilperson Waiz and carried unanimously.
CITATION
Engineer Miller said Tony Schuler was sent a registered letter in regard to Sawgrass Boulevard.
Mr. Schuler was to appear before the Board to represent the Schuler Company and state why
nothing has been done at 3617 Sawgrass Boulevard. Engineer Miller said the Schuler Company
is ignoring the City. Engineer Miller recommends continuing to fine the Schuler Company and
hire a contractor to do the work. Three estimates will be obtained and the Schuler Company will
be billed for the work. Engineer Miller made the motion to obtain three estimates to complete the
job per the engineering specifications and fine the Schuler Company for the cost in addition to the
fines already incurred, seconded by Councilperson Walz and carried unanimously.
CITATION
Ila Horn of 410 E. Maple Street was cited for strong odors coming from her backyard, due to an
excessive number of dogs. Ms. Horn did not appear before the Board. City Attorney Galligan
said that only four dogs are allowed per ordinance. Engineer Miller made the motion to fine Ila
Horn $25.00 per day starting May 14, 2002 until she is in compliance with the Ordinance,
seconded by Councilperson Waiz and carried unanimously. Building Commissioner Gavin will
get a Court Order to periodically check the address for the amount of dogs she has. Planning and
Zoning Director Ecker will send a Kennel Citation to Ms. Horn and a copy to the Trustee's office.

Planning and Zoning Director Ecker said she received another complain from Councilperson Ellis
in regard to Eddie and Christine Greene and the cars parked at the residence. The complaint is
that Mr. Greene is working on these cars at his mother's residence for profit. Essentially he is
running a business from his mother's house. He said he is not operating a business from his
mother's house and that by law he can sell six cars per year. City Attorney Galligan and Planning
and Zoning Director Ecker said he cannot work on the vehicles there and then sell them for profit
as that constitutes running a business at an address that he does not reside at or own. Mr. Greene
asked if he could work on his own car there and City Attorney Galligan said he could if he lived
there. After discussion, Councilperson Waiz made the motion to fine Mr. Greene $150.00 per
day starting in three days until all vehicles and tarps are removed from the property according to
the ordinance, seconded by Engineer Miller and carried unanimously. Planning and Zoning
Director Ecker said neighbors were in the process of signing a petition. Mr. Green asked for a
copy of the zoning ordinance pertaining to his violation. Director Ecker said she would give him
the Zoning Ordinance information.
CRUSADE FOR CHILDREN
Fire Chief Smith presented the roadblock locations to collect for the Crusade for Children.

There being no further business to come before the Board the motion was made by Engineer
Miller to adjourn at 9:50 a.m. seconded by Councilperson Waiz and carried unanimously.
