HomeMy WebLinkAbout04-16-2007 / COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA April 16, 2007 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 7:30 P.M. on Monday April 16, 2007. Mayor Waiz and the entire Council presented plaques honoring the Color Guard units of the American Legion and 'the VFW. Plaques were presented to each Commander. Mr. Don Herrold, VFW tom~ander introduced the members of his unit, asking all to remember "thank you". Mr. Dave Bragg of American Legion Post #35, introduced the members of his unit s~ying he is proud; as all are volunteers with no boundaries. They show honor and respect to all veterans. All were invited to attend the Memorial Day service May 28,2007 at 2:00 P.M. at Riverstage. Mayor Rob Waiz, with Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order. Also present Was City Attorney Les Merkley. Mayor Waiz welcomed all in attendance, asking all those present to stand as Counci1person Ron Grooms gave the invocation. Mayor Waiz then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons John Perkins, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Phil McCauley, and Ron Grooms. Absent: None. Following discussion, Councilperson Perkins made the motion to approve the agenda as presented, second by Councilperson Zastawny, passing on a vote of7-0. Mayor Waiz presented the minutes for consideration by the Council. Councilperson Wilson made the motion to approve the minutes of April 2, 2007 (7:30 P.M.) as presented, second by Councilperson Zastawny, passing on a vote of 7-0. Councilperson Wilson made the motion to approve the minutes of April 4, 2007 (5:30 P.M.) as presented, second by Councilperson Sellers, passing on a vote of7-0. Deputy Clerk Treasurer Hollis presented the claim list for consideration by the , Council, explaining one additional claim to Home Depot from the EDIT fund. ,/ April 16, 2006 2 Counci1person Perkins made the motion to approve the claims and the one additional as presented, second by Councilperson Zastawny, passing on a vote of 6-0-1. Councilperson Groom abstained. PUBLIC COMMENT: There was no public comment. COUNCIL COMMENT: Councilperson Perkins noted the Police have been called, as the nets have not yet , been installed at P1aysquare Park. The Park Department had promised the leagues would not start until the nets are in place. Reports were received that balls were being "pelted" out of the Park. Councilperson Zastawny questioned the work being done on the North side of Veterans Parkway. He was informed Koetter Construction is doing the work on the North side. Mayor Waiz noted the work being done on the South side is the City. AGENDA ITEMS: Ms. Cathy Graninger, a retired teacher and administrator for Greater Clark County Schools, representing Book Harvest, appeared before the Council explaining the program and appealing for help financially and with spreading the word regarding the program. Ms. Abbey Zastawny, local Chair of Success By Six, assisted in the presentation. Councilperson Perkins, as' a retired schoolteacher, noted if a child is behind by third grade they never get caught up. This money would be well invested. Ms , Graninger explained most of the benefit goes to those in Jeffersonville. Councilperson Perkins made the motion to donate $500 from the Council promotion fund, as this is a vital program to the Community, second by Councilperson Wilson, passing on a vote of 7-0. Mayor Waiz volunteered to donate$500 from the Mayor's promotion fund. Councilperson Perkins presented Ordinance No. 2007-0R-21, An Ordinance Of Additional Appropriation (EDIT Fund - Downtown Economic Development), reviewing the purpose of promotion and advertising for downtown. Councilperson Perkins made the motion to suspend the rules for Ordinance No. 2007-0R-21, second by Councilperson Zastawny, passing on a vote of 7-0. Councilperson Zastawny noted when he travels he references local business guides. Councilperson Perkins then made the motion to pass y' April 16, 2006 3 Ordinance No. 2007-0R-21 on all thre,e readings, second by Councilperson Zastawny, passing on a vote of7-0. Deputy Clerk Treasurer Hollis explained the need for passage of Ordinance No. 2007-0R-22, An Ordinance Of Additional Appropriation - EDIT Fund-Garbage Truck Lease). Councilperson Perkins made the motion to suspend the rules for Ordinance 2007-0R-22, second by Councilperson Sellers, passing on a vote of 7-0. Councilperson Perkins then made the motion to pass Ordinance No. 2007-0R-22 on all three readings, second by Councilperson Wilson, passing on a vote of7-0. Deputy Clerk Treasurer Hollis explained the need for passage of Ordinance No. 2007-0R-23, An Ordinance Of Additional Appropriation (Probation User Fund-Salary, Soc. Sec. PERF). Councilperson Perkins made the motion to suspend the rules for Ordinance No. 2007-0R-23, second by Council President Fetz, passing on a vote of 7-0. Council President Fetz then made the triotion to pass Ordinance No. 2007-0R-23 on all I three readings, second by CouncilpersoIf Sellers, passing on a vote of 7 -0. Councilperson Grooms presented and explained Resolution No. 2007-R-17, A Resolution To Advertise For An Additipnal Appropriation - Share Of Gaming Revenue. Councilperson Grooms explained each line of proposals, presenting drawings of proposals for Warder Park and Shirley Hall Park. Mr. Romney Allen and Mr. Mark , Wasdovich of JCCYFL, reviewed the Shirley Hall Park needs. The Park has about 1,000 people on Sundays. Bleachers would alleviate some of the problems. Council President Fetz attests the attendance, noting the league is self-sufficient. The long-term needs should be considered. Councilperson Grooms noted the plan is designed to allow for expansion. He hopes this is a start for a future complex. Councilperson Zastawny noted the Park is incredibly packed with people. Councilperson Grooms has inquired about moving bleachers from other areas and was informed the City does not have the necessary equipment. Councilperson Perkins said he would hate to do this part way. He would like to find the money to do what is needed. Councilperson McCauley asked what other needs the league has. Mr. Allen sated the need for electricity to the scoreboard and concession areas. Mayor Waiz noted there would be available electric this year. Mr. Wasdovich said the league would also like a place to acknowledge those that support the league. At the conclusion of all discussion, Councilperson Grooms made the motion to pass Resolution No. 2007-R-17, deleting each line item and inserting Construction, Equipment, Services, and Infrastructure Improvements in the amount of $290,000, second by Councilperson Zastawny, passing on a vote of7-0. CLERK TREASURER COMMENTS: There were no Clerk Treasurer Comments. COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS: Councilperson McCauley, at the last meeting asked for comments on the Ethics Ordinance. Councilperson McCauley got many, which shows the need for a workshop. He received a lot of public feedback. Councilperson Grooms noted the letter of request from Taste of Jeffersonville. This has been provided for in Special Projects. Councilperson Grooms asked the Council to get their street paving requests to Street Commissioner Ellis or Mayor Waiz. Councilperson Wilson noted City Pride had scheduled a clean up for last Saturday. Due to the rain, it was rescheduled for this Thursday. The fountain has arrived. The concrete will be poured tomorrow. Councilperson Perkins reminded all of the Council coffee and donuts scheduled for Saturday, April 21,,, 2007 from 9:00 A.M. until noon, as a kickoff for Thunder. Councilperson Perkins intends to call, Park Superintendent Rob Poff to express his displeasure the nets were not in place at Playsquare Park as promised for the start of the season. He hopes there will be a solution before the next meeting. Mayor Waiz said they should be up by the next meeting, the expense was more than anticipated. Councilperson Perkins feels this was not a priority. Councilperson Zastawny noted the number of new businesses just outside the City. He would like to ask the County for the 2-mile fringe to be put back in place. Councilperson Perkins noted there is a building for sale in the area that is planned to be a methadone clinic. Council President Fc;tz noted Senator Sipes has introduced legislation regarding methadone clinics. Council President Fetz noted the Ethics Ordinance has received more headlines than Imus lately. J tool to use to grow from. The intention was to make a better government. Council President Fetz asked the Ethics Commi~sion for a report. Ethics Commission Secretary Rachel Thrasher said the Commission ~as been very busy, meting weekly. Changes do need to be made. It has been determineq there is a need for an employee workshop. City Attorney Merkley said the plan is to have a meeting Friday, April 20, 2007. Councilperson Zastawny thanked the Ethic Commission members for all they do. It is , wrong that Board members are attacked. Changes do need to be made. Councilperson McCauley said eyes around the State are on the City; there is a need to be a good example. Council President Fetz has submitted an article to a National Paper. Council President Fetz noted the City lost a valuable member of the Canine Unit. Jeffersonville is a smaller City but does have a high incident of crime. The Police Department is doing a great job. Jeffersonville is less than one mile away from a high crime City. Canines are great partners; the City has suffered a terrible loss. Councilperson Grooms thankeq Jeff High student Marcus Sperzel for the recording of the meeting. He has received great reviews of the broadcast. Councilperson Grooms also thanks Officer Grimes for his attendance. Mayor Waiz said the fountain should be in place in the next 10 days. Safety Day, Beautification clean up, and the Joe Lear walk were ~uts. Safety Day has been scheduled for May 12. Mayor Waiz said all have good wee 1.
