JEFFERSONVILLE CITY COUNCIL SPECIAL SESSION
Meeting Memorandum - Wednesday, April 16, 2007 - 5:30 P.M.
City Hall 3rd Floor Conference Room
Council President Keith Fetz called the )l1eeting to order at 5:30 P.M., and on call of the
roll those members present were: Councilpersons Keith Fetz, Connie Sellers, Barbara
Wilson, Ron Grooms, Ed Zastawny, Phil McCauley, and John Perkins. Also present
were Attorney Les Merkley, and Chief Deputy Clerk Treasurer Suzy Bass.
Fundin2 for Fire Trucks
Clark Miles, Fire Chief, appeared before the Council to request monies for two new fire
apparatuses. The cost will be $460,000.00 each costing about $116,000.00 a year not to
start until 2008. Thes~ will replace two. fire trucks that are very old. Asst Chief Decker
said they plan to put these in the busiest stations. Two engines were just paid off and the
quint 3 will be paid off 2009. The intention is to keep one engine and use it when needed
so there will be one additional engine in use ifboth engines are purchased. The Council
will only have to appropriate approximately $50,000.00 a year until the quint is paid off.
This will take care ofthe additional fire. station. No monies will even be needed until
2008 budget. The cost is an estimate. Councilperson Perkins asked if these trucks were
in the fiscal plan. Asst Chief Decker said that he understood that they didn't want it in
the plan because it is a long term plan. Perkins said that a lot of that equipment should
have been in the fiscal plan and we could have asked for a higher maximum levy.
Councilperson McCauley thinks that there is a fire truck included in the fiscal plan.
Council President Fetz will look into the fiscal plan and see if a truck is included in plan.
The Council asked to continue discussion on this matter at the April 23, 2007 workshop.
Vehicle Maintenance Trucks Needed
Vehicle Director Drury is asking for two utility vehicles for the City. He can take all the
equipment (light bars, etc) to use on the vehicles. The vehicle has been totaled before
and the steering quit working on it and almost caused a wreck. They don't have to be
new trucks. Councilperson Perkins said that this seems to be urgent so he suggested that
Director Drury get some bids on two trucks both new and used.
Police Hardware & Software
Kevin Morlan appeared before the Council and asked IT Director Hardy to address the
software problems in the Police Department. Morlan said the software is still in DOS
format. He said that Hardy has been telling the Police Department that it is in need of
new software. Hardy said that the software uses text files and does not communicate
well. The failure rate on this equipment is never ending. The company itself could not

even come up with an answer to what th,e latest problem is. He feels that, for the JPD to
be sufficient and effective, new software needs to be purchased. Director Hardy said that
the proposed products seem to be good but he can't be sure until he studies it further.
The hardware that the Council allowed Director Hardy to buy will work well with new
software. It does appear to be a secure medium and the price is definitely right. WTH
will take our current system and import the information to the new system for
$12,000.00. Director Hardy said that he will give his recommendation next week at the
workshop. He wants to check with another software company so he can compare what
the Police needs. The proposals from WTH are attached. Also attached are three quotes
from other companies. Morlan said that he will talk to other departments that have this
software now. Morlan said that they received 19 working laptops from the State of
Indiana but they only work for accidents. He said JPD is still writing tickets by hand.
Al!ent of Record
Larry Lynn appeared for an update on a few items. They have met with the Unions and
have agreed to add back Morbid Obesity and Hearing items that were left out. There will
be an employee appreciation and luncheon on April 26, 2007. It will be outside of City
Hall if the weather is good. The time will be from 10:30 am - I :30 pm. Also, he would
like to get on the agenda next month to address the financial results from the 15t quarter
on health and dental coverage.
Healthcare Clinic
Diane Swank introduced Dave Hooper whom she met at the IACT Conference.
David Hooper, Novia Careclinics, appeared before the Council to present a proposal for a
Wellness Clinic that he had previously presented to the Insurance Committee.
