COUNCIL PROCEEDINGS OF THE
COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
April 2, 2007
The Common Council of the City of Jeffersonville, Indiana met in regular session
in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 7:30 P.M.
on Monday April 2, 2007.
Mayor Rob Waiz, with Clerk Treasurer Peggy Wilder at the desk, called the
meeting to order. Also present were City Attorney Les Merkley and Deputy Clerk
Treasurer Barbara Hollis. Mayor Waiz welcomed all in attendance, asking all those
present to stand as Councilperson McCauley gave the invocation. Mayor Waiz then asked
all those present to join him in the pledge of allegiance to the flag.
The roll was called and those present were; Councilpersons John Perkins, Ed
Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Phil McCauley, and Ron Grooms.
Absent: None.
Following discussion, Councilperson Perkins made the motion to approve the
agenda with the addition of a Resolution to advertise for an additional appropriation,
second by Councilperson Zastawny, passing on a vote of7-0.
Mayor Waiz presented the minutes for consideration by the Council.
Councilperson Wilson made the motion to approve the minutes of March 19,2007 (5:30
P.M.) as presented, second by Councilperson McCauley, passing on a vote of 7-0.
Councilperson Wilson made the motion to approve the minutes of March 19, 2007 (7:30
P.M.) with the changing top 10 employees to top 20 employees on page 5, second by
Councilperson Perkins, passing on a vote of7-0.
Clerk Treasurer Wilder presented the claim list for consideration by the Council,
explaining two additional claims. Couilcilperson Perkins made the motion to approve the
claims and the two additional as presented, second by Councilperson Sellers, passing on a
vote of7-0.
PUBLIC COMMENT:
There was no public comment.

COUNCIL COMMENTS:
Councilperson Grooms introduced and welcomed Mr. Marcus Sperzel, a Jeff
High student who is filming the meeting.
Councilperson Perkins noted John Street has been renamed Henry Mason Way in
honor of Henry Mason. Mr. Mason passed away recently. He was the owner of the
oldest continuously owned African American business in Jeffersonville.
Councilperson Perkins called attention to a recent fire at Middle Road
condominiums. McCullough Volunteer Fire Department responded to the call.
McCullough called for the assistance of Utica and Jeffersonville Fire Departments.
Councilperson Perkins said this was a responsible call on the part of McCullough.
Jeffersonville Fire Department is known for going over, above and outside their
responsibilities.
Councilperson McCauley gave credit to McCullough for calling Jeffersonville
Fire Department and turning the fire over to them. There are five similar examples of
tremendous potential for loss of life in the proposed annexed area. This is a tribute to
professional firefighters. Councilperson McCauley feels the need to point out how
valuable firefighters are to the community.
DEPARTMENT HEAD REPORTS:
Assistant Fire Chief Tony Decker noted the goal is to put the fire out. He credits
McCullough for their timely call. 'the Fire Department is trying to improve radio
communications. The Department had requested $50,000. The repeater system will cost
$12,500 to legally get operational. A prior request was for funding of job descriptions
and SOP's. The SOP's have a high priority. He is requesting $5,000 for SOP's.
Assistant Chief Decker noted a previous request of $24,000 for park benches and
trashcans for the Beautification Comrpittee. The Committee would like to get started
with $12,500. He requests the Council consider funding through Share of Gaming
Revenue, or Cumulative Capital Improvement funds. Council person Sellers asked how
many can be purchased for $24,000. Assistant Chief Decker explained that would cover
12 benches and 12 trashcans. Councilperson Zastawny questioned the status of the
existing benches. Assistant Chief Decker is working with the Building Commission

office. Planning and Zoning Director Chester Hicks explained the City had a 1990 five-
year contract for benches. He has a copy of a letter to the company from the previous
City Attorney. The Board of Public Works and Safety will consider the matter at the next
meeting. Councilperson Grooms plans to present some funding options at the next
meeting.
AGENDA ITEMS:
Councilperson Grooms presented and explained Ordinance No. 2007-0R-16, An
Ordinance Regarding Abatement Fees. Councilperson Grooms made the motion to pass
Ordinance No. 2007-0R-16 on the second and third readings, second by Councilperson
McCauley, passing on a vote of7-0.
Clerk Treasurer Wilder presented and explained Ordinance No. 2007-0R-17, An
Ordinance Of Additional Appropriation (EDIT Fund). Councilperson Perkins made the
motion to pass Ordinance No. 2007-0R-17 on the second and third readings, second by
Councilperson Sellers, passing 0 a vote of 7-0. Councilperson Grooms discussed the
cash balance in the EDIT Fund.
Clerk Treasurer Wilder presented and explained Ordinance No. 2007-0R-18, An
Ordinance Of Additional Appropriation (Rainy Day Fund). Councilperson Perkins made
the motion to pass Ordinance No. 2007-0R-18 on the second and third readings, second
by Council President Fetz, passing on a vote of7-0.
Clerk Treasurer Wilder presented and explained Ordinance No. 2007-0R-19, An
Ordinance Of Additional Appropriation (General Fund - Beautification Committee).
Councilperson Wilson made the mo~ion to pass Ordinance No. 2007-0R-19 on the
second and third readings, second by c'ouncilperson Perkins, passing on a vote of7-0.
Clerk Treasurer Wilder reviewed the extensive start on fixed assets. The roads
and streets portion of the assets needs to be finished this year. The cost will be
approximately $20,000. Councilperson Perkins noted this would provide a more accurate
mileage report. Clerk T~easurer Wilder will request funding at another meeting.
City Court Judge Scott Lewis presented and explained the need for passage of
Ordinance No. 2007-0R-20, An Ordinance Amending 2006-0R-60, Fixing Basic
Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville For 2007.
Probation Officer Joan Garrett has earned her Masters Degree and is due an increase in

salary per the Indiana Judicial Conference. Ms. Garrett was congratulated for her
accomplishment. Council person Perkins then made the motion to suspend the rules for
Ordinance No. 2007-0R-20, second by Councilperson Zastawny, passing on a vote of7-
O. Councilperson Perkins then made the motion to pass Ordinance No. 2007-0R-20 on
all three readings, second by Council President Fetz, passing on a vote of7-0.
Clerk Treasurer Wilder explain~d the need for passage of Resolution No. 2007-R-
14, A Resolution To Advertise For An Additional Appropriation (EDIT Fund -Economic
Development Projects For Downtown Merchants). Councilperson Perkins made the
motion to pass Resolution No. 2007-R-14, second by Councilperson Grooms, passing on
a vote of7-0.
Clerk Treasurer Wilder explained the need for passage of Resolution No. 2007-R-
15, A Resolution To Advertise For An Additional Appropriation (EDIT Fund - Garbage
Truck Leases). Council President Fetz made the motion to pass Resolution No. 2007-R-
15, second by Councilperson Grooms, passing on a vote of7-0.
Planning and Zoning Director Chester Hicks presented Resolution No. 2007-R-
16, A Resolution Approving Future Land Use Map. Director Hicks reviewed and
explained the maps. Councilperson Zastawny commented on the many hours put into
these maps. Councilperson Grooms made the motion to pass Resolution No. 2007-R-16,
second by Councilperson Sellers, passing on a vote of7-0. Mayor Waiz thanked Director
Hicks for his hard work. Councilperson Zastawny asked if the same committee people
involved in this would be involved in upgrading the master plan. Director Hicks
explained they would be asked.
CLERK TREASURER COMMENTS:
There were no Clerk Treasurer Comments.
COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS:
Councilperson McCauley said there are clarifications needed for the Ethics
Commission. He will have proposals at the next meeting. He welcomes all input. This
is a work-in-process. This is designed to keep people out of trouble.
Councilperson Grooms noted, as a follow-up to Assistant Chief Decker's
presentation, this is the type of communication and compromise needed. The phasing in
of projects helps the community. Councilperson Grooms said the Finance Committee
