HomeMy WebLinkAbout2006-R-44 Resolution No. 2006-R- 1 ~ A RESOLUTION ADOPTING A WRITTEN VISION STATEMENT ESTABLISHING A GUIDING ELEMENT OF THE JEFFERSONVILLE COMPREHENSIVE PLAN AND WILL BE USED TO DEVELOP THE GOALS, OBJECTIVES, AND POLICIES OF THE PLAN WHEREAS, this Common Council of the City of Jeffersonville, Indiana, is the legislative body of the City of Jeffersonvi1le~ County of Clark, State of Indiana (th.e ~'City"); and, WHEREAS, this Common Council has determined that the Comprehensive Plan needs to be updated in accordance to IC 36-7-4-509; and, WHEREAS, this Common Council has the authority to adopt the Plan and additional contents in accordance to IC 36-7-4-503.; and, WHEREAS, the Comprehensive Plan Task Force have been engaged in a visioning process that involved conducting a survey and several neighborhood meetings; and, WHEREAS, by adoption of this Resolution this Common Council hereby finds that the Vision Statement is reflective of the values of Jeffersonville citizens and how they wish to see their community in the future; and, WHEREAS, this Common Council is desirous of adopting the Vision Statement as the guiding element of the Jeffersonville Comprehensive Plan and will be used to develop the Goals, Objectives, and Policies of the Plan; and, WHEREAS, this Common Council hereby adopts this resolution in order to :fully satisfy such statutory requirements and municipal planning objectives. NOW, THERl:FORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF JEFFERSONVI~LE, INDIANA, AS FOLLOWS: Section 1. By adoption of this Resolution, the City of Jeffersonville, Indiana, hereby establishes and adopts the written vision statement attached hereto and incorporated herein as Exhibit "A" (the "Jeffersonville Vision Statement") as the guiding element of the Jeffersonville Comprehensive Plan and will be used to develop the Goals, Objectives, and Policies of the Plan. Section 2. The purpose of the Vision Statement is to reflect the values, concerns and vision of the City's future for the year 2030. Section 3. The Clerk-Treas,urer of the City shall provide a copy of the attached Vision Statement without charge to any Jeffersonville citizen that requests a copy following adoption of this Resolution. Section 6. This Resolution shall be in full force and effect from the later of (a) the date of its passage and adoption by this Common Council, (b) the date of its approval by the Mayor in accordance with the provisions of IC 36-4-6-14, or (c) the date on which any veto by the Mayor is overridden by this Common Council in accordance with the provisions ofIC 36-4-6-16. Residents and tourists alike enjoy the town's parks, shopping, sports, historic bed and breakfast inns, and stirring vistas along the Ohio River. Our cO'mmunity values the architectural integrity of the downtown, as well as the uniqueness of older neighborhoods. Jeffersonville combines small town chapn and big city sophistication. We see a healthy, vibrant downtown with attractive street~ and well~maintaiI1ed sidewalks filled with people and activity . We see a diverse array of shopping, dining, working, and cultural amenities. Our downtown, the social and cultural center of the community, is the first place we want to take out~of-town visitors. At night, we see upper story apartment windows lit up throughout the downtown area. But even as the city changes with the times, it continues to demonstrate a strong appreciation for its historic roots. We see the entire community, from school-aged children to senior citizens, with a keen appreciation for Jeffersonville's rich history. Constant attention and energy pour into the city's historic buildings and other historic resources. Our strong Main Street program continues to breathe new life into the central business district. And the city is engaged in a river front development program designed to capitalize on Jeffersonville's historic. commercial architecture and its close proximity to the Ohio River's scenic beauty and recreational opportunities. We see safe, secure, peaceful, and well cared for neighborhoods in every part of the city, with streets free of Iitter. We see well~maintained homes with neighbors greeting neighbors on sidewalks and front porches. We see families in nearby parks. We see children riding their bikes to the neighborhood comer. Jeffersonville inspires a strong sense of community based on pride and participation. The City maintains a connection among citizens and their government by managing growth and encouraging opportunities for citizen interaction. Citizens demonstrate their democratic responsibility promote and sustain the vision that the community desires. We see a community of workers with good paying jobs, and a diverse economy with employment in services, retail, manufacturing and agriculture, among others. We see workers with pride in their work and the prospect of continuous advancement as they develop their skills and knowledge. Jeffersonville values high standards for public and private development. The City encourages development that minimizes impact to the environment and urban design that is in harmony with natural and neighborhood surroundings. Development is located where public facilities and infrastructure have the capacity to serve it. As an integral part of a much greater region, Jeffersonville cooperates with nearby towns and counties on a collective regional vision. In particular, we see a need for cooperation on issues such as water quality, air quality, transportation, and growth management. Jeffersonville values regional solutions to regional issues. The City partners with surrounding jurisdictions on shared regional concerns while maintaining the autonomy to advance local interests on behalf of its citizenry. We see large community parks, smaller neighborhood parks, and tiny pocket parks well distributed throughout the community. Larger community parks have clusters of playing fields for organized athletic leagues. Smaller neighbor.\1ood parks have multi-purpose fields for informal athletic events as well as areas for unstructured play . We see parks convenient to neighborhoods as well as. to office workers during their lunch hour. We see a system of interconnected greenways adjoining area streams, intermingled with the urban fabric of Jeffersonville and stretching into the countryside. We see a system of short and long loops, designed for hiking and biking, which connect an array of schools, parks, nature preserves, and neighborhoods. Jeffersonville provides for planned and controlled development, affordable housing, green space, and commercial uses in appropriate locations. Through innovative land use strategies, our citizens and institutions balance and protect private property rights, public welfare, and our natural environment.
