HomeMy WebLinkAbout08-07-2006 SPECIAL JEFFERSONVILLE CITY COUNCIL SPECIAL SESSION Meeting Memorandum - Monday August 7,2006- Mayor's Conference Room 5:30 p.m. Council President Barbara Wilson called the meeting to order at 5:30 P.M., and on call of the roll those members present were: Councilpersons John Perkins, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Ron Grooms, and Phil McCauley. Also present were Clerk Treasurer Peggy Wilder and Deputy Clerk Treasurer Barbara Hollis. Councilperson Grooms made the motion to approve the agenda with the addition of Diane Swank with regard to Falls Of The Ohio and Health Insurance, second by Councilperson McCauley, passing on a vote of7-0. Building Authority Board Appointments Councilperson McCauley said all issues regarding the transfer of the building from Redevelopment to the City have been agreed to. The City is going to be under funded by $266,000, excluding furniture. Redevelopment should pay this from TIP funds within the next 30 to 40 days. The building should then be free and clear of encumbrances. Councilperson McCauley expects the vote to be taken at the Redevelopment Commission meeting on Wednesday. Council President Wilson noted a lot of hard work has gone into this. Councilperson Grooms asked Councilperson McCauley to comment on the $200,000 appropriation for furnishings. Councilperson Perkins explained visual equipment, computers, and flat screens should cost no more than $35,000. Councilperson Fetz has talked with Judge Carmichael regarding the purchase of video conferencing equipment. Probation User Fees may be available. Councilperson McCauley hopes the $200,000 will be sufficient. Councilperson McCauley made the motion to accept the terms of purchase to be presented to the Redevelopment Commission on Wednesday, second by Councilperson Zastawny, passing on a vote of7-0. Councilperson Grooms made the motion to appoint Ms. Sharon Rudd, 3500 Maplewood to the one-year term on the Building Authority, second by Councilperson Zastawny. Councilperson McCauley said the Council should have thought about including the Clerk Treasurer, Judge, and Mayor in the nominating process, adding it might be wise to have an elected official on the Board. Councilperson Zastawny is in support of the make up of the authority and would support including the Clerk Treasurer, Judge, and Mayor. Councilperson McCauley suggested this be considered for reappointments. Clerk Treasurer Wilder appreciates being considered, as she believes she could have added input. The motion to nominate Ms. Sharon Rudd failed on the following roll call vote: Ayes: Councilpersons Zastawny, Sellers, and Grooms. Nays: Councilpersons Perkins, Fetz, McCauley, and Wilson. Councilperson Fetz made the motion to appoint Mr. Gary Johnson to the one-year term on the Building Authority, second by Councilperson McCauley. Councilperson McCauley noted Mr. Johnson is a retired banker, is highly qualified in administration, accounting, and finance. Mr. Johnson is one of Jeffersonville's best financial people and is non-political. The motion to appoint Mr. Gary Johnson passed on a vote of 7-0. Councilperson Fetz made the motion to appoint Mr. Calvin Kavanaugh to the two-year term on the Building Authority, second by Councilperson McCauley. Councilperson Perkins noted Mr. Kavanaugh is the plant operator at New Albany-Floyd County Schools. The motion to appoint Mr. Kavanaugh passed on a vote of 6-1. Councilperson Grooms voted in opposition. Councilperson Grooms made the motion to appoint Mr. Ron Glass of Nole Drive saying Mr. Glass is a retired employee of AT &T with a background in marketing and finance. Mr. Glass has the time for this type of work and is very qualified. He would be a good asset. Councilperson Zastawny made the second to the motion. The motion to appoint Mr. Glass failed on the following roll call vote: Ayes: Councilpersons Zastawny, Sellers, and Grooms. Nays: Councilpersons Perkins, Fetz, McCauley, and Wilson. Councilperson Fetz made the motion to appoint Mr. Keith Stayton to the three-year term on the Building Authority, second by Councilperson McCauley. Councilperson Perkins feels all know Mr. Stayton who is a talented builder and remodeler, and a founder of Jeff Clark Preservation. The motion to appoint Mr. Stayton passed on a vote of7-0. Clarksville Riverfront Foundation Ms. Diane Swank appeared before the Council requesting support for the Clarksville Riverfront Foundation and Falls of the Ohio State Park Rock the Rocks, a fund raising event. Ms. Swank noted you cannot get to the Interpretive Center without going through Jeffersonville. The Center has 7.8 million visitors. Councilperson Zastawny noted this is a fantastic cause. Councilperson Perkins made the motion to donate $1,000 to Rock the Rocks, second by Councilpersons Sellers, passing on a vote of7-0. Health Insurance Ms. Diane Swank said she is happy to be here for the first meeting in this building, noting her Grandmother Swank worked in this building. Ms. Swank presented and explained a folder of information regarding the City's self-funded health insurance fund. Her suggestion is to plan for all employees taking the family plan. She suggests the Council fund the program at $2.3 million for 2007. She also recommends building a 30% reserve. . It was also suggested the City look at a disease control program.
